According to the investor's representative, Kosy Joint Stock Company, the Kosy Song Cong Urban Area Project covers over 38 hectares, with approximately 15.9 hectares (equivalent to 41% of the total area) already cleared. The investor has been allocated 10.2 hectares of land by the competent authority, while the remaining area has not yet been allocated due to outstanding issues.
Regarding the allocated land area, the investor has basically completed the technical infrastructure to date. Of these, 243 land plots have been granted land use certificates to the investor, 227 plots that meet the conditions have been transferred to customers, and the remaining approximately 60 land plots have not yet had their land use certificates issued to customers.
The biggest difficulty right now is that the Kosy Song Cong Urban Area Project's implementation period expired in 2021, due to a temporary suspension following the conclusion of the Government Inspectorate , and has not yet been extended.

For the Kosy City Beat Gia Sàng urban area project, with a total area of 20 hectares, the investor has cleared approximately 14.6 hectares and has been allocated approximately 14.2 hectares by the State. After being granted an extension by the People's Committee of Thai Nguyen province, the project implementation period extends to April 30, 2027. The current difficulties mainly lie in the land clearance process.
During the meeting, the investor affirmed that the shortcomings in the implementation of Kosy Joint Stock Company's projects in Song Cong and Gia Sang wards, as reflected in the two recent reports published by Thai Nguyen Newspaper, Radio, and Television, were entirely accurate. The investor also acknowledged responsibility for the failure to meet deadlines, which affected the legitimate rights of customers.
Both projects are currently facing significant difficulties in land clearance. Furthermore, the Kosy Song Cong Urban Area Project is also encountering additional legal procedural obstacles. The investor commits to actively cooperating with local authorities and relevant departments and agencies once these difficulties are resolved to expedite progress and fulfill all commitments to customers regarding land handover schedules.

Based on the opinions of leaders from departments, agencies, the press, and local authorities, the leaders of the Department of Finance - the agency chairing the meeting - stated that the content reflected in the press and by the public is objective, accurately reflects the nature of the events, and identifies the current problems and obstacles at Kosy Joint Stock Company's projects in the province.
Following reports from Thai Nguyen Newspaper and Radio & Television, the Provincial People's Committee directed relevant agencies to urgently verify the information and work with the investor to focus on resolving difficulties and obstacles to ensure the legitimate rights of the people.
The Head of the Department of Finance requested the investor to urgently complete the procedures for the land plots in both projects that meet the legal requirements so that the transfer to customers can be completed before the Lunar New Year. At the same time, the investor should urgently prepare the necessary resources and procedures so that once the legal procedural difficulties are resolved, they can immediately proceed with the necessary steps to accelerate progress and complete the entire Kosy Song Cong Urban Area Project as committed.
At the Kosy City Beat Gia Sàng Project, the investor needs to actively coordinate with the ward government and the Land Development Center of Region 1 to expedite land clearance, and regularly update the progress of land allocation and clearance so that customers and residents can stay informed and share in the project.
The investor needs to proactively provide information and adequately explain issues related to customer rights to avoid complaints and lawsuits. Relevant authorities should closely coordinate with the investor during the implementation process, strengthening communication and public awareness campaigns to gain people's consent to hand over the land, aiming to resolve obstacles, ensure project progress, and protect the legitimate rights of the people.
