Hue City sets high determination for poverty reduction goal

Over the past years, the Party Committee and the government of Hue City have led and directed resolutely, not only providing direct material support but also effectively implementing the Central Government's programs and projects for the poor; focusing on vocational training, finding and introducing suitable jobs for poor workers, creating "livelihoods" in many different industries and professions.

Completely solve unemployment

Director of the Department of Home Affairs of Hue City Nguyen Van Manh said that from the beginning of 2025 until now, the Employment Service Center has organized 15 job fairs, with more than 200 businesses participating, consulting more than 44,500 people directly at the center, by phone, online consulting on the website, and social networking sites.

Connecting jobs for workers is always a top priority of Hue City in poverty reduction work.

In particular, the Sustainable Jobs Fair 2025 held in September 2025, with 34 participating units, more than 40 booths of enterprises and vocational training institutions, introduced 12,000 domestic and international recruitment and enrollment opportunities for the poor and economically disadvantaged.

According to the Director of the Department of Home Affairs of Hue City, in recent times, the policy on job creation has been implemented synchronously from the central to local levels, having had a positive impact, creating clear changes in economic and social life.

In Hue City, job creation for workers is always considered a key task, helping people enjoy the most appropriate policies. Thanks to that, many households have gradually escaped from poverty in health, education , housing... contributing to the effective implementation of the National Target Program on Sustainable Poverty Reduction for the period 2021-2025.

In the coming time, Hue City will integrate programs, projects and plans of the Central and local levels, mobilize social resources to promote job creation, especially within the framework of the National Target Program for Sustainable Poverty Reduction. The City will also continue to advise on solutions to develop the labor market, improve the quality of labor market forecasting and information, expand the market for sending workers to work abroad under contracts, and review the labor situation in enterprises, especially those with labor shortages.

Not stopping there, up to now, 100% of communes and wards have issued plans and developed detailed poverty reduction plans for each household based on the level of lack of access to basic social services of poor households; at the same time, reviewing the support needs of the poor in terms of capital, vocational training, job creation... to implement poverty reduction support policies, ensuring the set targets and plans.

Currently, Hue City is implementing policies to support the poor/poor households, near-poor/near-poor households in education, training, and job creation. Health insurance support policies for poor and near-poor households are also of interest to departments and branches; housing support policies are implemented throughout the area. In addition, Hue City also promotes preferential credit policies to help poor households in economic development.

Multiple synchronous solutions

Based on the poverty reduction allocation target for the period 2022-2025, Hue City has allocated poverty reduction targets for each specific commune and ward each year throughout the period. Therefore, in order to overcome difficulties and limitations, continue to promote the achieved results, with the key goal of helping poor households escape poverty sustainably, Hue City leaders have proposed the following solutions:

Firstly, the leaders of Hue City requested that the agencies managing the programs coordinate with the Department of Finance and the People's Committees of communes and wards to review and evaluate the tasks of the Program to organize implementation according to their authority or be decentralized and authorized to continue to assign; study and propose programs for the 2026-2030 period on a legal basis and evaluate the implementation results for the 2021-2025 period in a way that ensures suitability with the locality, needs, and subjects, and attaches responsibility to officials and people in implementing the Program.

Second, continue to innovate implementation methods, while integrating and effectively mobilizing resources in the process of implementing the three National Target Programs on Poverty Reduction, namely: new rural construction, sustainable poverty reduction and socio-economic development in ethnic minority areas.
Implementation is not only the responsibility of authorities at all levels but also requires the active participation of the entire political system, creating clear changes in local socio-economic development.
Implement synchronously, promptly and effectively poverty reduction policies, programs and projects; integrate and effectively implement resources in implementing National Target Programs; continue to mobilize resources from enterprises, unions, organizations, individuals and the whole society to focus on solving shortages in housing, health, education, domestic water, etc. to effectively implement poverty reduction work and support poor households to escape poverty sustainably.

Third, promote propaganda and mobilization to raise awareness and responsibility of officials and people. Continue to effectively improve the capacity of communities and officials in charge of programs at all levels, focusing on the grassroots level by prioritizing training and dissemination of documents regulating mechanisms, policies, and newly issued guidelines to ensure that officials have sufficient capacity to lead and organize the implementation of programs in accordance with regulations. The focus is on propaganda and education on awareness and action in sustainable poverty reduction; promoting the tradition of solidarity and the spirit of "mutual love and affection", arousing the will of self-reliance and self-reliance of the poor, proactively rising up to escape poverty, not waiting for or relying on the help of the State and society.

Fourth, continue to thoroughly disseminate the Party's guidelines and the State's policies on implementing social security and sustainable poverty reduction policies at all levels and localities, making everyone, at all levels and in all sectors fully aware of this work. From there, strengthen the leadership role and responsibility of Party committees at all levels, authorities, the Vietnam Fatherland Front, socio-political organizations, the people and the responsibility of heads of agencies, organizations and units in implementing activities on ensuring social security associated with sustainable poverty reduction; promote propaganda and dissemination of laws, raise awareness of all levels, sectors and people on social security along with strengthening inspection and supervision of the implementation of social security and sustainable poverty reduction policies.

Fifth, continue to research and evaluate the effective implementation of livelihood models and projects suitable to the local situation; invest in infrastructure with priority given to the development of production areas, attract investment, create all conditions to help the poor expand production, access product consumption markets to create jobs, increase income for poor and near-poor households to improve their quality of life, contributing to escaping poverty. Promote socio-economic development associated with vocational education, focusing on vocational training according to market needs to focus on solving employment for the poor; provide vocational training for the poor who want to learn a trade, improve professional qualifications and practical skills; continue to effectively implement preferential credit policies for students, especially poor students and students from families with difficult circumstances.
