The forum is an important event to review the process of institutional improvement and shaping domestic trade development policies in the new period - a period of deep integration, technology explosion and unprecedented global fluctuations. Participating in the forum were Mr. Ngo Duc Minh, Director of the Legal Department - Ministry of Industry and Trade ; Mr. Bui Nguyen Anh Tuan - Deputy Director of the Department of Domestic Market Management and Development - Ministry of Industry and Trade; representatives of the Department of Industry and Trade of provinces and cities across the country; associations, industries and retail enterprises, domestic manufacturing enterprises.
Four strategic orientations for the period 2025 - 2030
Speaking at the forum, Mr. Bui Nguyen Anh Tuan, Deputy Director of the Department of Domestic Market Management and Development, emphasized that Vietnam's domestic market is playing a pivotal role in ensuring macroeconomic stability and sustainable development of the economy. While the world is facing uncertainties in growth, broken supply chains, trade conflicts and geopolitical fluctuations, domestic demand is the "launching pad" that helps Vietnam's economy maintain its growth momentum, ensure social security and strengthen consumer confidence.

According to Mr. Bui Nguyen Anh Tuan, deeply aware of that importance, the Party, the National Assembly and the Government have issued many key resolutions to create a solid legal corridor for the development of the domestic market. In particular, the "quartet of resolutions" including Resolution No. 57-NQ/TW on science and technology development, innovation and national digital transformation; Resolution No. 59-NQ/TW on international integration in the new situation; Resolution No. 66-NQ/TW on innovation in law making and enforcement; Resolution No. 68-NQ/TW on private economic development are considered an important foundation for the Industry and Trade sector to implement specific policies.
This is not only a macro orientation, but also a guideline for the Ministry of Industry and Trade to promote the development of domestic trade in a more modern, integrated, effective and sustainable direction.
According to Deputy Director Bui Nguyen Anh Tuan, entering a new development phase, " domestic trade needs to be seen not only as a space for goods circulation, but also as an endogenous driving force of the economy ". From that perception, the Ministry of Industry and Trade identified four strategic orientations to develop the domestic market in a comprehensive, synchronous and sustainable manner.

First of all, it is necessary to develop a green trade and logistics infrastructure system, the physical foundation for market operations. The Department of Domestic Market Management and Development is coordinating with localities to gradually "upgrade the traditional market system in a civilized and modern direction, while still preserving cultural values and the role of community cohesion." The "smart market" model applying digital technology will be deployed, helping to make product information transparent, connecting sellers and buyers, contributing to promoting the consumption of Vietnamese goods in rural, mountainous, remote and isolated areas. Along with that is the policy of investing in warehouse systems, green logistics, and modern goods distribution centers, ensuring that the domestic supply chain operates smoothly, effectively, and environmentally friendly.
Another important pillar is to complete the legal framework for e-commerce, the fastest growing sector in domestic trade. The Ministry of Industry and Trade is urgently completing the Law on E-commerce (amended) to create a healthy competitive environment and at the same time improve the effectiveness of state management in cyberspace.
“ The focus is on building a national e-commerce platform, connecting existing trading floors, integrating payments, logistics and product traceability using blockchain technology, QR codes, RFID to ensure transparency and safety, ” said Mr. Tuan. This not only helps consumers feel secure when shopping online, but also supports businesses in improving management capacity, optimizing costs and making business operations transparent.

Along with that is innovation and digital transformation in the trade sector. According to Mr. Tuan, "digital transformation is not only a technical tool but also a revolution in management models." The Industry and Trade sector is aiming to form a digital transformation ecosystem for businesses, encouraging production facilities, cooperatives and small and micro enterprises to apply technology to management, sales and customer care processes. The smart retail model with the support of artificial intelligence (AI), big data, recognition technology and cashless payments is gradually shaping a new look for domestic trade.
Finally, perfecting institutions, improving the business environment and enhancing competitiveness. The Ministry of Industry and Trade is reviewing and amending regulations on retail market management, standards and norms of trade infrastructure in a modern direction, in line with international practices. According to Mr. Tuan, increasing transparency, reducing administrative barriers and protecting consumer rights, "will not only help businesses feel secure in investing but also strengthen confidence in the domestic market, where Vietnamese goods are honored, protected and developed sustainably."
Domestic market: Sustainable development space of Vietnam's economy
Deputy Director Bui Nguyen Anh Tuan said that in the era of Industry 4.0 and deep international integration, domestic trade needs to transform more strongly than ever. The domestic market is not only a place to consume products, but also a "motor" to promote production, create jobs and ensure social security. In particular, changes in consumer behavior, green living trends, sustainable consumption and circular economy are posing new requirements for state management and businesses, which is to develop the market in a humane, friendly and transparent direction.
From that foundation, the Ministry of Industry and Trade continues to concretize many major strategies such as: Domestic trade development strategy to 2030, vision to 2045; Vietnam retail market development strategy to 2050; Domestic market development program and consumer stimulus for the period 2025 - 2027; along with the National logistics and e-commerce development strategy for the period 2026 - 2030. These strategies not only help shape the overall picture of the domestic market, but also open up a sustainable direction for Vietnamese enterprises in the new period.
“ Orienting domestic trade development policies in the new development era is not the sole task of the Ministry of Industry and Trade, but a common journey, requiring consensus and joint efforts from the central to local levels, from management agencies to the business community and people ,” Mr. Tuan affirmed.
