From resolution to action: Ha Tinh healthcare comprehensively innovates for people's health

(Baohatinh.vn) - Immediately after the 20th Provincial Party Congress, the Ha Tinh Health sector quickly concretized it into action programs, with the goal of building a modern, humane healthcare system for the satisfaction of patients.

Consulting on perfecting the synchronous apparatus from province to grassroots level

The Resolution of the 20th Provincial Party Congress sets out many goals, targets and strategic breakthroughs in building the political system, developing the socio-economy, ensuring national defense and security for the period 2025-2030. For the health sector, the resolution sets a target that from 2026, people will be given regular health check-ups or free screening at least once a year. By 2027, there will be at least 4 doctors/health station and by 2030, there will be at least 14.6 doctors and 45 hospital beds per 10,000 people.

Immediately after the congress, the Ha Tinh Health sector thoroughly grasped the spirit, goals and tasks set out in the resolution, concretizing them into programs and action plans suitable to reality to create a strong shift in the work of protecting, caring for and improving people's health.

One of the key tasks that the sector has embarked on is to perfect the synchronous medical apparatus from the province to the grassroots level. Based on the guiding documents of the Central Government, the direction of the Provincial Party Committee and the Provincial People's Committee, the Department of Health has quickly developed and advised on plans to arrange and reorganize medical service units. One of the highlights is that the Department of Health proposed to establish 69 medical stations according to commune-level administrative units on the basis of 209 current medical stations and supplement the functions, tasks, human resources, medical equipment in the field of preventive medicine and population of the medical centers. Reorganize 11 multi-functional medical centers into general hospitals operating in inter-ward and commune areas.

Dr. Le Chanh Thanh - Deputy Director of the Department of Health emphasized: "According to the Resolution of the Provincial Party Congress, by 2027 there will be at least 4 doctors/health station, but currently, Ha Tinh is still short of 108 doctors, so the addition of functions, tasks, human resources, medical equipment in the field of preventive medicine and population of health centers will increase from 35 - 45 doctors from health centers to health stations, thereby meeting the requirements of primary health care and protection for the people. Moreover, when arranging and organizing 11 multi-functional health centers as present into regional general hospitals, it will help health facilities concentrate resources and finances to implement autonomy, invest in facilities, human resources, develop specialized techniques, thereby improving the capacity of medical examination and treatment for the people".

It is known that currently, the Department of Health is continuing to implement steps to develop and submit to the Provincial People's Committee a plan to arrange the Department of Food Safety and Hygiene and the Department of Population - Family Planning to become specialized departments of the Department, thereby streamlining the apparatus, improving the effectiveness and efficiency of state management.

The Provincial General Hospital is making efforts to invest synchronously in the Emergency - Poison Control Department and the Examination Department to effectively examine and treat people.

The Department also coordinated with departments and branches to review and appraise to increase the planned hospital bed capacity for qualified units, implementing many projects to upgrade medical infrastructure such as: Provincial Center for Disease Control, Provincial General Hospital Phase 2, district-level hospitals, thereby gradually achieving the target of 45 hospital beds per 10,000 people by 2030.

Dr. Le Ngoc Thanh - Deputy Director of the Provincial General Hospital said: "With the province's attention to resources for investment in facilities and equipment, the Provincial General Hospital has recently been approved to increase its bed capacity from 1,000 beds to 1,300 beds. Along with that, the hospital continues to accelerate the implementation of the hospital expansion project, invest in and comprehensively upgrade the Examination Department, focusing on standardizing the process and facilities for health examination. This is a positive preparation, ready in terms of technical capacity and process to effectively respond to the program of periodic health examination or free screening for people from 2026, strongly shifting from treatment to preventive medicine".

Strongly promote digital transformation and smart healthcare

In the process of building a humane and modern healthcare system, strongly promoting the digital transformation process is an inevitable requirement for the healthcare sector. This is also one of the strategic orientations and solutions of the Provincial Party Congress Resolution on science and technology development, innovation and digital transformation in the spirit of Resolution 57 of the Politburo.

100% of Ha Tinh medical facilities deploy electronic medical records.

Based on the achievements of electronic health records and software on HIS, LIS, PACS and ERM, the Department of Health has quickly directed medical facilities in the whole industry to integrate and form electronic medical records, thereby completely closing the process from reception, information management, medical history, test results, and imaging diagnosis for patients in the electronic environment. Up to now, 23/23 hospitals and medical centers with beds (20 public facilities and 3 non-public facilities) have completed and put into operation electronic medical records, opening a new turning point for the health sector in the management of medical examination, treatment and health care activities for the people, gradually moving towards the goal of building a smart health system.

The fact that the health sector operates electronic medical records, all examination and treatment processes and information about medical conditions, prescriptions, test results, and diagnostic imaging are all carried out online has helped people save a lot of time and effort in completing procedures, freeing up a lot of time and effort in performing professional tasks and limiting errors for doctors.

The health sector will continue to focus on developing specialized, high-quality healthcare at the Provincial General Hospital and specialized hospitals at the provincial level.

Mr. Nguyen Minh Duc - Director of the Department of Health affirmed that, in order to implement the goal of comprehensive innovation, improve the capacity of the health system according to Resolution No. 72-NQ/TW dated September 9, 2025 of the Politburo on a number of breakthrough solutions, strengthen protection, care and improve people's health and the goals and orientations of the Resolution of the 20th Provincial Party Congress for the 2025-2030 term, up to now, the sector has completed the action program with key tasks and solutions with a specific roadmap. In addition to advising on the organization of the apparatus and completing the construction of electronic medical records, in the coming time, the sector will focus on investing resources to apply science and technology, create data and apply artificial intelligence in management, operation, forecasting disease situations and trends, diagnosis and treatment, contributing to the formation of a smart, transparent and effective health system.

Develop specialized, high-quality healthcare at the provincial general hospital and specialized hospitals at the provincial level. Supplement and effectively implement the satellite hospital project, strengthen the connection and coordination of technology transfer between professional levels and the public-private system in health care. In particular, quickly develop and advise the province on mechanisms to attract, reward, and use high-quality medical human resources. Propose to increase the annual state budget expenditure ratio for the protection, care, and improvement of people's health, especially prioritizing the budget for preventive medicine and grassroots health care. When these solutions are implemented, they will be the premise and basis for the health sector to complete the goals and targets set out in the Resolution of the 20th Provincial Party Congress."
