The report at the survey showed that in phase I (from 2021 to 2025), Suoi Hai commune has 24 projects from the capital source of basic construction with a total investment of more than 441 billion VND; the medium-term capital plan for the period 2021-2025 is 378.6 billion VND. The city has allocated a total capital of 355.6 billion VND (249.83 billion VND in 2021-2024; 105.77 billion VND in 2025). Up to now, the commune has completed the disbursement of 100% of the capital assigned in 2025.
Regarding the progress of projects funded by basic construction capital, up to now, 14 projects have been finalized; 3 projects have been completed, handed over for use and submitted for finalization; 6 projects are under construction (expected to be completed and handed over in 2025); 1 project is expected to be funded in November and will start construction in December 2025 and proposed to transition from the 2021-2025 period to the 2026-2030 period.
At the meeting, Suoi Hai commune proposed the goals and tasks of implementing the Program for the 2026-2030 period with 57 projects, with a total estimated investment of VND 4,059 billion; proposed a 5-year capital plan for the 2026-2030 period of VND 3,857 billion.
To facilitate comprehensive socio -economic development of mountainous ethnic minority areas according to the above program, Suoi Hai commune proposed that the city have a mechanism to support 100% of the funding to implement infrastructure construction projects; upgrade the healthcare system, support site clearance when implementing traffic infrastructure connection projects in villages; pay attention to allocating capital for projects in the 2026-2030 period.

In addition, the commune proposed that the city develop and issue a specialized resolution on state management of the work of preserving and promoting the cultural values of ethnic minorities and mountainous areas; integrate and connect tourism with the city's planning so that tourism truly becomes the commune's spearhead economic sector; have specific mechanisms and policies on land management, build and resolve problems related to planning of forest land, agricultural land, forestry farms, stations, and camps in the area...
At the working session, the survey team members clarified a number of contents related to the commune's proposals and recommendations; and raised a number of issues that need to be clarified, such as: Linking the planning of community cultural spaces with administrative spaces to create highlights and impact on economic and cultural development; the orientation of developing resorts and homestays needs to be more specific and larger, paying attention to creating a community cultural activity complex to attract tourists; clarifying the coordination of departments and branches when implementing projects in the area...
Speaking at the working session, on behalf of the survey delegation, Head of the Culture - Social Committee, Hanoi People's Council Nguyen Thanh Binh acknowledged that the commune has paid comprehensive attention to implementing political - social tasks in the area, including implementing the National Target Program on socio-economic development in ethnic minority and mountainous areas of Hanoi.
In addition to recognizing the results of implementing the targets, the survey team also pointed out some low targets and suggested that the commune pay attention and have strong solutions to promote them in the coming time, such as: Targets on people's income; clean water for daily life; economic restructuring, building an economic model associated with tourism development associated with cultural identity; use of career capital...
At the same time, the survey team suggested that Suoi Hai commune develop a project, plan, and overall program for program implementation in the 2026-2030 period, thereby setting out specific goals and targets suitable for the locality. Based on the general planning, review and make specific proposals for investment projects, focusing on key projects with potential to create development momentum, avoiding fragmented and wasteful investment. For educational, cultural, and medical projects, it is necessary to review them to suit the social infrastructure investment needs of the new commune. In particular, invest in projects in a direction that is associated with the cultural identity of the locality and ethnic minority areas to promote traditional cultural values.
