The report presented at the survey showed that, in Phase I (2021-2025), Suoi Hai commune has 24 projects funded by capital construction with a total investment of over 441 billion VND; the medium-term capital plan for the 2021-2025 period is 378.6 billion VND. The city has allocated a total of 355.6 billion VND (249.83 billion VND in 2021-2024; 105.77 billion VND in 2025), and the commune has now disbursed 100% of the allocated capital for 2025.
Regarding the progress of projects funded by capital construction, 14 projects have been finalized; 3 projects have been completed, handed over for use, and submitted for final settlement; 6 projects are under construction (expected to be completed and handed over in 2025); and 1 project, expected to receive funding in November, will commence construction in December 2025 and is proposed to be carried over from the 2021-2025 period to the 2026-2030 period.
At the meeting, Suoi Hai commune proposed the goals and tasks for implementing the Program in the 2026-2030 period with 57 projects, a total estimated investment of 4,059 billion VND; and proposed a 5-year capital plan for the 2026-2030 period of 3,857 billion VND.
To facilitate the comprehensive socio -economic development of ethnic minority communities in mountainous areas according to the above program, Suoi Hai commune requests the city to provide 100% funding support for the implementation of infrastructure construction projects; upgrading the healthcare system; supporting land clearance when implementing transportation infrastructure connection projects in the villages; and paying attention to allocating capital for projects in the 2026-2030 period.

In addition, the commune requested the city to develop and issue a specialized resolution on state management of the conservation and promotion of the cultural values of ethnic minorities and mountainous areas; to integrate and connect tourism with the city's planning so that tourism truly becomes a key economic sector of the commune; and to have specific mechanisms and policies for land management, construction, and resolving obstacles related to the planning of forest land, agricultural land, forestry farms, stations, and camps in the area...
During the working session, the survey team members clarified several issues related to the commune's proposals and recommendations; they also raised some issues that needed clarification, such as: the integration of community cultural space planning with administrative space planning to create focal points and impact economic and cultural development; the need for more specific and broader development orientations for resorts and homestays, paying attention to creating community cultural activity complexes to attract tourists; and clarification on the coordination of departments and agencies when implementing projects in the area...
Speaking at the working session, on behalf of the survey team, the Head of the Culture and Social Affairs Committee of the Hanoi City People's Council, Nguyen Thanh Binh, acknowledged that the commune had comprehensively focused on implementing political and social tasks in the area, including the implementation of the National Target Program for socio-economic development in ethnic minority and mountainous areas of Hanoi.
Besides acknowledging the achievements in meeting targets, the survey team also pointed out some indicators that are still lagging and suggested that the commune pay attention and implement strong solutions to boost them in the coming time, such as: the target on people's income; the target on clean water for daily use; the shift in economic structure, building economic models associated with tourism development linked to cultural identity; the use of operational funds, etc.
At the same time, the survey team suggested that Suoi Hai commune develop a comprehensive plan and program for implementation during the 2026-2030 period, thereby setting specific goals and targets appropriate to the locality. Based on the general planning, a review should be conducted and specific proposals made regarding investment projects, focusing on key projects with strong potential to create momentum for development, avoiding fragmented and wasteful investments. Educational, cultural, and health facilities need to be reviewed to ensure they align with the social infrastructure investment needs of the new commune. In particular, investment should be directed towards projects that are linked to the local cultural identity and the ethnic minority communities to promote traditional cultural values.
