
On October 29, the National Assembly spent the entire working day discussing in the hall about:
+ Evaluate the implementation results of the 2025 socio- economic development plan; forecast the 2026 socio-economic development plan.
+ Results of implementing the National Assembly's resolutions on the 5-year plan for the 2021-2025 period: socio-economic development; economic restructuring.
+ Report of the Government, Chief Justice of the Supreme People's Court, and Chief Prosecutor of the Supreme People's Procuracy on the issuance of documents adjusting contents under the authority of the National Assembly to handle issues arising when implementing the reorganization of the state apparatus, promoting decentralization and delegation of powers and removing obstacles due to legal provisions (according to the provisions of the Law on Organization of the Government, the Law on Organization of Local Government, Resolution No. 190/2025/QH15 of the National Assembly regulating the handling of a number of issues related to the reorganization of the state apparatus, Resolution No. 206/2025/QH15 of the National Assembly on special mechanisms for handling difficulties and obstacles due to legal provisions).
+ Report of the Government, the Supreme People's Court, and the Supreme People's Procuracy on the implementation of the Constitution, laws, resolutions of the National Assembly, ordinances, and resolutions of the National Assembly Standing Committee in 2025.
- Members of the Government, Chief Justice of the Supreme People's Court, and Chief Prosecutor of the Supreme People's Procuracy explained and clarified a number of issues raised by National Assembly deputies.
The National Assembly's discussion sessions are broadcast live on VTV1 from 8:00 a.m. (morning) and 2:00 p.m. (afternoon) for voters and people to follow.
Previously, at the opening session of the 10th session of the 15th National Assembly, Prime Minister Pham Minh Chinh presented a report on the implementation results of the socio-economic development plan for 2025 and the 5-year period 2021-2025; and the projected socio-economic development plan for 2026.

Prime Minister Pham Minh Chinh reports to the National Assembly and voters nationwide
Regarding the economic situation in 2025 and the 5-year period of 2021 - 2025, Prime Minister Pham Minh Chinh emphasized that in the context of the complicated and unpredictable developments in the world, many issues exceeded forecasts, especially the severe consequences of the COVID-19 pandemic; in the country, in general, there are more difficulties and challenges than opportunities and advantages, but with high determination, great efforts, and drastic actions, we achieved and exceeded 22/26 main socio-economic targets, approximately reaching 2/26 targets, of which exceeding all social and social security targets. In 2024 and 2025, we achieved and exceeded all 15/15 basic socio-economic targets.
The Prime Minister said that, in the context of many difficulties and challenges, the results achieved in 2025 and the 2021-2025 period are very valuable and proud; each year is better than the previous year, this term is better than the previous term in most areas. In particular, we have maintained "warm inside, peaceful outside", which is highly appreciated by the people and the international community; continued to create a trend of innovation; created momentum for rapid and sustainable development; created a force for inclusive and comprehensive development; created momentum to enter a new era and consolidated and strengthened the people's firm trust in the Party and State.
In addition to the achievements, the Prime Minister frankly pointed out some limitations and difficulties of our country such as the pressure to stabilize the macro economy is still great. Mechanisms and policies are not strong enough to effectively exploit resources from people, nature, culture and to protect the environment. Real estate, gold and bond markets are still complicated. Production and business in some fields are still difficult. Science and technology, innovation and digital transformation have not really become the main growth drivers. High-quality human resources are still lacking, especially in key industries...
Regarding tasks and solutions from now until the end of 2025, the Prime Minister said that we will focus on promoting growth of over 8% in conjunction with maintaining macroeconomic stability, controlling inflation, ensuring major balances; promptly and effectively responding to external shocks; focusing on removing difficulties and obstacles for long-standing backlog projects; striving to disburse 100% of public investment plans, including the Lao Cai - Hanoi - Hai Phong Railway Component I Project, two major sports centers in Hanoi and Ho Chi Minh City; continuing to review and effectively deploy two-level local government. Doing a good job of social security, especially during the Lunar New Year; mobilizing all resources to promptly overcome the consequences of natural disasters, storms and floods; maintaining social order and safety; improving the effectiveness of foreign affairs and international integration.
