Prime Minister Pham Minh Chinh reports to the National Assembly and voters nationwide.

Regarding the economic situation in 2025 and the five-year period from 2021 to 2025, Prime Minister Pham Minh Chinh emphasized that, in the context of a complex and unpredictable global situation, with many issues exceeding forecasts, especially the severe consequences of the COVID-19 pandemic; and domestically, generally facing more difficulties and challenges than opportunities and advantages, with high determination, great efforts, and decisive action, we have achieved and surpassed 22 out of 26 key socio-economic targets, nearly achieving 2 out of 26 targets, including surpassing all targets related to social welfare and social security. In 2024 and 2025, we will achieve and surpass all 15 out of 15 basic socio-economic targets.

The Prime Minister stated that, in the context of many difficulties and challenges, the achievements of 2025 and the 2021-2025 period are highly commendable and something to be proud of; each year is better than the previous one, and this term is better than the previous one in most areas. In particular, we have maintained internal stability and external harmony, which has been highly appreciated by the people and the international community; we have continued to create a trend of innovation; created momentum for rapid and sustainable development; created a force for inclusive and comprehensive development; created a spirit to enter a new era; and consolidated and strengthened the people's firm trust in the Party and the State.

Besides the achievements, the Prime Minister frankly pointed out some limitations and difficulties facing our country, such as the significant pressure to maintain macroeconomic stability. Mechanisms and policies are not strong enough to effectively exploit human, natural, and cultural resources, and to protect the environment. The real estate, gold, and bond markets remain complex. Production and business in some sectors are still facing difficulties. Science and technology, innovation, and digital transformation have not yet truly become the main drivers of growth. There is a shortage of high-quality human resources, especially in key sectors…

Regarding tasks and solutions from now until the end of 2025, the Prime Minister stated that the focus will be on promoting growth exceeding 8% while maintaining macroeconomic stability, controlling inflation, and ensuring major balances; responding promptly and effectively to external shocks; focusing on resolving difficulties and obstacles for long-standing stalled projects; striving to disburse 100% of the public investment plan, including Component I of the Lao Cai - Hanoi - Hai Phong railway project, and two major sports centers in Hanoi and Ho Chi Minh City; continuing to review and effectively implement the two-tiered local government system; doing a good job in social welfare, especially during the Lunar New Year; mobilizing all resources to promptly overcome the consequences of natural disasters, storms, and floods; maintaining social order and safety; and enhancing the effectiveness of foreign relations and international integration.
