
Attending the event were leaders from the Department of Culture, Sports and Tourism of Son La province; leaders from the Party Committees of the 11 communes participating in the cooperation program; and representatives from cooperatives and tourism businesses in the communes.

The communes of Muong La, Ngoc Chien, Chieng Hoa, Ta Xua, Bac Yen (Son La province) and Mu Cang Chai, Pung Luong, Tu Le, Van Chan, Hanh Phuc (Lao Cai province) and Than Uyen (Lai Chau province) are 11 communes in a contiguous area, sharing common natural resources, land, climate, tourism, and ethnic culture; transportation is being gradually and comprehensively invested in, connecting the communes and tourist destinations in the region. This area has great potential for developing ecotourism, experiential tourism, and various forms of adventure tourism ; it has famous destinations such as Fansipan Peak, Mu Cang Chai terraced rice fields, Suoi Giang ancient tea plantations, Ngoc Chien hot springs, and Ta Xua cloud paradise… Meanwhile, the trend of green tourism is gaining increasing attention. The ongoing development of tourism linkages among the Northwestern provinces creates favorable conditions for the joint development of tourism in the 11 communes in the region.

Following democratic and frank discussions, the Party Committees of the 11 communes agreed on the content of a memorandum of understanding on linking and cooperating in tourism development associated with the preservation and promotion of ethnic cultural identity. Accordingly, the communes agreed to cooperate and link in developing tourist destinations, exploiting inter-commune tourism tours; supporting tourism promotion and marketing, sharing information, experiences and policy mechanisms on developing characteristic types and models of tourism; coordinating the organization of cultural and tourism activities and events to attract tourists; cooperating in exploiting typical local agricultural, cultural and tourism products…

Coordination is implemented through the exchange of information and documents in various fields; organizing workshops, training courses, and study tours to exchange experiences in each commune; linking with businesses and travel companies... in the fields of agricultural development, tourism associated with the preservation of ethnic culture; building stable, long-term cooperative relationships based on the principles of equality, respect, and mutual benefit; and promoting the proactive role of each locality.
The signing of the cooperation agreement for tourism development between 11 communes aims to leverage the unique potential and advantages of each locality, forming a sustainable tourism development chain with distinctive, highly competitive products; creating conditions to support people in developing tourism types suitable to their conditions and potential; promoting agricultural development; building agricultural product brands; actively preserving traditional culture; and creating momentum for socio-economic development in each locality.

Following the agreement and consensus, the Party Committees of the 11 communes signed a Memorandum of Understanding on linkage and cooperation in tourism development associated with the preservation of ethnic culture, continuing to promote the spirit of cooperation between localities, gradually building and forming diverse and attractive tourism products to attract tourists to visit and experience.
