
Sub-project 3, "Supporting Sustainable Employment," aims to connect workers, especially those from poor and near-poor households, with domestic and international labor markets through vocational training, job counseling, and support for overseas employment, thereby creating stable income and achieving sustainable poverty reduction. Annually, the Department of Internal Affairs, in coordination with other departments and agencies, advises the Provincial People's Committee on allocating funds to localities to organize job fairs, conduct surveys and manage labor linked to the national population database; organize job fairs and sessions, prioritizing support for workers from poor, near-poor, and newly-escaped-poverty households. It also directs the Provincial Employment Service Center to survey and forecast recruitment needs and provide information to businesses and workers.
Mr. Vu Quang Khai, Director of the Provincial Employment Service Center, said: Every year, the unit coordinates with local authorities and reputable businesses to organize job counseling and placement conferences in communes, especially in particularly difficult areas, mountainous regions, and border areas; at the same time, it disseminates the Party's guidelines, State policies and laws on labor and employment, and recruitment needs inside and outside the province. In addition, the unit connects with the system of employment service centers and vocational training institutions to update the labor market; maintains a job transaction website, and is gradually developing an electronic job exchange platform, creating conditions for workers in remote areas to participate.

During the 2021-2025 period, implementing the Sustainable Poverty Reduction Program, the Department of Internal Affairs directed the Employment Service Center to organize a job fair and career counseling event in Son La City (formerly), with 40 units and businesses and over 1,500 participants; organized 80 conferences, job fairs, and counseling sessions to introduce jobs to 3,404 workers; coordinated the production of 6 television reports, 4 radio reports, and translated information on the labor market in Thai and Hmong languages. 8,760 leaflets promoting labor market information were distributed; banners and posters were printed and displayed at conferences.
Thanks to the implementation of various solutions to support sustainable employment, under the National Target Program for Sustainable Poverty Reduction, giai đoạn 2021 - 2025, the Provincial Employment Service Center has successfully connected 132 workers to jobs in domestic companies and enterprises, and 38 workers to jobs abroad, achieving nearly 100% of the sub-project's plan.
Previously, the family of Mr. Quang Van Hac, from Lua village, Muong La commune, faced many difficulties, so despite his desire to work abroad, he was unable to do so due to the high costs. With advice from the Provincial Employment Service Center, in August 2023, his family borrowed 64 million VND from the Social Policy Bank of Muong La at a preferential interest rate to enable him to work in Taiwan. Ms. Lo Thi Tuyet, Mr. Hac's wife, said: "Thanks to the loan, my husband is working abroad and sends home more than 20 million VND each month, helping the family repay the bank loan, cover living expenses, and better care for our children."
Effectively implementing policies on employment and labor export, the Provincial Employment Service Center continues to advise and propose solutions to ensure that employment and labor export are of sufficient quantity and quality, increase workers' income, and effectively carry out social welfare work to alleviate poverty in the area.
