
The discussion session took place from the afternoon of December 9th to the morning of December 10th with a high sense of responsibility from the delegates to the voters and people of the province, and with the efforts of the Provincial People's Committee and specialized departments and agencies, and was completed according to the planned agenda.
Delegates participated in discussions with over 20 contributions aimed at analyzing and evaluating the achievements, shortcomings, and limitations in the socio- economic situation, state budget revenue, national defense and security, and key sectors of the province in 2025, as well as the socio-economic development plan for 2026.

Essentially, the provincial People's Council delegates acknowledged and highly agreed with the tasks and solutions to be implemented in 2026 and the 2026-2030 period as reported by the Provincial People's Committee, departments, and the leaders of the Provincial People's Committee at the session.
The leaders of the Provincial People's Committee and relevant departments and agencies also reported and clarified the opinions of the delegates participating in the discussion.

Regarding economic growth, the Chairman of the Provincial People's Committee stated that the projected GRDP for 2025 is only about 6.4%, failing to meet the 10% target set by the Prime Minister .
To strive to achieve this goal in 2026, the province has identified three key drivers: state budget revenue, disbursement of public investment capital, and attracting non-budgetary investment.

Responding to and clarifying the delegates' opinions, Comrade Ho Van Muoi, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, affirmed that the delegates had offered heartfelt and responsible opinions, accurately reflecting the practical situation of life, production, and development requirements of the province in the post-merger period. This is an important basis for the Provincial People's Committee to continue improving its management and administration.
Currently, the province is focusing on resolving outstanding issues related to wind power, solar power, and other non-budgetary projects that are still facing obstacles. Revenue from land in 2025 is expected to reach 83.4% of the provincial target and 95% of the central government target. In the coming period, the province will promote land auctions to increase revenue, along with gradually filling up industrial parks in the coastal area.


Regarding public investment, Comrade Ho Van Muoi affirmed that the province will strictly implement the Prime Minister's directives, avoiding the scattered launch of many new projects and focusing on key projects, especially strategic transportation infrastructure. Land clearance work will be assigned to local authorities, requiring them to take decisive action and emphasize the responsibility of local governments.
Regarding the bauxite-titanium project, the comrade acknowledged that progress has been slow due to its unique nature involving national resources, requiring careful research. However, the province is determined to license 2-3 bauxite complexes in 2026. Each complex is expected to generate approximately $1 billion in revenue.

Regarding disaster prevention and resettlement, following the recent natural disaster, the province has determined that it is necessary to rearrange the population and resolutely prevent people from living at the foot of dams or in areas at high risk of landslides.
The province is also studying the allocation of resources to equip rescue vehicles such as lifebuoys and inflatable boats, ensuring the "four on-the-spot" principle. At the same time, it is implementing effective social welfare programs, providing support to people affected by floods, and repairing damaged transportation infrastructure.

Concluding the discussion session, Comrade Luu Van Trung, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, requested the Provincial People's Committee and relevant departments and agencies to study, absorb, and supplement key solutions to effectively implement the goals, tasks, and targets set for 2026.

Specifically, priorities include promoting growth based on the three breakthroughs and six key tasks; restructuring the economy; accelerating the disbursement of capital for national target programs; developing high-tech agriculture, protecting forests and ensuring irrigation safety; removing obstacles in industry and renewable energy; speeding up the planning process and addressing stalled plans; and repairing damaged transportation infrastructure.
At the same time, the province needs to improve the efficiency of budget revenue collection, make good use of revenue from land; improve the investment environment, hold regular dialogues with businesses; address the shortage of teachers, upgrade medical facilities, develop tourism; accelerate administrative reform, digital transformation, streamline organizational structure and handle public assets after mergers…

Immediately after the session, the Provincial People's Committee should direct the relevant agencies to study and implement the issues discussed by the Provincial People's Council. Regarding the issues that the members of the Provincial People's Committee discussed and answered inadequately, failing to meet the expectations of the Provincial People's Council representatives and voters, the Provincial People's Committee is requested to seriously consider these points.
At the same time, focus on addressing shortcomings and deficiencies, promptly reviewing and implementing tasks decisively with the highest responsibility and determination to successfully fulfill assigned duties.
