The Lam Dong Provincial People's Council approved several strategic policy decisions.

On the afternoon of December 10th, the 7th session – the last regular session of 2025 – of the Lam Dong Provincial People's Council, 10th term, 2021-2026, concluded after two days of diligent, serious, and responsible work.

Comrade Luu Van Trung, Deputy Secretary of the Provincial Party Committee and Chairman of the Lam Dong Provincial People's Council, delivered the closing remarks at the session.

In his closing remarks at the session, Chairman of the Lam Dong Provincial People's Council Luu Van Trung affirmed that the session had completed all the planned agenda items, engaged in frank discussions, and reached consensus on many important decisions that will lay the foundation for development in 2026 and the 2026-2030 period.

The session took place in a special context as Lam Dong province was formed by the merger of three provinces: Lam Dong, Dak Nong, and Binh Thuan . Therefore, the resolutions adopted at this session are of significant strategic importance, creating a crucial foundation for the implementation of tasks and the construction of a new development model, ensuring the province's growth targets in the next phase.

At the session, delegates comprehensively assessed the socio -economic situation in 2025, acknowledging the efforts of all levels and sectors, and the consensus of the people and businesses in overcoming difficulties to achieve positive results in many areas.

In addition, the Provincial People's Council also frankly pointed out existing shortcomings and limitations and requested localities and units to seriously learn from experience and find solutions to overcome them in the future.

The Provincial People's Council carefully studied and discussed the reports and draft resolutions, and voted to unanimously approve 21 resolutions. The Provincial People's Council discussed and voted to approve the Resolution on socio-economic development tasks for 2026, with key socio-economic objectives and 12 groups of priority indicators.

These include several key targets such as: a GRDP growth rate of 10%, a target of 124 million VND per capita for GRDP, total social investment exceeding 134,000 billion VND, a target of 100% disbursement of public investment capital, and a target of at least a 10% increase in state budget revenue compared to 2025…

The Provincial People's Council has approved the Resolution on the 5-year financial plan and the Resolution on development directions for the period 2026-2030 with 6 groups of strategic tasks for socio-economic development in the coming period.

Mr. Nguyen Duc Hai, Deputy Head of the Culture and Social Affairs Committee of the Provincial People's Council, contributed his comments to the draft Resolution.

Social welfare policies were given significant attention and focus at the session. Resolutions on supporting social insurance contributions; supporting those managing individuals who illegally use drugs; and developing village regulations and conventions clearly demonstrate the province's concern for vulnerable groups, ensuring social security and stabilizing the lives of the people.

The session adopted resolutions on election organization expenditure levels; criteria for the Civil Defense Team; regulations on minimum housing area requirements for those registering permanent residence at legally rented, borrowed, or shared accommodation within the province; and regulations on other policy beneficiaries in Lam Dong province eligible to borrow capital from local budget funds entrusted through the Social Policy Bank...

This will contribute to improving the effectiveness of state management and making the best preparations for the 16th National Assembly elections and the People's Councils at all levels for the 2026-2031 term.

The session also voted to establish two specialized monitoring teams on election organization and forest management and protection. These are important contents in the activities of the Provincial People's Council in 2026.

Comrade Luu Van Trung urged all levels, sectors, the business community, and the people of the province to continue to promote the spirit of solidarity and creativity to make Lam Dong a sustainably developed province.

In his speech outlining future tasks, the Chairman of the Provincial People's Council requested the Provincial People's Committee and all levels and sectors to focus on implementing nine major task groups; emphasizing the unwavering commitment to sustainable development; promoting high-tech agriculture; developing green and circular industries; making tourism a driving economic sector; accelerating the progress of public investment projects; efficiently utilizing resources and protecting forests; ensuring social security; promoting administrative reform and digital transformation; and maintaining national defense and security.

The year 2026 and the entire period from 2026 to 2030 present many new development opportunities, but also pose numerous challenges. I propose that all levels, sectors, the business community, and the people of the province continue to promote the spirit of solidarity, creativity, and effort to overcome difficulties, and strongly innovate in thinking and action to realize the aspiration of making Lam Dong a sustainably developed and prosperous province.

The Chairman of the Provincial People's Council also requested that the Standing Committee of the Provincial People's Council, the committees of the Provincial People's Council, and the delegates of the Provincial People's Council continue to proactively perform their supervisory functions well, strengthen their roles and responsibilities; stay close to the grassroots, listen to the thoughts and aspirations of voters and the people to promptly reflect and make recommendations to the Party committees and authorities at all levels, in order to effectively resolve issues arising in localities.

The comrade also suggested that the Vietnam Fatherland Front Committee of the province continue to promote its functions of social supervision and criticism; strengthen coordination with all levels of government to propagate and mobilize the people to implement the Resolution of the Provincial People's Council and participate in supervising the implementation of the Resolutions of all levels of government.

The 7th session adopted important resolutions that provide strategic direction for the future development of Lam Dong province.

The tasks set for 2026 are extremely challenging. The Provincial People's Council calls upon all officials, Party members, armed forces, business community, and people of all ethnic groups in the province to uphold the tradition of patriotism, unity, self-reliance, dynamism, creativity, and proactively overcome difficulties.

At the same time, we will enthusiastically compete in production, overcome challenges with the highest determination, and strive to excellently fulfill the socio-economic development tasks for 2026 and the 2026-2030 period.
