Two key transportation projects in Dak Lak are accelerating construction progress and entering the final stages of completion, preparing for inauguration and becoming an important milestone to welcome the 14th National Congress of the Communist Party of Vietnam.
Adverse weather conditions are affecting the project's progress.
Secretary of the Dak Lak Provincial Party Committee Luong Nguyen Minh Triet and the provincial delegation recently inspected the progress of component 3 of the Khanh Hoa - Buon Ma Thuot expressway project and the investment project to build the Ho Chi Minh Highway bypass section east of Buon Ma Thuot city. These are two key transportation projects of the province that will be inaugurated to celebrate the 14th National Party Congress.
Reporting to the working group, Mr. Dang Tho Dan, Director of Component 3 of the Khanh Hoa-Buon Ma Thuot Expressway Project (invested by the Dak Lak Provincial Project Management Board for Investment in Construction of Transportation and Rural Development Projects), stated that the project has a total length of approximately 48.093 km. The completed phase will have a scale of 4 lanes, with a roadbed width of 24.75 m. Bridges along the route will be of appropriate size to match the road width.

The project is a phased development with 4 lanes and a roadbed width of 17m; sections with deep excavations and high embankments will be designed according to the terrain and geology, with complex technical factors and interchange locations having cross-sections designed in stages as completed. The total investment for the project is over 6.165 billion VND.
To date, the project has completed 100% of the construction work on the main route, and all land has been handed over, with no remaining obstacles. However, at the intersection and access road for local residents, more than 30 households in Ea Knuếc commune have not yet agreed to the compensation plan. The reason is that the land and crop prices in this payment are lower than the compensation plan from January 2023.
According to Mr. Dang Tho Dan, by December 19, 2025, the project will have its entire 48km section open for technical traffic, and approximately 21km will be inspected, completed, and put into operation.
To achieve this important goal, the investor directed the construction units to proactively overcome difficulties caused by adverse weather conditions, focusing on implementing items that could be carried out under prolonged rain conditions, such as: steel fabrication, precast concrete components, and mechanical fabrication of traffic safety features…
Simultaneously, contractors were instructed to increase manpower, materials, and equipment, and to fully prepare all necessary conditions so that as soon as weather conditions permitted, they could accelerate construction to compensate for the delayed work volume.
Although it is already December, Dak Lak still experiences many rainy days. However, the investor is still requiring contractors to make maximum efforts to complete, inspect, and hand over the main route before February 14, 2026 (before the Lunar New Year of the Horse), in order to serve the travel needs of people during the peak holiday season.
Regarding disbursement progress, the project has been allocated over 4,314 billion VND to date, of which over 3,420 billion VND has been disbursed, reaching 79.2% of the planned capital.

According to the leaders of the Dak Lak Provincial Project Management Board for Investment in Construction of Transportation and Rural Development Projects, the current difficulties and obstacles for component project 3 include: some localized issues regarding land clearance remain unresolved, preventing construction on certain sections of the route, such as: one household at the CT.02 intersection; households at the Vu Bon intersection; the TL10-QH intersection... along with households that have re-encroached on the land, affecting the continuous construction of some items.
Regarding waste disposal, 77% of the total approved waste disposal capacity has been achieved so far. This includes the completion of waste disposal at 16 out of 28 approved temporary disposal sites, of which 10 are on privately owned land and 6 are on publicly managed land, but cannot yet be handed over to the landowners or local authorities for management in accordance with the law on minerals and related laws.
Therefore, the investor has been unable to complete the waste disposal work and pay the contractor the full amount due, thus affecting the overall progress of the project…

Therefore, compared to the progress before December 19, 2025, the project is currently behind schedule. Specifically, it has reached 3,436.98/4,293.68 billion VND, achieving 80.05% of the contract value, a delay of 18.26%, equivalent to 783.89 billion VND.
In addition, Mr. Dang Tho Dan also provided information on the investment project to build the Ho Chi Minh Highway bypass section east of Buon Ma Thuot city (formerly): Land clearance has been 100% completed, with no further obstacles affecting construction progress. The two construction packages have reached nearly 98% of their planned capital, and the unit will pay all remaining costs to contractors before December 31, 2025, ensuring the completion of public investment capital disbursement in 2025.
Efforts to achieve the set goals on schedule.
Following the site inspection, the Secretary of the Dak Lak Provincial Party Committee, Luong Nguyen Minh Triet, affirmed that the two aforementioned projects are key transportation projects in the province, with practical significance in celebrating the 14th National Party Congress. He highly appreciated the efforts of the investor and the People's Committee of Dak Lak province in implementing the tasks, especially the proactive spirit in overcoming difficulties at the construction site.

Regarding the obstacles in mineral exploitation and processing , the Provincial Party Secretary requested the Provincial People's Committee to soon chair a specialized meeting to definitively resolve the outstanding issues at the material mines. At the same time, it is necessary to carefully study Government Resolution 66.4/2025/NQ-CP on specific mechanisms and policies to overcome difficulties in implementing the Law on Geology and Minerals (effective from September 1, 2025) as a basis for developing unit prices to facilitate project disbursement.
Comrade Luong Nguyen Minh Triet stated that the amount of funds that could not be disbursed related to the valuation of land mines alone amounted to over 1,200 billion VND, and "this is not the fault of the central government but the responsibility of the local authorities in organizing the implementation."
Regarding compensation in Ea Knuếc commune, although compensation rates have been set, the low rates have led to a lack of consensus among the people. The province requests that the commune continue to calculate and hold meetings to reach a consensus and build agreement among the people.

The Secretary of the Dak Lak Provincial Party Committee also emphasized the requirement that for every 10km of the expressway, interchange roads must be provided to maximize the advantages of connectivity for the development of residential areas, logistics centers, industrial zones , and new economic spaces along the route.
Prior to the inauguration date (December 19, 2025), the investor is requested to decisively direct the contractors, mobilize maximum manpower and equipment, and complete the project on schedule.
The Khánh Hòa-Buôn Ma Thuột expressway construction project, phase 1, has a total length of 117.5km, a total investment of nearly 22,000 billion VND, and has been underway for over two years. The project is divided into three sub-projects and aims to complete the entire route by 2026, with simultaneous operation in 2027, under the public investment model.

The investment project for the construction of the Ho Chi Minh Highway bypass section east of the former Buon Ma Thuot city was approved by the Ministry of Transport (now the Ministry of Construction) in April 2020, and the feasibility study report was approved in September 2020. The project has a total length of 39.6 km, and the investment capital, after several adjustments, has reached over 1,841 billion VND.
The project is managed by the Dak Lak Provincial Project Management Board for Investment in Construction of Transportation and Agricultural Development Projects.
The completion and commissioning of these two key projects is of paramount importance to Dak Lak province in particular and the Central Highlands in general. The Khanh Hoa-Buon Ma Thuot expressway project plays a strategic role in connecting the forests and seas between the South Central coastal region and the Central Highlands, shortening travel time, promoting socio-economic development, urban and industrial zone development, ensuring national defense and security, and linking major national transportation infrastructure such as the North-South expressway, Van Phong port, and Cam Ranh airport...
The Ho Chi Minh Highway, the eastern bypass of the former Buon Ma Thuot city, plays a crucial role in completing the transportation network, contributing to promoting socio-economic development, improving people's lives, and strengthening national defense and security in the Central Highlands region.
