Hanoi determined to cut and simplify administrative procedures based on data

On the morning of October 29, Deputy Minister of Justice Nguyen Thanh Tinh, Deputy Head of the Inter-sectoral Working Group on reviewing and evaluating administrative procedures (TTHC) nationwide, led the Inter-sectoral Working Group to work with the Hanoi People's Committee on the implementation of Official Dispatch No. 201/CD-TTg dated October 22, 2025 of the Prime Minister on focusing on reviewing, reducing and simplifying TTHC based on data.

The delegation included representatives from the National Data Center, Ministry of Public Security; National Population Data Center, Department of Administrative Management of Social Order, Ministry of Public Security; a number of specialized units of the Ministry of Public Security, Government Office , Ministry of Home Affairs, and Ministry of Justice.

On the side of Hanoi People's Committee, there were Vice Chairman of Hanoi People's Committee Truong Viet Dung, along with leaders of a number of departments, branches and functional units of the city.

Speaking at the meeting, Deputy Minister Nguyen Thanh Tinh expressed his impression of the socio-economic development results of the capital in the context of streamlining the apparatus and operating the 2-level local government model.

Emphasizing the goal of reviewing, reducing, and simplifying administrative procedures to better serve people and businesses, Deputy Minister Nguyen Thanh Tinh highly appreciated the city's unified direction to not collect paper documents for 25 essential online public services that have been provided in full, replacing them with data mining.

Deputy Minister Nguyen Thanh Tinh said that the Ministry of Public Security has proactively reviewed administrative procedures and identified 15 types of documents that are eligible to be replaced by electronic data. According to initial statistics, there are 734 administrative procedures with file components that can be immediately replaced by data from ministries, branches and many administrative procedures from localities.

Emphasizing the general spirit of "correct, sufficient, clean, live, unified, and shared" data, the Deputy Minister requested that ministries, branches, localities, and related units share responsibility in completing databases, ensuring connectivity and communication between databases and communications so that people can grasp and implement to achieve consensus.

Noting that, during the implementation process, reflecting inaccurate data is inevitable, the Deputy Minister emphasized the need to have a data "cleaning" process and a flexible handling mechanism to ensure the legitimate rights of the people. Specifically, each ministry and sector needs to proactively propose a specific implementation roadmap, clearly identifying the types of documents that can be replaced by electronic data, first of all, the 15 types of documents that have been proactively reviewed by the Ministry of Public Security.

At the meeting, the Deputy Minister requested Hanoi city to point out difficulties and obstacles from local practice as well as propose and recommend solutions in the spirit of "just talking and doing", thereby bringing practical benefits to people and businesses and contributing to building a modern, transparent and service-oriented administration.

Reporting at the meeting, Mr. Cu Ngoc Trang, Director of the Hanoi City Public Administration Service Center, said that immediately upon receiving the Prime Minister's Official Dispatch No. 201/CD-TTg, the City People's Committee issued Official Dispatch No. 5748/UBND-NC dated October 24, 2025 to the city's departments, branches, and sectors and the City Public Administration Service Center to implement the Official Dispatch and Document No. 4735/TCT dated October 20, 2025 of the Working Group implementing Project No. 06.

Regarding the review results of 734 administrative procedures with dossier components ready to be replaced immediately with data from ministries and branches, through preliminary review, it was determined that there are 300 administrative procedures under the jurisdiction of local authorities in the list of 734 administrative procedures, of which 228 administrative procedures are under the jurisdiction of the city level; 72 administrative procedures are under the jurisdiction of communes and wards.

Regarding the results of reviewing and evaluating the current status and model of information systems and databases for reuse in handling administrative procedures, for databases that can exploit 15 types of documents that can be reduced, the Hanoi City Administrative Procedures Information System has connected and ensured exploitation for 3 types of documents including ID cards, citizen identification cards, identity cards, and household registration books, corresponding to 5 databases.

Mr. Cu Ngoc Trang said that the city is implementing connection and exploitation for 3 types of documents: land use right certificate, enterprise registration certificate, business registration certificate, corresponding to 3 databases. The city has not been instructed to implement connection for the remaining 9 types of documents, corresponding to 9 databases.

At the working session, Hanoi city proposed that the Interdisciplinary Working Group direct relevant agencies, units, organizations and individuals to update 15 types of documents in databases to ensure they are "correct, complete, clean and alive", creating a foundation for data exploitation and reducing the number of documents.

Affirming the pioneering and leading role of the Capital, Vice Chairman of the Hanoi People's Committee Truong Viet Dung said that the city is committed to piloting new models and experiments related to reducing document components and fully exploiting data if entrusted by the Central Government, thereby creating a basis for replication in localities.

Concluding the meeting, Deputy Minister Nguyen Thanh Tinh highly appreciated the drastic measures taken by Hanoi in cutting and simplifying administrative procedures in recent times. In particular, the city has proactively and responsibly coordinated in reviewing and initially assessing the reduction of administrative procedures based on data. Based on the opinions at the meeting, the Ministry of Justice will continue to synthesize the city's proposed opinions; research and advise on solutions to report to the Government for settlement according to Official Dispatch No. 201/CD-TTg.

Emphasizing the policy of decentralization and delegation of power to localities, Deputy Minister Nguyen Thanh Tinh requested the city, based on the practical implementation of administrative procedures, to complete the review, propose reductions and simplifications and send the results to the Ministry of Justice in accordance with the spirit of Official Dispatch No. 201/CD-TTg of the Prime Minister and the guiding document of the Ministry of Justice; at the same time, ensure the completion before November 15, 2025 of amending the city's documents to reduce and simplify specific administrative procedures issued by the city.
