Promulgating regulations on the National Electronic Law Library

Deputy Prime Minister Le Thanh Long has just signed Decision No. 39/2025/QD-TTg regulating the construction, management and exploitation of the National Electronic Law Bookcase and the Law Bookcase at agencies and units of the People's Armed Forces, contributing to innovation in the dissemination and education of law in the digital age.

According to Decision 39/2025/QD-TTg dated October 27, 2025, the National Electronic Law Library is built and managed by the Ministry of Justice nationwide to store, manage and exploit digital legal books and documents. This system includes component data updated and managed by ministries, branches, central agencies and provincial People's Committees through assigned accounts and authorizations.

The national electronic law library will be integrated with the National Law Portal and the National Database of Legal Documents, helping people, agencies and organizations easily look up and access official and timely legal information.

Along with that, the Legal Bookcases at agencies and units of the People's Armed Forces are organized in accordance with the requirements and characteristics of each unit, ensuring service for officers, soldiers and workers in the industry. The bookcases can be stored in paper or electronic form, encouraging the application of information technology and digital transformation in the exploitation and use of legal documents. The Ministry of National Defense and the Ministry of Public Security are responsible for organizing the implementation, deciding on the maintenance and development of this system.

The cost of building and operating the National Electronic Law Library is The state budget guarantees, along with other legal sources. Each bookcase is allocated a minimum annual budget of 3 million VND. The establishment and settlement of the budget are carried out in accordance with the provisions of the law on the budget.

The Ministry of Justice is responsible for presiding over and coordinating with relevant ministries and branches to guide the review and consolidation of legal bookcases in particularly disadvantaged communes, border areas, islands, etc. into the library system, post offices - communal cultural centers or community learning centers. The consolidation must be completed before June 30, 2026, contributing to the construction of a unified and modern legal bookcase system, effectively serving the people's needs for studying and looking up the law.
