Hanoi issued a Directive on developing a 5-year socio-economic development plan for 2026-2030.

On October 28, Chairman of the City People's Committee Tran Sy Thanh signed and issued Directive No. 17/CT-UBND on developing the 5-year socio-economic development plan 2026-2030.

The Directive clearly states that the 5-year socio -economic development plan 2026-2030 is based on a comprehensive and accurate assessment of the implementation results of the 5-year plan 2021-2025; fully forecasts the context and situation of the world , region and country in the coming time; must have a new and breakthrough development vision and thinking to grasp and make good use of opportunities, overcome challenges as well as overcome limitations and weaknesses of the 2021-2025 period; combine strengthening and promoting internal resources with exploiting, mobilizing and effectively utilizing external resources, in which internal resources are fundamental and play a decisive role, and external resources are important and breakthrough.

The development orientation of sectors, fields and localities must be consistent with the strategy, planning, and 5-year plan on socio-economic development of the whole country and the planning of the city; consistent with the characteristics and development level of each sector and each locality and ensure regional connectivity, contributing to promoting regional linkages, contributing to the development of dynamic regions and growth poles of the whole country; consistent with the process of rearranging and streamlining the apparatus and political system. In which, focus on exploiting and maximizing the potential differences, outstanding opportunities, and competitive advantages to promote economic growth and development.

The main indicators of the 5-year Plan 2026-2030 must ensure feasibility, clarity, and suitability with reality. Indicators by sector and field must ensure accuracy, synchronization, and consistency in information and statistics, serving well the work of monitoring, evaluating, and planning.

The proposed tasks and solutions must ensure: breakthrough, innovation, strength, determination, feasibility, effectiveness, suitability for implementation, and specificity, action for sectors, levels, and localities with the spirit: "The Party has directed, the Government has agreed, the National Assembly agrees, the people support, the Fatherland expects, then only discuss action, not retreat".

In particular, ensuring "clear people, clear work, clear responsibilities, clear progress, clear results, clear authority" and quantification. At the same time, effectively mobilizing, allocating and using resources, closely linking the goals of the socio-economic development plan, financial plan and medium-term public investment plan for the 2026-2030 period.

Along with that is promoting proactiveness, creativity, flexibility, innovation, daring to think, daring to do, daring to take responsibility for the common good. In which, mobilizing the participation of the entire political system, all economic sectors, all businesses, and people in the process of socio-economic development.

The Directive requires that the organization of the development of the 5-year Plan 2026-2030 must ensure consistency, systematization, and close coordination among agencies, units, sectors, and levels. Organize to collect wide opinions to create high consensus before submitting to competent authorities for decision.
