Sustainable consumption and digital transformation shape the future of domestic trade

Amidst the volatile global economic context, the domestic market with a demand of nearly 100 million people is emerging as a solid pillar, a "launching pad" for the sustainable development of Vietnam's economy.

In the period 2025 - 2030, the retail market in Vietnam is expected to achieve stronger growth, competitive enough with leading countries in the region.

In the context of the global economy facing many uncertainties, the domestic market of Vietnam is becoming an important pillar, acting as a launching pad to help the economy maintain its growth momentum and macroeconomic stability. New consumption trends and comprehensive innovation strategies are expected to bring domestic trade into a more sustainable development phase.

This assessment was agreed upon at the Domestic Trade Development Policy Forum 2025 organized by the Department of Domestic Market Management and Development ( Ministry of Industry and Trade ) on October 28 within the framework of the first Autumn Fair - 2025.

Endogenous dynamics of the economy

Speaking at the forum, Mr. Bui Nguyen Anh Tuan, Deputy Director of the Department of Domestic Market Management and Development (Ministry of Industry and Trade), emphasized the important role of the domestic market in ensuring macroeconomic stability and sustainable development of the economy. In the context of the world facing uncertainties in growth, broken supply chains, trade conflicts and geopolitical fluctuations, domestic demand is the "launching pad" to help the Vietnamese economy maintain its growth momentum.

"Domestic trade needs to be seen not only as a space for goods circulation, but also as an endogenous driving force of the economy," Mr. Tuan affirmed. The domestic market is not only a place to consume products but also an "engine" to promote production, create jobs and ensure social security.

Ms. Tran Thi Phuong Lan, Vice President of the Vietnam Retailers Association, shared that according to economic experts, the Vietnamese retail market is still in the development stage and has a clear breakthrough after the pandemic. In the period of 2025 - 2030, this market is expected to achieve stronger growth, enough to compete with leading countries in the region.

According to Ms. Lan, it is worth noting that new consumer trends are reshaping the retail market. Consumers today tend to consume sustainably, apply financial technology, shop online and consume based on data. They also tend to shop multi-channel, are willing to pay for high-quality products, reduce unnecessary purchases and prioritize health care.

Comprehensive digital transformation of the domestic market

To develop a civilized, modern and sustainable retail market, Ms. Lan emphasized the need to carry out comprehensive digital transformation from stores to e-commerce platforms. Building a phygital store model and optimizing store space will help improve the shopping experience and retain customers.

In addition, Ms. Lan also proposed solutions to support small and medium enterprises (SMEs) and domestic products on digital platforms, in order to increase their presence in the market. The Government needs to improve trade development policies, reform administrative procedures and improve law enforcement to facilitate the development of the retail industry.

Mr. Tuan said: "Digital transformation is not only a technical tool but also a revolution in management model." The Ministry of Industry and Trade is aiming to form a digital transformation ecosystem for businesses, encouraging production facilities, cooperatives and small businesses to apply technology to management, sales and customer care processes.

The Ministry of Industry and Trade is implementing many major strategies to develop the domestic market, including the Domestic Trade Development Strategy to 2030, with a vision to 2045; Vietnam Retail Market Development Strategy to 2050; and the Domestic Market Development Program for the 2025-2027 period.

The focus is on building a national e-commerce platform, connecting existing trading floors, integrating payment, logistics and product traceability using blockchain technology, QR code, RFID to ensure transparency and safety. The smart retail model with the support of artificial intelligence (AI), big data, recognition technology and cashless payment is gradually shaping a new face for domestic commerce.

The Ministry of Industry and Trade is also reviewing and amending regulations on retail market management, standards and norms of trade infrastructure in a modern direction, in line with international practices. Increasing transparency, reducing administrative barriers and protecting consumer rights will not only help businesses feel secure in investing but also strengthen confidence in the domestic market.

Mr. Tuan emphasized that the "quad of resolutions" including Resolution No. 57-NQ/TW on science and technology development, innovation and national digital transformation; Resolution No. 59-NQ/TW on international integration in the new situation; Resolution No. 66-NQ/TW on innovation in law making and enforcement; Resolution No. 68-NQ/TW on private economic development are considered important foundations for the industry and trade sector to implement specific policies. This is not only a macro orientation, but also a guideline for the Ministry of Industry and Trade to promote the development of domestic trade in a more modern, integrated, effective and sustainable direction.

With these comprehensive orientations and solutions, the Vietnamese retail market promises to develop strongly, meeting the increasingly high and diverse consumer needs of the people, while affirming the position of Vietnamese goods in the domestic market.
