Training conference on the implementation of the "Electronic Party Member Handbook" application.

On the morning of October 29th, the Standing Committee of the National Assembly Party Committee held a training conference and implemented the "Electronic Party Member Handbook" application within the National Assembly Party organization.

The conference was held in a hybrid format, combining in-person and online participation, at two locations: the headquarters of the National Assembly 's agencies and the headquarters of the State Audit Office.

Attending the conference were: Deputy Secretary of the National Assembly Party Committee Phung Khanh Tai; Deputy Chief of the Central Party Office Vo Thanh Hung; members of the Executive Committee of the National Assembly Office Party Committee, members of the Executive Committee of the State Audit Office Party Committee; members of grassroots Party committees, grassroots Party branches, and Party branches directly under grassroots Party committees; officials and civil servants of the advisory and support agencies of the National Assembly Party Committee; and Party members of the Party branches selected by the Standing Committee of the National Assembly Party Committee for pilot programs.

At the conference, delegates heard a general introduction to the system and instructions on how to use the "Electronic Party Member Handbook".

Representatives from the Digital Transformation and Cryptography Department of Viettel Group stated that, based on Regulation No. 339-QD/TW dated July 10, 2025, of the Party Central Committee on the use of the "Electronic Party Member Handbook"; Plan No. 168-KH/VPTW dated August 21, 2025, of the Party Central Office on the implementation of the "Electronic Party Member Handbook" application; and the Digital Transformation Project in Party agencies (Decision 204-QD/TW dated November 29, 2024, of the Party Central Committee), the implementation of the "Electronic Party Member Handbook" application aims to support Party members in Party activities; and to provide accurate and timely documents and materials from the Party, State, and Party committees and organizations to Party members for studying resolutions and fulfilling their Party member duties.

The "Electronic Party Member Handbook" also serves as a two-way communication channel between Party committees and Party members; contributing to improving the effectiveness and efficiency of leadership and guidance, and the quality of activities of Party committees and organizations in a modern and professional direction, achieving the national digital transformation goals. It is also a rich resource supporting Party members' learning and research; expanding its functionality and connecting with other applications, meeting the professional requirements of Party work in the new era.

Representatives from the Digital Transformation and Cryptography Department of Viettel Group stated that the system is centrally and uniformly installed throughout the Party; it can be used anytime, anywhere on two interfaces: a website and a smartphone application. The system integrates artificial intelligence (AI) to support Party work, with features such as text-to-speech conversion, a virtual assistant, and speech-to-text conversion.
