
The sessions of the City People's Council will be conducted as "paperless sessions".
The plan aims to concretize the guidelines, policies, and directives of the Party, Government, and Hanoi City Party Committee on the development of science, technology, innovation, and national digital transformation. It focuses on achieving the digital transformation goals outlined in the Hanoi City Party Committee's Action Plan dated May 15, 2025, on implementing Resolution No. 57-NQ/TW dated December 22, 2024, of the Politburo on breakthroughs in the development of science, technology, innovation, and digital transformation in Party, government, Fatherland Front, and socio-political organizations in Hanoi .
The plan requires serious implementation, ensuring progress, avoiding formality, focusing on results, clearly defining roles, strengthening inter-agency coordination, and ensuring information security and confidentiality.
Some specific targets for digital transformation in the operations of the People's Councils at all levels in Hanoi include: 100% of work files are processed online (except for work files classified as state secrets); the Standing Committee of the People's Councils at all levels, People's Council representatives at all levels, and the advisory and support staff are equipped with and proficient in using digital signatures; 100% of leaders at all levels, from the City People's Council to the commune and ward People's Councils, are proficient in using digital tools in leadership and management…
In particular, digital transformation will help ensure that monitoring information is publicly available in a timely manner on the portals and websites of People's Councils at all levels; voter outreach activities will be supported through digital platforms (online meetings), and voter petitions will be received directly or through digital platforms. Citizen reception and handling of complaints and denunciations will be digitized, received through software, and have functions for searching and tracking processing progress.
