Unity, self-reliance, and the creation of synergistic strength for ASEAN.

Following the signing ceremony of the United Nations Convention against Cybercrime, Prime Minister Pham Minh Chinh and the high-level Vietnamese delegation traveled to Kuala Lumpur, Malaysia to attend the 47th ASEAN Summit and related high-level meetings.

Notably, accompanying the Prime Minister on the plane was United Nations Secretary-General António Guterres.

Prime Minister Pham Minh Chinh 's visit can be considered a "ASEAN Foreign Relations Summit," with a packed schedule of high-level meetings between ASEAN and major partners. During the three days of the summit, Prime Minister Pham Minh Chinh had an extremely busy schedule, attending numerous high-level meetings and holding dozens of bilateral meetings each day.

Given the importance of the event, host country Malaysia mobilized a massive force of nearly 10,200 police and security personnel to protect the events, utilizing modern equipment and a high-tech surveillance system covering both aerial and cyberspace. Security in the capital Kuala Lumpur was tightened to the highest level, especially at the Kuala Lumpur Convention Centre (KLCC) – where high-level conferences were held – and the hotels where participating delegations stayed.

Prior to the opening session of the 47th ASEAN Summit and related meetings, Malaysian Prime Minister Anwar Ibrahim warmly welcomed Prime Minister Pham Minh Chinh and the heads of delegations.

During the discussions, the leaders emphasized that ASEAN needs to maintain unity and self-reliance, promote its central and leading role to continue contributing to peace and stability in the region; address challenges related to climate change, and enhance the region's resilience; while also further deepening existing partnerships and actively considering and expanding relations with new partners. On the international stage, ASEAN needs to continue upholding multilateralism, affirming the role of regional mechanisms in promoting dialogue, cooperation, and confidence-building, while also promoting ASEAN's role, voice, and collective contribution in addressing global issues.

At this important forum, Prime Minister Pham Minh Chinh proposed that ASEAN strongly promote three sources of strategic strength: consolidating solidarity and unity, thereby enhancing overall strength; promoting dynamism, self-reliance, and self-sufficiency, and strengthening intra-bloc linkages; and striving to create momentum for innovation and creativity through the urgent completion of new cooperation frameworks…

The statements made by the Vietnamese government leaders were assessed by ASEAN leaders as highly responsible and accurate reflections on the current situation, as well as offering appropriate directions that directly address key issues ASEAN needs to resolve. The Prime Minister highlighted important areas related to political cooperation, strengthening internal solidarity, and cooperation mechanisms in new economic fields such as energy transition, science and technology, innovation, and improving people's lives.

At ASEAN summits with partners, Prime Minister Pham Minh Chinh presented many practical initiatives and orientations related to digital transformation, innovation, support for free trade, promotion of multilateralism, and the advancement of an open, inclusive, transparent, and rules-based regional order; as well as the issue of upgrading partnerships between ASEAN and several countries, which were highly appreciated by leaders and heads of state.

During bilateral meetings between Prime Minister Pham Minh Chinh and the US President, the Prime Ministers of China, Japan, and Australia, and leaders of organizations such as the International Monetary Fund (IMF) and the Council of Europe, the leaders of these countries and international organizations highly appreciated Vietnam's achievements in socio-economic development and foreign relations, and valued its international standing. They gained a clearer understanding of a dynamic Vietnam, striving to enter a new era, and expressed their desire to further strengthen cooperation with Vietnam in many fields.

In an interview with the Vietnamese press group at the Summit, Malaysian Prime Minister Anwar Ibrahim assessed Vietnam as a member playing a very active and important role in the ASEAN Community, as well as contributing to the success of this Summit. He said that Malaysia has witnessed the development of the agreements signed by both sides and also seen Vietnam's impressive economic growth. He proposed that Vietnam and Malaysia need to strengthen cooperation even more to develop this relationship.

At the forum, the international community assessed that in recent years, Vietnam has emerged as one of Asia’s most dynamic growth drivers. Despite a volatile global context, geopolitical tensions, supply chain disruptions, and declining global demand, Vietnam has maintained impressive growth, bolstered by sound economic policies, open trade, and a robust reform agenda.

Answering questions from the Program Coordinator, Prime Minister Pham Minh Chinh shared that, for ASEAN, what the world admires is the principle of solidarity and unity in diversity, the spirit of self-reliance, its central role in growth, its inclusive development goals, placing people at the center, as the subject, resource, and driving force of development; therefore, it is necessary to continue to promote ASEAN's central role, place ASEAN's role within the overall global context, and then, based on ASEAN's specific conditions, determine the guidelines, vision, actions, and coordination among economies in a way that is appropriate to reality.

The Prime Minister stated that when global supply chains are disrupted, ASEAN countries must strengthen intra-regional supply chain connectivity. When external policies have an impact, ASEAN countries must enhance their self-reliance, provide support, and increase the openness of their economies to compensate for the impacts and damages.
