Closing ceremony of the training program for department-level leaders in Japan

On the afternoon of October 29, in Tokyo (Japan), the short-term training course for Department-level leaders under the cooperation agreement between the Central Organizing Committee and the Japan International Cooperation Agency (JICA) was completed and the closing ceremony was held.

Taking place from October 19 to October 30, this training course is for 15 department-level leaders of many ministries, branches and ministerial-level agencies. During the program, the trainees were taught by many prestigious professors in the field of public administration and management from the National Graduate Institute for Policy Studies (GRIPS). The program's content focuses on providing and exchanging information on topics such as the operating mechanism of Japan's political -administrative system (including public administration and personnel management), administrative reform efforts (including ensuring trust in the government, fighting waste, etc.), leadership and risk management, global climate change and carbon emission reduction policies, local autonomy mechanisms and central-local relations, etc.

At the same time, the officers participating in the course had the opportunity to learn and discuss the operations of the administrative consultation system at the Ministry of Internal Affairs and Communications of Japan, learn about the reality of the local government model at the commune level in Japan, and learn about the policies and working conditions of Vietnamese workers at some Japanese enterprises.

Through the discussions with Professors at GRIPS Institute and visits and direct work in the locality, the members of the Delegation have acquired many good experiences and good practices in organizing and managing the government, aiming at a government that serves the people. At the same time, the officials in the Delegation also had the opportunity to share good practices of Vietnam in solving problems related to the contents of the discussion.

According to the assessment of the leaders of the National Graduate Institute for Policy Studies (GRIPS) and the representative of the Japan International Cooperation Agency (JICA), the training course helped the members of the Working Group understand the overview of the political, administrative and management system of Japan, focusing on the political, socio-economic context of Japan associated with leadership and management skills, distilling some useful content through specialized information to apply to work to contribute to administrative reform, working environment...
