Focus on project implementation
According to the Department of Construction, the Coastal Road Project includes many projects under construction, some projects are in planning, expected to be approved in the fourth quarter of 2025.
Accordingly, the Coastal Road Project through Vinh Long province passes through Ben Tre province (old), connecting Tra Vinh province (old) by Co Chien 2 bridge; then intersects with the coastal corridor route of Tra Vinh province (old) including 2 branches. The total length of the project is more than 112km with a total investment of over 27,411 billion VND.
The entire route structure has a road section designed at the scale of a level III plain road, with a 22.5m wide roadbed and 21.5m wide road surface, including 4 motor vehicle lanes and 2 non-motor vehicle lanes. The bridge section on the route is also 22.5m wide, with 4 motor vehicle lanes and 2 non-motor vehicle lanes, including 5 component projects.
Of which, Cua Dai bridge is about 8.9km long; total investment is more than 4,500 billion VND, has completed investment policy approval, is organizing to select contractors to survey and prepare feasibility study report.
Ba Lai 8 Bridge has a total investment of more than 2,250 billion VND, started construction on October 2, 2024; the bridge is nearly 13km long, of which the bridge section is more than 500m long; there are 3 bid packages, achieving 8-25% of the contract value.
In addition, the entire coastal road of the province also has a coastal road under the DPO program (loan to support sustainable development in the Mekong Delta region to adapt to climate change) of more than 25km; the total estimated investment is nearly 7,900 billion VND.
Currently, the investor has completed the selection of contractors, survey and preparation of pre-feasibility study report; is implementing preliminary design plan and establishing total investment.
In addition, the Co Chien 2 Bridge Project has a total investment of about 3,500 billion VND. The project has a total length of about 5km. Currently, the investor is selecting a consulting contractor to survey and prepare a feasibility study report. The project is planned to be approved in the fourth quarter of 2025.
Another component is the coastal corridor project in Tra Vinh province (old), whose project proposal was approved by the Prime Minister. The People's Council of Tra Vinh province (old) has passed a resolution approving the investment policy of more than VND 9,100 billion (ADB loan capital under the central budget mechanism allocates 90%, the province re-borrows 10% and counterpart capital).
This project has a total route length of 60.7km (new construction of a route approximately 56.1km long, level III delta scale). Currently, the investor is selecting a consulting contractor to survey and prepare a feasibility study report. The project is scheduled for approval in the fourth quarter of 2025.
In accordance with planning, open regional linkage
The Ministry of Construction has just sent an official dispatch to the Provincial People's Committee to comment on the Pre-feasibility Study Report of the Project to build a coastal road connecting Ben Tre province with Tien Giang and Tra Vinh provinces (old).
In Decision No. 1399/QD-TTg of the Prime Minister approving the planning of Ben Tre province (now Vinh Long province) for the period 2021-2030, with a vision to 2050, the coastal road connecting Ben Tre province with Tien Giang and Tra Vinh provinces was identified, with a scale of grade III road, 4-6 lanes for motor vehicles.
Thus, the implementation of the Project to build a coastal road connecting Ben Tre province with Tien Giang and Tra Vinh provinces is basically consistent with national and provincial planning.
According to Mr. Duong Van Ni - Deputy Director of the Department of Construction, the coastal road of the province will expand the space towards the sea, connect and develop the economy of fisheries, tourism, energy, industry, improve the efficiency of marine resources, attract investment to develop coastal economic zones, and develop the socio-economy of the province.
“In particular, it plays an important connecting role with major seaports such as Dinh An and Cung Hau, as well as river ports. Connecting economic centers, industrial parks, seaports, forming a complete logistics chain, reducing transportation costs and increasing import-export capacity…”- Mr. Ni said.
Meanwhile, regarding the integration of coastal routes with the urban system, industrial zones, seaports of the province and the development of coastal logistics services to increase export competitiveness. The Provincial People's Committee, based on the provincial planning approved by the Prime Minister, will direct the implementation.
“Invest in developing seaport and logistics services, effectively exploiting all types of road, inland waterway and sea transport; upgrading the system of warehouses, goods preservation, logistics services, especially ports; promoting the application of information technology, improving competitiveness, labor productivity and quality of logistics services; forming and developing a provincial logistics center in Dinh An Economic Zone” - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee - Lu Quang Ngoi said.
Meanwhile, the Ben Tre area (old) identifies the coastal road as one of the five economic corridors, connecting coastal cities and connecting the coastal area with Ho Chi Minh City.
At the same time, focus on developing processing and manufacturing industries, renewable energy, clean energy, logistics services, seaports, marine eco-tourism, developing high-end entertainment areas, golf courses, developing green and smart cities, etc.
The coastal route project through Vinh Long is just one of a series of key coastal infrastructure projects in the Western region being promoted with ODA, PPP and central budget capital.
In particular, the province's coastal route is considered an important link to form a complete coastal axis of more than 400km long from Tien Giang to Ca Mau.
According to experts, the fact that central agencies, especially the Ministry of Construction, have participated early in giving opinions and agreeing on investment orientations right from the pre-feasibility stage is a positive signal. Meanwhile, the province needs to mobilize all resources to implement this project, not only to increase intra-provincial and inter-regional connectivity but also to create conditions to attract investment in the coming time.
