On October 30, in Hanoi, the Culture and Arts Magazine, Ministry of Culture, Sports and Tourism organized a scientific workshop "New viewpoints of the Party on building and developing culture in the Draft Documents of the 14th Party Congress"

The workshop attracted the participation of more than 80 delegates who are experts, researchers, managers, cultural and communication practitioners from many agencies, research institutes, associations, and training institutions.

In his opening speech at the workshop, Editor-in-Chief of the Culture and Arts Magazine Hoang Ha said that the Draft Documents to be submitted to the 14th Party Congress are receiving attention, response and enthusiastic contributions from cadres, party members and people of all walks of life.

This is an extremely important political event, aiming to gather the wisdom of the whole society, contributing to the strategic development orientation of our country in the new era, the era of national growth, building a rich, civilized, prosperous, happy country, towards the goal of becoming a developed, high-income country by 2045.

In particular, the Draft Documents of the 14th Party Congress have inherited, absorbed, refined and elevated the orientation content on building and developing Vietnamese culture and people in previous documents and resolutions on culture. Thereby, continuing to affirm the extremely important role and position and setting out new requirements and tasks for the cultural sector in the cause of national development.

Our Party has identified culture and people as not only the spiritual foundation and a great endogenous resource, but also the driving force and regulatory system for the country's sustainable development. Culture must "strongly arouse the spirit of patriotism, self-reliance, self-confidence, self-reliance, national pride, and the aspiration to build a prosperous, civilized, and happy country."

For the first time, our Party has determined to build and develop an advanced Vietnamese culture, imbued with national identity, synchronously based on the system of national values, the system of cultural values, the system of family values ​​and standards of Vietnamese people.

These are new and fundamental viewpoints in the draft document, demonstrating the development in the theoretical thinking of our Party. These core viewpoints are not only drawn from the nation's thousands of years of precious cultural traditions, as well as the rich practice of the Vietnamese revolution, but also originate from the great achievements of today's renovation and deep international integration.

On the other hand, the Party's new viewpoints on culture in the draft documents of the 14th National Congress are also part of the country's overall socio -economic development strategy with many new orientations, marking a leap forward in development thinking when the draft document has updated the viewpoints, goals, and breakthrough strategic decisions of the Politburo from the end of 2024 to present in many fields: science, technology, innovation and national digital transformation; international integration; institution building; private economic development...

This is also a requirement and task for the cultural sector to be proactive, adaptive, innovative and have appropriate solutions to carry out tasks on: developing digital culture; cultural economy; heritage economy; cultural industry; proactively and actively cooperating, promoting the image of the country, cultural values ​​and Vietnamese people to the world... in addition to preserving and promoting traditional cultural values, building a healthy and civilized cultural environment associated with building and perfecting the new socialist Vietnamese person.

For the first time, new concepts such as "heritage economy" or issues such as cultural industry and digital culture were mentioned boldly, as well as emphasizing "comprehensive development of Vietnamese people in the new era value system" in the draft document... all of which demonstrated our Party's determination to strongly and comprehensively develop Vietnamese culture and people.

With many new and breakthrough viewpoints, demonstrating an important development in the Party's theoretical thinking in the Draft Documents of the 14th Party Congress, it has raised an urgent need to research, analyze and interpret from a scientific perspective, contributing to the arguments to complete the draft documents; at the same time, proposing practical solutions to quickly put the Party's policies into life after the documents were approved by the 14th Party Congress.

With such meaning, the Culture and Arts Magazine (Ministry of Culture, Sports and Tourism) organized the Workshop "New viewpoints of the Party on building and developing culture in the Draft Documents of the 14th Party Congress".

Editor-in-Chief Hoang Ha said that in less than a month, the Conference Organizing Committee received 21 dedicated and responsible presentations from experts, researchers, managers, and experienced cultural practitioners in many fields related to culture and development.

At this Workshop, the Organizing Committee requested that delegates focus on discussing and clarifying the issues raised in the presentations, and clarify and discuss some new contents mentioned in the draft document; Mechanism for transforming soft power into competitiveness; Solving the problem of heritage economic development; Breakthrough solutions for human resources...

Speaking at the workshop, Associate Professor Dr. Bui Hoai Son - Standing member of the National Assembly's Committee on Culture and Society said that as someone who directly participated in the process of drafting and commenting on this document, he clearly felt a step forward in the Party's theoretical thinking on the role of culture in development.

If in previous Congresses, we affirmed that "culture is the spiritual foundation of society", now, in the Draft Documents of the 14th Congress, the Party has raised that awareness to a new level: culture is not only the spiritual foundation, but also the foundation of national development, an endogenous resource and a regulatory system of sustainable development.

This is not only a change in expression, but also a profound transformation in development thinking. For a long time, we have often talked about the three pillars of development: economy - politics - culture, in which economy often plays the role of "engine", politics is the "brain", and culture is the "soul". But in the new vision that the Draft Document of the 14th Congress puts forward, culture is not only the soul, but also the creative force, the pillar of sustainable development, helping to regulate social processes in a humane, harmonious and balanced direction.

Saying that culture is the foundation does not only affirm that it is associated with national identity and character, but also affirm that all economic progress, all political achievements, all social innovation need a system of guiding cultural values. A country can become rich thanks to resources, but can only be sustainable thanks to culture; it can integrate through trade, but can only be respected thanks to national character. Culture is the foundation not only because it supports the spirit, but because it shapes the country's development model - a model that does not pursue speed, but aims at sustainability, tolerance and happiness.

In particular, the concept of "culture as a regulatory system of development" stated in this Draft is a breakthrough in theoretical thinking. In the modern world, where technology develops rapidly, markets expand, and people are freer to create than ever, value systems are challenged more strongly than ever.

It is in this context that culture becomes the "soft regulator" of society, helping people and communities balance between interests and ethics, between material and spiritual, between freedom and responsibility. If the law is a rigid framework regulating behavior, then culture is morality and emotion regulating conscience, helping people know their limits, what is good and what is right.

Without culture, development would lose direction; without morality, progress would lack soul. At the meeting with scientists attending the 7th International Conference on Vietnamese Studies, the General Secretary affirmed: "Culture is the identity of the nation, the soft power for the country to confidently step out into the world." This statement not only has symbolic meaning, but also serves as a guideline for development thinking in the new era: our country cannot advance solely by productivity and investment capital, but must rely on the creative capacity, dignity and cultural beliefs of the Vietnamese people.

When our Party places culture in the position of a regulatory system for development, it also means that culture must become the standard in all decisions. Every strategy and every policy, whether it is economic, educational, environmental or technological, must be "illuminated" by cultural values: whether it is humane, whether it is sustainable, whether it contributes to strengthening trust, pride and human dignity. Only then will culture truly become a guiding light for the nation - as President Ho Chi Minh's teaching more than eight decades ago still holds true.

Associate Professor Dr. Bui Hoai Son emphasized that the Party's affirmation of culture as the foundation for development and the social regulatory system is a major turning point, reflecting the Party's profound vision of the national development model in the new era - a development model that focuses on people, culture as the foundation, creativity as the driving force, and happiness as the goal. This is not just a call, but a commitment to the nation's future. A strong country must be built on a strong cultural foundation.

Associate Professor Dr. Bui Hoai Son believes that when this spirit is permeated into every policy, every action, every person, Vietnamese culture will truly become a torch to light the way for the nation, and our nation will move forward firmly, confidently, and with courage on the path of sustainable development, happiness, and radiant Vietnamese identity.

At the workshop, delegates enthusiastically discussed and proposed many breakthrough and practical solutions to develop the cultural industry, digital culture, promote soft power in international integration and integration; solve issues of heritage economy, cultural economy, corporate culture as well as cultural and artistic human resources according to the Party's orientation...

In his concluding remarks at the Workshop, the Editor-in-Chief of the Hoang Ha Culture and Arts Magazine thanked the enthusiastic and responsible opinions of experts, researchers, scientists and managers at the Workshop. The Organizing Committee will synthesize the opinions and discussions to report and recommend to the Ministry of Culture, Sports and Tourism to advise and propose to the Party and State in the process of completing the Draft Documents of the 14th Party Congress and building Action Plans and Programs to implement the Resolution of the 14th Congress.
