Implementing the Prime Minister 's Official Dispatch No. 201/CD-TTg dated October 22, 2025, the provincial departments, branches and sectors reviewed and evaluated 734 administrative procedures under their jurisdiction. Thereby, it was proposed to switch from manual work to applying technology to exploit data for 349 procedures; reduce and simplify 30 procedures.
After reviewing 53 specific administrative procedures issued by the locality, the Provincial People's Committee switched to applying technology to exploit data for 2 procedures; is continuing to review and adjust the remaining procedures.
At the meeting, representatives of some departments and branches said that because the civil servants advising on administrative procedure reform at some agencies have changed and are taking on other tasks; the number of administrative procedures assigned for review is large, and the implementation time is urgent, leading to difficulties in the implementation process.
To resolve the issue, it is recommended that the Government Office continue to provide guidance and provide a list of administrative procedures that can replace documents with data; allowing localities to update the results of additional reviews after completing the specialized database. Ministries and branches urgently review, synthesize and implement the reduction of document components that can be replaced with data to simplify; implement the announcement and publicization of administrative procedures so that localities have a basis for timely and correct implementation.
Speaking at the working session, Comrade Mai Son, Standing Vice Chairman of the Provincial People's Committee, thanked the working delegation for choosing Bac Ninh province to work, grasp and evaluate the results of implementing Official Dispatch No. 201/CD-TTg, thereby promptly detecting difficulties and problems and having solutions to remove them, enhancing the responsibility of localities in performing tasks.

He emphasized that this is an opportunity to raise awareness for leaders, especially those directly in charge of administrative reform in departments and branches, and an opportunity for the provincial branches to report to the Central agencies on recommendations, problems, difficulties and propose solutions in the coming time.
It is recommended that sectors continue to direct the review of administrative procedures related to their sectors and fields. It should clearly state which administrative procedures can be implemented as directed starting from November 15, 2025, and which procedures will be implemented from January 1, 2026. At the same time, it should clearly state proposals and recommendations for changes, adjustments, and additions related to legal aspects, infrastructure, human resource training, and communication.
For the working delegation, he suggested that the Ministry of Justice advise the Central Government to have unified direction on the construction of Data Centers of provinces and cities; there should be a transition in the regulatory documents, creating convenience in implementation and practical application. Along with that, there should be a legal system to develop businesses and services providing public services, especially in transactions of selling land, houses, construction, etc.
Concluding the working session, Comrade Nguyen Thanh Tinh, Deputy Minister of Justice, highly appreciated the initiative of Bac Ninh province in controlling administrative procedures as well as reviewing and simplifying procedures in the operation of two-level local government.

According to Deputy Minister Nguyen Thanh Tinh, the Ministry of Public Security has proactively reviewed administrative procedures and identified 15 types of documents that are eligible to be replaced by electronic data. Through initial statistics, 734 administrative procedures and file components can be immediately replaced by data from ministries, branches and many administrative procedures from localities.
Implementing the direction on focusing on reviewing, reducing and simplifying administrative procedures based on data, the Ministry of Justice proactively issued documents guiding ministries, branches and localities; and built a set of support tools to ensure the progress and feasibility of the task. Currently, the Ministry of Justice is also drafting a Government Resolution according to the mechanism prescribed in Resolution No. 206/2025/QH15 of the National Assembly on a special mechanism to handle difficulties and obstacles due to legal provisions, focusing on identifying legal solutions to promote the reduction and simplification of administrative procedures based on data.
Deputy Minister Nguyen Thanh Tinh requested ministries, branches and Bac Ninh province to uphold their sense of responsibility, promptly complete the database, ensure connectivity and interoperability. During the implementation process, ministries, branches and localities need to have a data "cleaning" process and a flexible processing mechanism; promote communication to help people understand and create consensus.
He requested that each ministry and sector should proactively propose a specific implementation roadmap, clearly identifying the types of documents that can be replaced by electronic data. The People's Committee of Bac Ninh province should pay attention to directing specialized agencies, communes and wards to select and arrange skilled and knowledgeable staff to work at the Commune-level Public Administration Service Center; establish a technology consulting team to support people, and mobilize the entire political system to participate.
Deputy Minister Nguyen Thanh Tinh requested the People's Committee of Bac Ninh province to continue to complete the report, clearly stating practical problems in administration, technology and law. The Ministry of Justice will receive and study opinions to report to the Government on comprehensive, unified and effective solutions in administrative reform based on digital data, ensuring the completion of reviewing, reducing and simplifying administrative procedures based on data before November 15, 2025.
