Before storm No. 12 hit the land of “Lao wind, white sand”, this year, our country had already received 11 storms. Compared to previous years, this year’s natural disasters were extremely complex and fierce. Remember, at the end of September, when storm No. 9 had not yet passed, storm No. 10 hit and when the consequences of storm No. 10 had not yet been resolved, storm No. 11 formed, then made landfall in our country, causing heavy rain and historic floods.
There is a common point in the "wrath" of nature this year, that is after the storm appeared very heavy rains, widespread flooding, causing heavy damage to people, property, and infrastructure. Before storm No. 12 was storm No. 11 that landed in the North of our country in the early days of October, causing historic floods on the Cau River, Thuong River... People in Thai Nguyen, Bac Ninh and many other localities, including Hanoi , still have not recovered from the difficult situation surrounding the "great flood" days caused by storm No. 11.
Storm after storm, flood after flood, in the peak hours, all hardships and sufferings reached their peak when people could not react in time to fight against the ferocity of natural disasters. Livelihoods, houses, fields were swept away by the floodwaters, but the most painful thing was for the families who unfortunately lost their loved ones...
In the extremely harsh and dangerous situation caused by natural disasters, the authorities at all levels have prioritized saving people and protecting people's lives above all else. It is difficult to describe the emotions when soldiers, police and functional forces of local authorities rushed into the "hot spots" of flooding, crossed the rushing water to isolated areas to bring people to the safest place. They immersed themselves "day and night" in the muddy water to promptly supply food and drinks to the people... All for the goal: Absolutely not let any people go hungry, cold, isolated without timely support.
Agencies, units from central to local levels and people across the country, our compatriots abroad always have meaningful and timely actions, demonstrating compassion and the strength of national solidarity towards people in disaster-stricken areas. In their hearts, everyone hopes to contribute a small part so that their compatriots can soon overcome the disaster and stabilize their lives.
We witnessed extremely touching and heartwarming images, deeply demonstrating the fine tradition of “mutual love and support” of the Vietnamese people. Hundreds and thousands of relief vehicles have been, are and will continue to roll out, transporting necessities, medicine, clothes, etc. to our compatriots suffering from natural disasters.
Those who have much help much, those who have little help little, humanity and the spirit of great solidarity of the Vietnamese people are lit up and spread throughout the country.
In his letter of condolences and encouragement to compatriots, cadres and soldiers across the country who are responding to and overcoming the consequences of natural disasters in recent days, General Secretary To Lam wrote: “I highly appreciate and respect the sense of responsibility, timeliness, dedication and courage of local Party committees and authorities, especially the grassroots authorities; of the police, army, medical and youth volunteer forces; of rescue forces, unions, the Fatherland Front, social organizations, businesses and people. Many cadres, soldiers and people have not feared the danger to evacuate people, bring food, warm clothes and medicine to each deeply flooded area and each isolated area. That is the sentiment of compatriots, the tradition of “sharing food and clothes”, the strength that makes up the Vietnamese spirit”.
The General Secretary believes: "With the drastic participation of the entire political system and the resilient and benevolent spirit of our people, people in disaster-stricken areas will stand up, stabilize their lives and restore production in the soonest time."
Our people have always been resilient in the face of harsh and unpredictable natural disasters. And we have a firm belief that, with hard work and mutual support, our people in disaster-stricken areas will soon recover and stabilize their lives.
Continuing to accompany and share with people in flooded areas, the urgent issue now is that immediately after the flood, localities need to urgently calculate plans to overcome the consequences, restore activities, especially at schools, medical facilities... To the best of their ability, local authorities need to meet essential needs, not letting people lack necessities. Along with that, functional agencies need to be ready with forces, means, and materials to support road sanitation, environmental treatment, disease prevention, and restore production and business immediately after the flood.
Natural disasters are always unpredictable and humans cannot control them. But clearly we can prevent and minimize damage by proactively managing natural disaster risks, responding early and remotely. This is a comprehensive solution, requiring human resources and adequate investment in disaster prevention infrastructure, improving disaster forecasting and warning capacity. In particular, in the country's sustainable development strategy in the coming period, it is necessary to prioritize economic development and urban, rural and mountainous planning associated with environmental protection, combating climate change and ensuring better social security and welfare for people in areas frequently affected by natural disasters and floods.
