On the afternoon of October 30th, at the headquarters of the Ministry of Science and Technology , an inter-ministerial working group led by Deputy Minister of Justice Nguyen Thanh Tinh, Deputy Head of the inter-ministerial working group on reviewing and evaluating administrative procedures nationwide, held a meeting with the Ministry of Science and Technology regarding the implementation of Prime Minister's Directive No. 201/CĐ-TTg dated October 22, 2025. Deputy Minister of Science and Technology Bui Hoang Phuong chaired the meeting with the working group.
Speaking at the meeting, Deputy Minister Nguyen Thanh Tinh emphasized that reviewing, reducing, and simplifying administrative procedures based on data is a key task aimed at improving the quality of service to citizens and businesses, while increasing efficiency and transparency in state management.
Deputy Minister Nguyen Thanh Tinh requested that ministries and agencies seriously implement the directives of the Government , focusing on key factors such as the legal framework, the quality of data ("accurate, complete, clean, and active"), technological infrastructure, implementation progress, and resources.
Reporting at the meeting, a representative from the Ministry of Science and Technology stated that the Ministry had promptly directed its units to implement Directive 201. Accordingly, the Ministry of Science and Technology currently manages 519 administrative procedures, including 334 at the central level and 185 at the provincial level, across 8 specialized fields. Of these, 154 procedures related to 15 types of documents already have data available in national and specialized databases.
Upon review, the procedures typically require three main types of documents: Citizen Identity Card, Criminal Record Certificate, and Business Registration Certificate. Notably, the requirement for a Criminal Record Certificate has been reduced according to Decree No. 262/2025/ND-CP detailing the implementation of the Law on Science, Technology and Innovation.
Initial review results show that the Ministry of Science and Technology has proposed cutting and simplifying 155 data-driven administrative procedures, and is also proposing amendments to 29 legal documents (including 2 laws, 10 decrees, 5 decisions of the Prime Minister, and 12 circulars) to align with reform requirements during the digital transformation period.

The Ministry of Science and Technology recommends that the Ministry of Public Security promptly complete the infrastructure for connecting and sharing data between the National Population Database and specialized databases; issue standard technical procedures so that officials can access information as a replacement for paper documents; and simultaneously build a mechanism to monitor the exploitation of electronic data to ensure safety and proper use.
The Ministry of Science and Technology also requested the Ministry of Justice to provide unified guidance on recognizing the legal validity of electronic data in place of paper documents, thereby facilitating administrative procedures and reducing concerns about legal liability when using digital data.
During the meeting, delegates focused on discussing the feasibility of integrating and sharing electronic documents on VNeID, the ability to connect information systems, as well as technical issues, resources, and ensuring data security and synchronization between the central and local levels.
Speaking at the meeting, Deputy Minister of Science and Technology Bui Hoang Phuong affirmed that the Ministry of Science and Technology strongly supports the policy of reducing and simplifying administrative procedures based on data, considering this an important solution to save time and improve the efficiency of services for citizens and businesses.
The Deputy Minister stated that the Ministry of Science and Technology is developing numerous databases and shared platforms, including those serving the resolution of administrative procedures. However, the merger of units in recent times has also presented some technical and organizational difficulties that need to be addressed to ensure the progress of implementation.
Deputy Minister Bui Hoang Phuong emphasized that the Ministry will continue to review and address obstacles, accelerate the implementation progress, and maximize the utilization of existing data sources to serve citizens and businesses.
Concluding the meeting, Deputy Minister of Justice Nguyen Thanh Tinh highly appreciated the efforts of the Ministry of Science and Technology in implementing Prime Minister's Directive 201, and requested the Ministry to continue paying attention to issues of digital transformation, perfecting the legal framework and technological infrastructure to serve administrative reform.
The Deputy Minister emphasized that, in order for the reduction and simplification of administrative procedures based on data to be effective, it is necessary to strengthen the interconnection and linkage between data systems of ministries, sectors, and localities, ensuring information security and confidentiality. The Deputy Minister also suggested mobilizing the participation of technology companies to enhance resources and ensure transparent, effective implementation.
