The 1st Patriotic Emulation Congress of Thai Nguyen province (2025 - 2030) took place at a time when Thai Nguyen province had just completed the merger with Bac Kan province after 28 years of separation and successfully organized the 1st Thai Nguyen Provincial Party Congress, term 2025 - 2030.
The Congress is an important political event, an important milestone in the new development path of Thai Nguyen province, towards the 11th National Patriotic Emulation Congress and the 14th National Congress of the Party.
With the highest determination, the Congress calls for solidarity, unanimity, promoting creativity, sense of responsibility, sense of self-reliance and self-improvement of the entire contingent of cadres, civil servants, public employees, workers, armed forces, economic sectors and all people in the province to overcome difficulties and challenges, actively participate in emulation movements, bringing Thai Nguyen province and the whole country into a new era of development.
Promoting the tradition of patriotic emulation over the past 5 years, on behalf of the Emulation and Reward Council of Thai Nguyen province, I launched the Patriotic Emulation Movement for the period 2025 - 2030 with the goal and task of "Strengthening the building of a clean and strong Party and political system, streamlining the apparatus, operating effectively and efficiently; ensuring national defense and security; promoting the tradition of solidarity, breakthroughs in rapid, unique and sustainable development; building a synchronous and modern infrastructure.
Developing high-quality human resources; comprehensively improving people's lives, building Thai Nguyen province into a modern industrial center with high average income before 2030, striving to become a developed province with high income before 2045" with the following key contents:
Firstly , compete to excellently complete the goals, targets and tasks of the Resolution of the 1st Congress of Thai Nguyen Provincial Party Committee, term 2025 - 2030. Build a clean and strong Party Committee in terms of politics, ideology, organization, ethics and cadres. Develop the economy comprehensively in all fields.
Effectively implement specific mechanisms and policies, promote private economic development, maximize investment resources, turn Thai Nguyen province into a growth pole of the Northern Midlands and Mountains region; a pioneering locality in developing science, technology, innovative startups and digital transformation; a center of culture - sports, education - training, high-quality healthcare, an attractive destination for domestic and international investors.
Strongly and comprehensively develop all cultural and social fields. Maintain national defense, political security, social order and safety; strengthen foreign affairs and international cooperation. Build Thai Nguyen province to develop rapidly and sustainably.
Second , organize and implement regular emulation movements and thematic emulation movements that are typical and characteristic of the province in conjunction with the implementation of socio-economic development goals, solving key, urgent, difficult and limited issues arising in the development process of Thai Nguyen province.
Summarizing emulation movements must be associated with summarizing the implementation of socio-economic development programs and tasks, thereby enhancing the discovery, training, summarizing and replicating advanced models.
Third, Emulate innovation in propaganda work, discover, foster and replicate advanced examples, new models, new factors from the patriotic emulation movement, considering this a key task of emulation and reward work.
The work of building advanced models must be carried out from the grassroots and the process must be well implemented: Discovering - building - nurturing, voting, introducing - replicating, praising - honoring, rewarding and learning from advanced models in a practical and effective manner; promptly praising and setting examples of advanced models, typical good people, good deeds, Heroic Emulation Fighters in the renovation period, creating a vibrant competitive atmosphere in the whole province.
Fourth, strengthen the propaganda work of the Party's guidelines and policies, the State's policies and laws on emulation and rewards in the new situation, making emulation and rewards become a driving force in implementing political tasks of each agency, unit and locality; clearly define the responsibilities of each Party Committee and the role of the leader in organizing and implementing emulation movements.
Strengthen close and synchronous coordination between Party committees, authorities with the Fatherland Front, socio-political organizations, social organizations, and socio-professional organizations in launching, organizing, and propagating patriotic emulation movements among cadres, soldiers, civil servants, public employees, and people of all walks of life.
Fifth, Continue to perfect the documents regulating, directing and guiding the work of emulation and rewards in accordance with the reality of the province's patriotic emulation movement and the Central's guiding documents; innovate, create, create positive and effective changes in the work of rewards, ensure accuracy, publicity, transparency, timeliness, educational effect, and set an example; at the same time, continue to develop and propose solutions to increase the reward rate for individuals who are directly involved in labor, production, work and combat.
Sixth, Emulate the implementation of administrative procedure reform on records and procedures for proposing rewards. Strengthen the application of information technology, build a reward database. At the same time, strengthen the inspection and supervision of the implementation of laws on emulation and rewards, and resolutely and strictly handle violations.
