The Provincial People's Council's monitoring delegation worked with the Provincial People's Committee according to the plan to monitor the implementation of the National Target Program on Sustainable Poverty Reduction in Nghe An province.
By the end of 2024, the number of poor households will decrease to 36,703 households (4.16%), near-poor households will decrease to 47,838 households (5.42%), of which the mountainous area will decrease to 10.35%. Compared to 2021, the poverty rate of the whole province will decrease by 3.64% (an average of 1.21%/year), the mountainous area will decrease by 6.89% (an average of 2.29%/year), both meeting the plan.
It is estimated that by the end of 2025, the poverty rate in the whole province will be 3.13%, in mountainous areas will be 8.66%, a decrease of 4.64% and 8.58% respectively compared to the beginning of the period, with an annual average of 1.16% and 2.15%, achieving the set target.
By the end of 2024, the number of poor ethnic minority households will decrease to 28,255 households, accounting for 24.92%, a decrease of 13.66% compared to 2021, an average of 4.55%/year, achieving the set plan. It is estimated that by the end of 2025, the number of poor ethnic minority households will be 24,126 households, accounting for 23.01%, a decrease of 15.57% compared to the beginning of the period, an average of 3.89%/year, achieving the target of the period...

Currently, the National Target Program on Sustainable Poverty Reduction is implementing 7 projects and a number of sub-projects; including projects to support investment in developing socio -economic infrastructure in poor areas; diversifying livelihoods, developing poverty reduction models; supporting production development, improving nutrition; developing vocational education and sustainable employment; supporting housing for poor and near-poor households, etc.
In addition, Nghe An province has actively promoted the socialization of resources mobilized for poverty reduction, promoted the emulation movement "For the poor - No one is left behind"; campaigns and support for the "Fund for the poor", the "Tet for the poor" program, the program to support housing construction for poor households, households with housing difficulties and mobilized resources to support livelihoods, support people to escape poverty were organized to create a spread among the people.
After implementing the 2-level local government model (province and commune), the Provincial People's Committee has directed strongly to ensure the implementation of the National Target Program on Sustainable Poverty Reduction takes place continuously and without interruption. The transfer of tasks and projects from the district level to the provincial level has been carried out closely, with specific instructions, thanks to which the activities being implemented locally have been maintained stably.
However, the progress of disbursement of capital for the National Target Program on Sustainable Poverty Reduction is still slow, especially in the current period when the whole country is implementing the 2-level local government model, the officials in charge of poverty reduction are mostly new to the program and are still confused in implementing the program. The officials in charge of poverty reduction at communes and wards are mostly newly assigned and assigned new tasks, lack experience and hold many concurrent positions, so they do not have time to grasp and coordinate implementation, especially in researching and understanding new documents in 2025....

In the coming time, the Provincial People's Committee will direct the Departments and branches to review the projects, thereby proposing projects that are suitable to the actual situation, avoiding fragmented and scattered investments, in accordance with the planning of the communes. The Provincial People's Committee will accept the opinions of the monitoring team to continue to urge and direct the Departments, branches and localities to effectively implement the Program.
