In the strong development flow of the digital age, when technology and knowledge become the resources that determine the national position, Hanoi is increasingly investing in the quality of human resources and innovation. With the vision of becoming a "Green, cultured, civilized, modern city, competitive in the region and the world" and "Globally connected city" as directed by Resolution No. 15-NQ/TW of the Politburo , Hanoi is clearly aware that: To go fast and sustainably, first of all, it must invest in people - the most valuable resource and also the most sustainable driving force.
From strategic vision to determination to act
Immediately after Resolution 15-NQ/TW was issued (May 5, 2022), the Hanoi Party Committee clearly identified the development of high-quality human resources as one of three strategic breakthroughs, along with infrastructure development and institutional improvement. Specifically, Program No. 06-CTr/TU dated March 17, 2021 on "Cultural development, improving the quality of human resources, building elegant and civilized Hanoians" for the period 2021-2025 is considered the guideline for this journey. The highlight of the program is the comprehensive human development mindset that not only focuses on knowledge and professional skills, but also aims to improve culture, qualities, digital capacity and the spirit of international integration.
In the development picture of Hanoi today, high-quality human resources are considered the “golden key” to open a new era of growth – where technology, science , innovation and culture go hand in hand.
Speaking at the 2025 City-level scientific conference with the theme “Developing high-quality human resources of Hanoi Capital by 2030, vision and strategic breakthrough”, Mr. Vu Ha, Deputy Head of the Hanoi Party Committee’s Propaganda and Mass Mobilization Commission, emphasized: Hanoi is facing new opportunities and challenges in the context of globalization, knowledge economy and the Fourth Industrial Revolution. Artificial intelligence, big data, and the Internet of Things are profoundly changing the methods of production, administration and social life.
In that context, high-quality human resources are not only an input factor for development, but have become a valuable asset - an endogenous resource, a driving force that determines the competitiveness and stature of each country and each city.
In reality, the capital Hanoi - the political, economic, cultural center and the leader in education, science and technology, is still facing many challenges in human resource development: Unreasonable occupational structure, uneven labor quality, limited soft skills and foreign language proficiency; The link between training - research - production is not tight; The mechanism for attracting and rewarding talents has not really created a strong motivation...
Digital human resources – the driving force of smart capital
In the process of building Digital Government, Digital Economy and Digital Society, Hanoi considers the development of digital human resources as a key pillar. Entering the term of the 18th Congress of the Hanoi Party Committee (2025 - 2030), the development of high-quality human resources, science and technology, innovation and digital transformation continues to be identified by the City Party Committee as a breakthrough.
Not only stopping at technical training courses, Hanoi also focuses on data thinking, innovation and digital culture - decisive factors to build a modern, transparent administrative apparatus, serving the people effectively. Developing high-quality human resources is not only an economic problem, but also a cultural and personality issue. For Hanoi, building "elegant and civilized Capital people" is not only about preserving tradition, but also about raising standards of cultural behavior in the digital age.
The city has launched many movements such as “Citizens of the Capital learn for life”, “Hanoi public service culture - responsible, professional, friendly”, or “Hanoi people behave beautifully”. These values are spreading in schools, offices, and residential areas, contributing to shaping the portrait of modern Hanoians: intelligent, compassionate, confident in integration. In education, Hanoi is also at the forefront of bringing digital skills, global citizenship skills and behavioral culture into schools, aiming to prepare the young generation to live, study and work in an international environment.

According to MSc. Dao Thi Hoang Lan (Le Hong Phong Cadre Training School), to develop high-quality human resources, Hanoi needs to comprehensively and synchronously deploy 3 groups of strategic solutions. Specifically, innovating training and management based on technology; Building an ecosystem to attract breakthrough talents; Prioritizing the development of digital infrastructure and promoting international integration in training and research to enhance the international competitiveness of the capital.

Meanwhile, Associate Professor Dr. Tran Kim Chung, member of the Central Theoretical Council, said that Hanoi needs to accurately forecast and regulate training according to market demand, focusing on areas with strong growth potential such as information technology, finance - banking, logistics, high-quality healthcare, creative industries and smart urban services. In particular, training must be closely linked to development practices, linking schools, research institutes and businesses.
From his perspective, Prof. Dr. Nguyen Dinh Duc, former Chairman of the Council of the University of Technology (Hanoi National University) proposed to build a human resource data analysis framework based on artificial intelligence to create a unified human resource data platform, serving the analysis, forecasting of skills gaps and consulting on retraining and upgrading capacity for workers. At the same time, according to Mr. Nguyen Dinh Duc, Hanoi needs to soon form a human resource data center associated with socio-economic development planning.
Harnessing human power
To realize the goal of Hanoi becoming the leading center for training, fostering and attracting high-quality human resources in the country by 2030, according to experts, the City needs to synchronously deploy solutions such as perfecting policies on remuneration and attracting talents. Building a flexible mechanism on salary, working environment and development opportunities for experts and intellectuals, especially in the fields of science - technology and digital transformation. At the same time, strengthening the connection between education and businesses. Developing parallel training models, "ordering" human resources according to actual needs.
In addition, promote digital transformation in education, expand online learning systems, community learning centers, helping everyone have the opportunity to improve new skills. Promote international cooperation, connect with universities, research institutes and international organizations to learn advanced training models. Including building a unified database on labor supply and demand, forecasting future employment trends, and supporting the planning of appropriate training policies.
Expressing his views, Dr. Bui Van Thach, Vice Chairman of the Central Theoretical Council, emphasized: Hanoi needs to focus on three major breakthroughs in institutions and policies for rewarding talents, in technology and digital transformation in management, training, and in the State-school-enterprise linkage model.
According to Dr. Bui Van Thach, only by daring to innovate thinking and action, can the capital Hanoi attract and maximize the intelligence and creativity of high-quality human resources, thereby aiming to become a center of knowledge, a creative, smart urban area, with regional and international competitiveness.
