As of early November, the progress of project implementation has achieved the set targets. However, there are still some difficulties that need to be resolved, related to objective and subjective factors. In late September and early October, heavy rains and floods occurred continuously in the province, affecting the construction progress of projects; arising items in the project; lack of construction materials and high material prices. Some projects that have not yet started construction do not have a clear site, because the land price, land origin, site clearance, etc. have not been determined.

The Chairman of the Provincial People's Committee emphasized: These are key projects, selected by the province as works to celebrate the success of the 1st Provincial Party Congress and the 14th National Party Congress, which have political significance and create great momentum for the socio-economic development of the locality and are urgent. Therefore, relevant departments, branches, and localities urgently complete procedures to determine land prices, count and submit to competent authorities for approval on the basis of completing all procedures to start construction; develop resettlement plans for households whose land is recovered... All must take advantage of the time, urgently, running and lining up to ensure progress. If difficulties arise during the process, they must be reported to the province in a timely manner to take measures to resolve them to achieve the set goals. Chairman of the Provincial People's Committee Phan Huy Ngoc pointed out: Public investment projects, sectors, localities, and investors must resolutely implement solutions to speed up progress, thereby increasing the disbursement rate of capital. Regarding the lack of common construction materials for the construction of key projects in the province, the Chairman of the Provincial People's Committee assigned the Department of Agriculture and Environment to advise the Provincial People's Committee to adjust the licensing limit according to the provisions of law to ensure adequate supply of materials for construction projects.

Regarding the project of building schools in border communes, the Chairman of the Provincial People's Committee assigned the communes to be proactive in site clearance based on local realities, not to follow stereotypes or be mechanical in carrying out investment procedures that would affect the construction progress of the project.
