Focus on removing difficulties, speeding up construction progress, starting and inaugurating key projects

On November 3, at the Provincial People's Committee Hall, comrade Phan Huy Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the 3rd meeting, listening to reports on the situation and progress of projects scheduled to break ground, start construction, and inaugurate on December 19, 2025 to welcome the 14th National Congress of the Party, term 2025-2030.

Delegates attending the third session assessed the progress of key projects.

Attending the meeting were leaders of departments, branches, sectors, People's Committees of some communes and wards with projects; representatives of project investors and contractors.

According to the report of the Department of Finance, there will be 20 works and projects that will break ground, start construction, and be inaugurated on December 19, 2025, including a number of large-scale projects such as: Tuyen Quang - Ha Giang Expressway Project (Phase 2), Tan Quang section to Thanh Thuy International Border Gate; Tuyen Quang - Ha Giang Expressway Project (Phase 1) section through Tuyen Quang province (old); Tuyen Quang - Ha Giang Expressway Project (Phase 1) section through Ha Giang province (old); project to build inter-level primary and secondary boarding schools in border communes and a number of urban and commercial projects...

The leaders of the Department of Finance reported on the implementation results of works and projects.

As of early November, the progress of project implementation has achieved the set targets. However, there are still some difficulties that need to be resolved, related to objective and subjective factors. In late September and early October, heavy rains and floods occurred continuously in the province, affecting the construction progress of projects; arising items in the project; lack of construction materials and high material prices. Some projects that have not yet started construction do not have a clear site, because the land price, land origin, site clearance, etc. have not been determined.

Leaders of the Department of Agriculture and Environment proposed solutions to overcome difficulties in the shortage of construction materials for construction projects.

Contractors recommended that the Provincial People's Committee have solutions to remove difficulties and speed up construction progress.

At the meeting, departments, branches and contractors focused on discussing and frankly clarifying difficulties and obstacles, and at the same time proposed solutions to speed up the implementation of projects according to plan. In particular, it is necessary to expand the subjects of purchasing construction materials to serve the construction of works.

Concluding the meeting, Chairman of the Provincial People's Committee Phan Huy Ngoc praised the spirit and initiative of departments, branches, localities, and investors in deploying and implementing the projects. The Chairman of the Provincial People's Committee emphasized: These are key projects, selected by the province as works to celebrate the success of the 1st Provincial Party Congress and the 14th National Party Congress, which have political significance and create great momentum for the socio-economic development of the locality and are urgent. Therefore, relevant departments, branches, and localities urgently complete procedures to determine land prices, count and submit to competent authorities for approval on the basis of completing all procedures to start construction; develop resettlement plans for households whose land is recovered... All must take advantage of the time, urgently, running and lining up to ensure progress. If difficulties arise during the process, they must be reported to the province in a timely manner to take measures to resolve them to achieve the set goals. Chairman of the Provincial People's Committee Phan Huy Ngoc pointed out: Public investment projects, sectors, localities, and investors must resolutely implement solutions to speed up progress, thereby increasing the disbursement rate of capital. Regarding the lack of common construction materials for the construction of key projects in the province, the Chairman of the Provincial People's Committee assigned the Department of Agriculture and Environment to advise the Provincial People's Committee to adjust the licensing limit according to the provisions of law to ensure adequate supply of materials for construction projects.

Chairman of the Provincial People's Committee Phan Huy Ngoc emphasized: The work is very large and urgent, departments, branches, and investors must have high determination, great responsibility, and have clear solutions with high feasibility to ensure the implementation of the set goals. On that basis, it is necessary to carefully select and appoint contractors in terms of capital potential, machinery and equipment, and construction experience to carry out construction and construction to avoid delays due to subjective factors...

Regarding the project of building schools in border communes, the Chairman of the Provincial People's Committee assigned the communes to be proactive in site clearance based on local realities, not to follow stereotypes or be mechanical in carrying out investment procedures that would affect the construction progress of the project.

For sub-projects in the project group with investment capital outside the State budget, contractors closely coordinate with local authorities to resolve arising problems regarding site clearance, ensuring construction works start according to plan...
