Comrade Tran Van Quan, Member of the City Party Committee, Vice Chairman of the City People's Committee inspected the site clearance work at the project to renovate and expand Vu Cong Dan Street (Tu Minh Ward).

On the afternoon of October 29, comrade Tran Van Quan, member of the City Party Committee, Vice Chairman of the City People's Committee inspected and directed the removal of obstacles in site clearance and speeding up the disbursement of public investment capital for a number of projects in wards in the former Hai Duong city area.

According to the report of the Hai Duong Regional Construction Investment Project Management Board, in 2025, the unit was assigned to implement 86 projects with a total planned capital of more than 721 billion VND. Up to now, the disbursement value has reached more than 404 billion VND, equivalent to over 56% of the plan... However, the progress of disbursement of public investment capital is still being affected by problems in site clearance. Notably, the land records are not synchronized, leading to difficulty in determining the origin of the land. The wards of Thach Khoi, Tan Hung, Hai Duong, and Ai Quoc have not yet completed the confirmation of the origin, time of formation of assets, and people supported to stabilize their lives, causing delays in making compensation and support plans for large projects. Particularly, the project to renovate and expand Vu Cong Dan Street (Tu Minh Ward) has 4 households that have not yet received compensation and 4 households that have received but have not yet handed over the site.

The Hai Duong Regional Investment and Construction Project Management Board and local authorities are continuing to propagate and mobilize, and at the same time preparing plans to enforce land recovery if households deliberately do not comply. The issue of compensation and grave relocation is also a major bottleneck when wards do not have cemetery land funds to relocate, while the new regulations do not clearly calculate the volume of graves, leading to inconsistent understanding and application among localities. Some enterprises whose land has been recovered do not agree with the regulations on handling assets after compensation, affecting the progress of site handover. He emphasized that the progress of site clearance is of key significance, deciding the results of project implementation, especially key projects of the city.

Specialized agencies should study and flexibly apply legal regulations to appropriately handle cases of demolition, recovery, and disposal of construction materials in site clearance work, both ensuring compliance with regulations and removing practical difficulties and obstacles.

The Vice Chairman of the City People's Committee emphasized that accelerating site clearance and improving the efficiency of public investment disbursement will significantly contribute to promoting infrastructure development, creating momentum for urban development in the western part of the city in the coming time.
