The disbursement rate of public investment capital of Kien Thuy Regional Project Management Board is low.

The Kien Thuy Regional Project Management Board (Hai Phong city) is making efforts to overcome difficulties, focus on disbursing public investment capital, and strive to complete 100% of the 2025 plan.

The model new rural road area in Kinh Truc village, Kien Hai commune is still stuck in the site clearance stage.

According to the Kien Thuy Regional Project Management Board, as of October 28, the total disbursement value of public investment capital and model new rural construction reached 573.8 billion VND, equal to 58% of the 2025 capital plan (989.7 billion VND).

This result is lower than the city's average. The unit is focusing on many solutions to speed up progress, striving to complete 100% of the plan in the last months of the year.

The multi-purpose building of Ngu Doan Secondary School, Kien Hung commune, strives to be completed in early 2026.

Among the assigned projects, many key projects with large investment value are being actively constructed. A typical example is the investment project to build a road connecting Provincial Road 354 through Kien Thuy Industrial Park to the coastal road in Kien Hai Commune. The project has strategic significance in connecting traffic, promoting industrial development in the southern part of the city, currently reaching more than 87% progress. The bid packages constructed by 4 contractors are all closely following the plan, expected to complete the entire project in December 2025.

34 other projects are being implemented synchronously, of which 18 civil and traffic projects have disbursed capital from 45 - 95%, 13 fire prevention and fighting projects have reached from 25 - 95%. Some school projects such as Minh Tan Kindergarten, Kien Quoc, Thanh Son are basically completed, preparing for acceptance and final settlement.

For the model new rural construction program in the period of 2024 - 2025, more than 120 rural traffic routes in Kien Hai, Kien Minh, Kien Hung, Nghi Duong, Kien Thuy communes... have all reached more than 90% of the volume, many routes have been completed. However, some projects in Kien Hai commune (old Tan Phong area) are still slow due to problems in site clearance and determining the origin of land of households.

It is known that the slow disbursement volume is mainly due to some transitional projects needing time to complete documents, settlement approval procedures and wait for capital arrangement.

The road in Lao Phong village, Kien Hai commune is being focused on construction by the contractor.

The management board is directing technical staff to regularly monitor the site, urge contractors to speed up progress, complete payment documents; coordinate with communes to strengthen propaganda and mobilize people to hand over the site according to regulations.

In the last two months of the year, the unit aims to complete settlement procedures for traffic works under the model new rural program in localities; speed up disbursement of public investment capital, ensuring disbursement progress reaches 100% of the 2025 plan.
