Along with that, the requirement is to improve the quality and efficiency of public investment, ensuring that state resources truly play the leading role of this seed capital for sustainable growth.

Public investment has always been a great driving force for growth. Public investment creates works and projects that promote the development of socio -economic sectors, while also attracting private investment capital. When public investment increases, the total social investment resources also increase, thereby creating a strong driving force for the country's economic development.
However, I think that increasing public investment is not always good, but the important thing is the efficiency of investment. Public investment can help growth in the short term, but if the project is of poor quality and does not promote long-term efficiency, it will become a burden on the economy, increase public debt and affect sustainable growth. Therefore, it is necessary to pay attention to both the quantity and quality of investment, these two factors must go together to create growth both in the short term and in the long term.
Another important aspect is that public investment must play a “leading” role in social resources, not just stop at “sole” investment. This is the decisive factor for the overall effectiveness of the policy.
Over the years, the obstacles and hindrances in the investment sector have been clearly identified and discussed at many sessions of the National Assembly . On that basis, the Government has proposed and the National Assembly has approved many breakthrough policies and solutions to resolve them. There are cases where the National Assembly has given the Government more authority to handle them flexibly when the current law causes too much hindrance and requires a report at the next session.
These are very open mechanisms, helping the Government proactively and promptly handle bottlenecks, creating a basis for confidence that public investment in the coming time will continue to make positive contributions to socio-economic growth.
Of course, in the initial stage of reorganizing the two-level government, there will be many difficulties and obstacles in implementation, especially at the grassroots level, such as site clearance. This requires the drastic participation of local authorities, the example and responsibility of leaders.
Any problems in mechanisms and policies need to be reviewed and resolved; any problems in implementation must be promptly adjusted. When the new political system is established, it is necessary to maximize the role of each level and each cadre; any weaknesses and limitations must be quickly detected and overcome. Different difficulties may arise in each locality, so it is necessary to be proactive and flexible in handling them to ensure the progress and effectiveness of public investment.

This year's public investment disbursement volume is larger than last year's, and the scale is also larger. Therefore, the disbursement results in absolute terms are higher than last year's; in relative terms, they are not worse, and can even be said to be better. However, compared to the set targets and tasks to be completed, the remaining volume is still very large.
In particular, in the context of restructuring the local government apparatus into a two-tier model, many public investment projects that were previously under the district level are now transferred to the commune level. Previously, the district level had an organizational apparatus and specialized staff working on public investment; while at the commune level, human resources were limited. This is a difficulty that hinders the process of accelerating disbursement progress.
From now until the end of the year, we still have time to accelerate progress, especially in improving the capacity of commune-level officials. We can consider establishing mobile advisory teams to provide professional support to many communes at the same time, helping to remove obstacles in the process and procedures for project decisions.
In addition, the barriers that have often been encountered in public investment in recent years such as site clearance, raw material sources, etc. now have quite good mechanisms to remove them. Therefore, if we can handle the issues related to management procedures at the commune level, I believe that we can achieve this year's disbursement target.
Public investment in the last term has achieved remarkable results. The contribution of public investment lies not only in increasing demand from the Government, but more importantly in helping many projects to be completed, put into effect, creating a spillover effect on growth, typically highway projects, power lines, and connecting infrastructure.
This result is thanks to the Government's strong direction, regular inspection, supervision, and timely removal of obstacles in the implementation process. The institutional system, procedures for project appraisal, approval, bidding, etc. have also been improved, cutting many unnecessary steps. In particular, the Government has had specific mechanisms in exploiting minerals as raw materials for infrastructure construction.
It can be said that the success of public investment in recent years is the result of a synthesis of many factors from direction, law to the synchronous participation of all levels and sectors.
