Under the chairmanship of Deputy Speaker Vu Hong Thanh, the National Assembly discussed the following topics:
(1) Evaluate the results of implementing the socio- economic development plan for 2025; project the socio-economic development plan for 2026.
(2) Results of implementing the National Assembly's resolutions on the 5-year plan for the period 2021-2025: socio-economic development; restructuring the economy.
(3) Reports of the Government, the Chief Justice of the Supreme People's Court, and the Director of the Supreme People's Procuracy on the issuance of documents adjusting the content under the authority of the National Assembly to handle issues arising when implementing the arrangement of the state apparatus, promoting decentralization and delegation of power and resolving obstacles due to legal regulations (according to the provisions of the Law on Government Organization, the Law on Local Government Organization, Resolution No. 190/2025/QH15 of the National Assembly on handling some issues related to the arrangement of the state apparatus, Resolution No. 206/2025/QH15 of the National Assembly on special mechanisms for handling difficulties and obstacles due to legal regulations).
(4) Reports of the Government, the Supreme People's Court, and the Supreme People's Procuracy on the implementation of the Constitution, laws, resolutions of the National Assembly, ordinances, and resolutions of the Standing Committee of the National Assembly in 2025.
During the discussion session, 56 delegates spoke and 2 delegates engaged in debate. The specific content is as follows:
- Regarding the assessment of the results of implementing the socio-economic development plan for 2025 and the projected socio-economic development plan for 2026: Delegates generally agreed with the Government's Report and the National Assembly's Economic and Financial Committee's verification report. The focus was on analyzing and clarifying the achievements in implementing the socio-economic development plan for 2025, such as: macroeconomic stability, inflation control, and growth promotion; disbursement of public investment capital; development of import and export markets; operation of the two-tiered local government; ensuring social security and people's livelihoods. At the same time, National Assembly delegates emphasized that despite global economic fluctuations and impacts from natural disasters and epidemics, Vietnam still achieved many positive results: 15 out of 15 important economic indicators met or exceeded the plan. The economy has experienced impressive growth, macroeconomic stability has been maintained, inflation is well controlled, and GDP is projected to reach 8% in 2025. Many areas, such as infrastructure investment, institutional reform, digital transformation, and innovation, have achieved positive results. In addition, delegates also pointed out limitations and challenges in the management and implementation of the socio-economic development plan and proposed many key, breakthrough tasks and solutions to achieve double-digit GDP growth targets, rapid and sustainable socio-economic development linked to green transformation, innovation, digital transformation, and improved labor productivity and the competitiveness of the economy in 2026 and subsequent years.
- Regarding the results of implementing the National Assembly's resolutions on the 5-year plan for the period 2021-2025: socio-economic development; economic restructuring: Delegates assessed that this term has many bright spots, maintaining political stability, strongly developing transportation infrastructure, the state economy playing a leading role and creating an important foundation for national development; especially, GDP increased from 346 billion USD to 510 billion USD, placing Vietnam in the top 32 in the world, demonstrating the correct leadership of the Party and the decisive management of the Government. In addition, delegates focused on evaluating the level of completion of key targets, the effectiveness of the economic restructuring process associated with the innovation of the growth model; analyzing the limitations in restructuring public investment, state-owned enterprises, and finance and banking; At the same time, it proposed and recommended many solutions to ensure sustainable socio-economic development in the period 2026-2030.
- Regarding the Government's report, the Chief Justice of the Supreme People's Court, and the Prosecutor General of the Supreme People's Procuracy's report on the issuance of documents adjusting the content within the National Assembly's authority to address issues arising from the restructuring of the state apparatus, promoting decentralization and delegation of power, and resolving obstacles caused by legal regulations: Delegates' opinions focused on assessing the consistency and uniformity of the legal system, clarifying obstacles in the implementation of Resolution No. 190/2025/QH15 of the National Assembly on handling some issues related to the restructuring of the state apparatus, and Resolution No. 206/2025/QH15 of the National Assembly on special mechanisms for handling difficulties and obstacles caused by legal regulations. In addition, delegates proposed and recommended many solutions to improve the document issuance process; strengthen accountability and control of power in management and administration.
- Regarding the reports of the Government, the Supreme People's Court, and the Supreme People's Procuracy on the implementation of the Constitution, laws, resolutions of the National Assembly, ordinances, and resolutions of the Standing Committee of the National Assembly in 2025: Delegates assessed that the Government, the Supreme People's Court, and the Supreme People's Procuracy have made efforts, acted responsibly and decisively, closely followed the requirements of the Party and the National Assembly, innovated implementation methods, promoted strengths and overcame shortcomings and limitations, and simultaneously implemented many solutions to improve institutions, enhance the quality and effectiveness of lawmaking and law enforcement; at the same time, they proposed many solutions to improve the effectiveness and efficiency of law enforcement and ensure uniformity and discipline, meeting the requirements of national governance in the new period.
During the discussion, Deputy Prime Minister Pham Thi Thanh Tra; Minister of Culture, Sports and Tourism Nguyen Van Hung; and Minister of Agriculture and Environment Tran Duc Thang delivered speeches to explain and clarify some issues raised by National Assembly deputies.
