Prime Minister: The Nhon Trach 3 and 4 Thermal Power Projects demonstrate the spirit, courage, and intelligence of Vietnam.

Prime Minister Pham Minh Chinh stated that the Nhon Trach 3 and 4 Thermal Power Projects convey a message about Vietnam's new stature in enhancing competitiveness and ensuring national energy security.

On the morning of December 14th, Prime Minister Pham Minh Chinh attended the inauguration ceremony and the commissioning of the Nhon Trach 3 and Nhon Trach 4 power plant complexes in Dong Nai province – unveiling a plaque commemorating the 14th National Congress of the Communist Party of Vietnam.

Speaking at the event, Prime Minister Pham Minh Chinh stated that this is a model project, a prime example; demonstrating the spirit, courage, intelligence, and stature of Vietnam.

Attending the inauguration ceremony were: Tran Sy Thanh, Chairman of the Central Inspection Committee ; Nguyen Hong Dien, Minister of Industry and Trade; Vu Hong Van, Secretary of the Dong Nai Provincial Party Committee; representatives of leaders from central ministries, departments and agencies; leaders of provinces and cities; and representatives of diplomatic agencies and international organizations in Vietnam.

The project establishes six key points.

The Nhon Trach 3 and Nhon Trach 4 power plants are invested in by the Vietnam Oil and Gas Power Corporation, a subsidiary of the Vietnam National Energy and Industry Group (Petrovietnam).

The project has a total investment of approximately $1.4 billion, with the Lilama-Samsung C&T consortium acting as the EPC general contractor.

With a total capacity of 1,624MW, Nhon Trach 3 and Nhon Trach 4 power plants are expected to supply more than 9 billion kWh/year when operating stably, supplementing the base power supply with a large capacity for the system, especially in the southern region.

The plant complex also serves as a flexible power source, supporting system dispatch and balancing in the context of the increasing proportion of renewable energy.

The project is invested according to modern technological standards, using GE's 9HA.02 generation gas turbines (USA) - the turbine series with the highest technology, power, and efficiency in the world today. As a result, the plant achieves an efficiency of 62-64%, among the highest currently available.

The 9HA.02 technology meets stringent emission standards and allows for flexible fuel switching, from LNG to the ability to burn hydrogen blends up to 50%, with a view to using 100% hydrogen in the future.

The Nhon Trach 3 and 4 thermal power plants serve as a model for the LNG power centers that Petrovietnam plans to develop in the future, laying the foundation for a modern era of gas-fired power in Vietnam; in line with Petrovietnam's strategic development orientation until 2030 and vision to 2050, which is to develop energy industrial centers, with LNG power being the cornerstone of the national energy structure.

As Vietnam's first LNG projects, the Nhon Trach 3 and Nhon Trach 4 power plants faced numerous unprecedented difficulties and obstacles, ranging from the legal framework and policy mechanisms for LNG power development, the lack of government guarantees, the selection of high-tech equipment suppliers, to handling a large volume of investment and construction procedures, securing funding, land clearance, raw materials, and equipment transportation.

The project has received strong attention and direction from the Government, the National Steering Committee on Power Development, the Ministry of Industry and Trade, and other relevant ministries and agencies; along with the coordination of the People's Committee of Dong Nai province and units in the industry such as Vietnam Electricity Group, National Power Transmission Corporation, Electricity Trading Company, PV Gas, and Tin Nghia Corporation.

Throughout the construction process, 3,257 officials, employees, and workers from the investor, general contractor, and 138 subcontractors participated in the construction; approximately 40,000 tons of steel structures and equipment and 120,000 m³ of concrete were installed; the total recorded working time reached 10 million man-hours.

The Nhon Trach 3 and Nhon Trach 4 power plants received investment approval from the Prime Minister in April 2019.

Following the design appraisal process, investment project approval, and contractor selection, the EPC contract was signed in March 2022. By February 5, 2025, Nhon Trach 3 Power Plant will be connected to the national grid; and by June 27, 2025, Nhon Trach 4 will be connected to the national grid.

PV Power is committed to safe and efficient operation, ensuring that both power plants operate stably and at high efficiency, strictly adhering to environmental protection regulations, while also fulfilling its social responsibility responsibilities in the local area and partnering with Dong Nai province in its sustainable development goals.

Speaking at the event, amidst the nationwide atmosphere of actively striving to successfully complete the goals and tasks for 2025 and the entire 2021-2025 term, and to celebrate the 14th National Congress of the Party, Prime Minister Pham Minh Chinh, on behalf of General Secretary To Lam and other Party and State leaders, extended his respectful greetings, heartfelt regards, and best wishes to the delegates.

The Prime Minister emphasized that ensuring national energy security is a crucial component of national security; it is a strategic foundation and an urgent requirement for the country's rapid and sustainable development in the new era.

Over the past period, the energy sector has maintained stable growth, basically ensuring national energy security, meeting the increasingly high demands for socio-economic development, ensuring national defense and security, and improving people's lives.

During the past term, the Party, State, and Government have focused particularly on implementing decisively and comprehensively the solutions and strategic directions for national energy development, from building and perfecting institutions and planning, to inspecting, monitoring, and urging the organization and implementation.

Among these, the Government submitted to the National Assembly for approval the Law on Oil and Gas, the amended Law on Electricity; issued decrees on the implementation of energy saving and efficiency; approved the Power Development Plan VIII and its revised version; the National Energy Master Plan; inspected, urged, and resolved difficulties for key energy infrastructure projects such as the 500kV circuit 3 transmission line, the 500kV Lao Cai-Vinh Yen transmission line, the O Mon Power Center; and the Thai Binh 2 Thermal Power Plant and the Song Hau Thermal Power Plant projects.

“These results were achieved in a challenging context, demonstrating the maturity of the leadership and guidance of our Party, headed by the General Secretary; the State management agencies such as the National Assembly, the Government, ministries, sectors, and localities; the pioneering, proactive, strong, and mature role of State-owned corporations and enterprises, including Petrovietnam; the coordination of domestic and foreign businesses; and the support of the people,” the Prime Minister affirmed.

According to the Prime Minister, most recently, the Politburo issued Resolution No. 70-NQ/TW dated August 20, 2025, on ensuring national energy security until 2030, with a vision to 2045, meeting the requirements of continuous growth of over 10% in the coming period, achieving the country's two centenary goals; and developing synchronously, rationally, and diversifying energy sources.

Rapidly developing and sustainable countries all possess a strong, stable, and modern energy infrastructure. Therefore, electricity must be one step ahead, paving the way for industrialization and enhancing the competitiveness of the economy and the nation.

The Prime Minister stated that for every 1 percentage point increase in economic growth, electricity growth must be 1.5-2 times higher. Currently, the country's peak electricity consumption capacity is 54,500 MW, meaning the annual electricity growth rate is between 6,500 and 8,200 MW.

In the coming period, Vietnam will focus on developing strategic breakthroughs such as high technology, semiconductor chip manufacturing, building large national data centers, green transformation, building high-speed rail systems, urban rail, and especially digital transformation.

With over 9 billion kWh of electricity supplied annually from the Project, the commissioning of Vietnam's first LNG plant complex has laid the foundation for the country's gas-fired power market, providing a proactive and stable power source. This marks a significant step in building a flexible, clean, stable, and modern national energy system with "six outstanding features": lowest investment cost; largest scale; most modern technology; highest capacity; shortest EPC contractor selection time; and most competitive commercial electricity price.

This is a model project, a prime example, showcasing the spirit, courage, intelligence, and stature of Vietnam.

Analyzing the project's particularly important significance for the development of the country, economic regions, and localities, the Prime Minister pointed out that the project affirms Vietnam's efforts to fulfill its commitment to reducing emissions to "zero," ensuring carbon neutrality by 2050 as stated at COP26; ensuring energy security while protecting the environment and national resources; marking a fundamental shift in thinking, models, and development trends for green, sustainable, and modern energy sources, reducing carbon emissions by 40% compared to coal-fired power plants and 30% compared to oil-fired power plants; providing a solution to the problem of ensuring national energy security, playing an intermediary role in the transition process, minimizing the instability of the power system as the proportion of renewable energy increases rapidly; and serving as strategic infrastructure contributing to the development of the Southern key economic region.

This important project, implemented by the Vietnam National Energy and Industry Corporation, demonstrates the leading role of state-owned enterprises in ensuring energy security and sustainable development, as well as proving the organizational, operational, coordination, and risk management capabilities of the enterprise; laying the foundation for Vietnam's LNG power development roadmap, creating momentum for the Power Development Plan VIII and helping Vietnam integrate more deeply into the global LNG supply chain.

Reviewing the project's implementation process leading up to its commissioning, which was fraught with unprecedented difficulties and challenges, and required quick, timely, and accurate solutions, the Prime Minister stated that with the decisive involvement and direction of the Government, the Prime Minister, ministries, sectors, and localities under the leadership of the Party, the difficulties and obstacles in the project have been gradually overcome. Construction has focused on completion with the spirit of "overcoming the sun, conquering the rain, not losing to storms," ​​"3 shifts, 4 teams," "eating quickly, sleeping urgently," "working through holidays and Tet," and "working day and night."

Considering this a model project, exemplary in many aspects from progress, quality, safety, environmental sanitation, and resettlement for the people; a source of pride in the maturity of Vietnam's oil and gas and electricity industries; and a demonstration of Vietnam's spirit, courage, intelligence, and stature, the Prime Minister warmly commended, acknowledged, and appreciated the efforts and determination of the Vietnam National Energy and Industry Group, the Vietnam Oil and Gas Power Corporation, ministries, sectors, localities, and domestic and foreign contractors in bringing the Nhon Trach 3 and Nhon Trach 4 power plants into operation, ensuring progress, quality, preventing violations, maintaining site discipline, and the highest safety standards; and also thanked the people who gave up their land, moved their homes, and resettled to facilitate the project's implementation.

The Prime Minister emphasized that the success of the project will not only contribute to spreading enthusiasm and motivation, but also serve as a valuable lesson for the continued implementation of subsequent renewable energy projects.

To ensure the project operates effectively and plays a clear strategic role in guaranteeing national energy security, the Prime Minister requested PVN Group to continue affirming its role as the national energy corporation with a guiding and leading role for the entire industry; serving as a cornerstone in ensuring national energy security and implementing the digital transformation, green growth, and energy transition strategies.

Relevant agencies and entities operating the project must ensure absolute compliance with international standards on safety, performance optimization, and environmental regulations; strengthen coordination with agencies in the national power system, apply science and technology, artificial intelligence, and optimal solutions to operate the system stably, and take advantage of the hourly electricity pricing mechanism to increase revenue when prices are high.

Relevant ministries, sectors, and agencies should develop long-term LNG supply plans, combining spot delivery to reduce price fluctuation risks, and integrating international and domestic contractors to reduce costs and optimize maintenance expenses; immediately review and remove institutional and legal bottlenecks and obstacles, cut unnecessary administrative procedures, create the most favorable conditions for businesses, and build a fair, transparent, and stable investment and business environment, especially by perfecting a synchronized mechanism and policy for the entire LNG supply chain and the operating mechanism of LNG thermal power plants.

The head of government stated that the success of the Nhon Trach 3 and 4 power plant projects serves as a model, a driving force, and a source of confidence, creating a foundation for the continued implementation of key national energy infrastructure projects in the future.

The project is an affirmation and a message about Vietnam's new stature in enhancing competitiveness and ensuring national energy security in the era of national development towards a prosperous, civilized, happy, and strong socialist society.

The Prime Minister affirmed that the Vietnam National Energy and Industry Corporation has participated in the global production and supply chain; it is a multinational corporation of Vietnam - a leading state-owned economic group in Vietnam with a warrior spirit, daring to think, daring to act, daring to venture and overcome itself, capable of acting as the EPC general contractor for large energy projects.

The government is committed to accompanying, listening to, resolving difficulties and obstacles, and creating all favorable conditions for relevant entities to maximize their capabilities and excellently fulfill their tasks and missions, with a transparent institutional framework, smooth infrastructure, and smart governance. Prime Minister Pham Minh Chinh congratulated the Nhon Trach 3 and Nhon Trach 4 LNG power plants on their effective operation; and the Vietnam National Energy Corporation on its remarkable growth and maturity in recent years. Thanking the "oil and gas warriors" of the past years, the Prime Minister expressed confidence that the Vietnamese oil and gas industry will continue to develop and stand shoulder to shoulder with the oil and gas industries of other countries in the world.

At the event, Prime Minister Pham Minh Chinh presented the Prime Minister's Certificate of Merit; leaders of ministries and sectors presented certificates of merit and awards to collectives and individuals who achieved outstanding results in the implementation of the Nhon Trach 3 and 4 Thermal Power Projects.
