The election of National Assembly deputies and People's Council deputies is a significant political event, a grand festival for the entire nation, and a vivid manifestation of socialist democracy in Vietnam.
Resolution No. 199/2025/QH15 of the 15th National Assembly has set the election date for deputies to the 16th National Assembly and deputies to People's Councils at all levels for the 2026-2031 term as March 15, 2026.
The Vietnam Fatherland Front plays a crucial role and has extremely important responsibilities in the election of National Assembly deputies and People's Council deputies at all levels, as specifically stipulated in the Law on Election of National Assembly Deputies and People's Council Deputies, the Law on the Vietnam Fatherland Front, and many other legal documents providing detailed regulations and guidance for implementation.
Throughout the elections for National Assembly and People's Council representatives, the Vietnam Fatherland Front has proactively and actively prepared and participated in organizing all steps and tasks to ensure that election day truly becomes a festival for the entire nation.
The Standing Committee of the Central Committee of the Vietnam Fatherland Front has issued the Fatherland Front's Handbook on Election Participation to help cadres, civil servants, and employees within the Fatherland Front system effectively exercise their rights and responsibilities in the election of deputies to the 16th National Assembly and the election of deputies to People's Councils at all levels for the 2026-2031 term, in accordance with current laws, and to facilitate information retrieval during the implementation of tasks.
The Handbook is structured into two parts. Part 1 presents in detail seven topics guiding the implementation of the rights and responsibilities of the Fatherland Front in accordance with the contents of election work.
Part 2 compiles legal documents and guidelines for the Vietnam Fatherland Front at all levels participating in the election of deputies to the 16th National Assembly and the election of deputies to People's Councils at all levels for the 2026-2031 term.
The important rights and responsibilities of the Vietnam Fatherland Front in the election of National Assembly and People's Council representatives are stipulated as follows:
Participating in election-related organizations; organizing consultations to select and nominate candidates for National Assembly and People's Council representatives at all levels; coordinating voter conferences at the commune level and voter outreach meetings; participating in disseminating information and mobilizing voters to comply with election laws; receiving citizens, handling petitions and complaints, participating in resolving grievances, denunciations, suggestions, and feedback related to elections and candidates; participating in monitoring the election of National Assembly and People's Council representatives at all levels.
Regarding participation in election-related organizations, Article 21 of the Law on Election of National Assembly Deputies and People's Council Deputies stipulates that local election-related organizations include: Election Committees at the provincial and city levels; Election Committees at the commune, ward, and special administrative region levels; National Assembly Deputy Election Boards; Provincial People's Council Deputy Election Boards; Commune People's Council Deputy Election Boards; and Polling Stations.
Regarding the authority to establish election-related organizations: After consultation with the Standing Committee of the People's Council and the Standing Committee of the Vietnam Fatherland Front at the same level, the People's Committee shall decide to establish election committees at all levels, election boards, and polling stations in accordance with the provisions of the Election Law.
Regarding the establishment timeline: Election committees at all levels must be established no later than November 30, 2025. Election boards for National Assembly representatives and People's Council representatives at all levels must be established no later than January 4, 2026. Polling stations must be established no later than January 31, 2026.
Regarding the organization of consultative conferences to select and nominate candidates for National Assembly deputies and People's Council deputies at all levels, the Vietnam Fatherland Front is responsible for organizing and presiding over three rounds of consultative conferences as stipulated in the Law on Election of National Assembly Deputies and People's Council Deputies.

Specifically, the Standing Committee of the Vietnam Fatherland Front at all levels proactively coordinates with the Standing Committee of the People's Council and the Election Committee at the same level to carry out the consultation process for selecting and nominating candidates for the National Assembly and People's Council in accordance with regulations; selects appropriate times for organizing consultations; coordinates with the Standing Committee of the National Assembly and the Standing Committee of the People's Council to prepare documents, carefully review the structure, composition, number, and results of voter consultations at the workplace or place of residence of the nominated candidates to ensure compliance with regulations.
The Standing Committee of the Vietnam Fatherland Front at all levels shall proactively propose and agree with the Standing Committee of the People's Council at the same level on the projected allocation of candidates for nomination so that the list of nominated candidates submitted to the second consultative conference ensures the necessary surplus for the conference to consider and select the preliminary list of candidates for National Assembly and People's Council representatives.
The list of candidates submitted to the third consultative conference must ensure that the number of nominees exceeds the number stipulated in the Law on Election of National Assembly Deputies and People's Council Deputies.
If a candidate fails to gain the confidence of more than 50% of the total number of voters attending the voter meeting in their place of residence, they will not be included in the list of nominees at the third consultative meeting, except in special cases that require clear reporting for the consultative meeting to consider and decide.
A special case is when individuals who meet the eligibility criteria and are expected to be nominated as candidates for the National Assembly or People's Council, but due to specific work conditions that limit their contact with voters and the people in their place of residence, do not receive more than 50% of the total votes of confidence from voters attending the meeting.
The organization of voter conferences is carried out as follows: Organizing voter conferences at the workplace: For candidates working full-time at Party agencies, the Vietnam Fatherland Front Committee, member organizations of the Front, and other social organizations, the conference to gather voter opinions at the workplace is convened and chaired by the leadership of the agency or organization. Organizing voter conferences at the place of residence: The Standing Committee of the Vietnam Fatherland Front Committee at the commune level, in coordination with the People's Committee at the same level, convenes and chairs a voter conference at the place of residence to gather opinions and express the confidence of voters in the place of residence regarding candidates for National Assembly and People's Council representatives (including nominated candidates and self-nominated candidates). This conference is held in the village or residential area where the candidate permanently or temporarily resides.
If the permanent or temporary residence cannot be determined, a voter meeting will be held in the village or residential area where the candidate is currently living.
In cases of force majeure due to epidemics or natural disasters that prevent the organization of in-person meetings, online meetings or opinion polls should be conducted among candidates in agencies, organizations, and units, as well as voters in their places of residence.
Election campaigning is conducted in accordance with the Law on Election of National Assembly Deputies and People's Council Deputies.
Candidates' election campaigns are conducted through various forms: meeting and interacting with voters at voter outreach meetings in their respective constituencies; and through mass media.
The Standing Committee of the Fatherland Front at all levels, when organizing voter outreach meetings, needs to coordinate with the Election Committee at the same level regarding the number of voter outreach meetings. Based on this, they should inform the candidates so that the candidates can proactively plan and organize their implementation.
For candidates running for National Assembly representative, there must be at least 12 elections. For candidates running for Provincial People's Council representative, there must be at least 7 elections.
For candidates running for the People's Council at the commune level, there must be at least 5 meetings. After the voter outreach meetings, the Standing Committee of the Vietnam Fatherland Front Committee at the provincial level prepares a report on the organization of voter outreach meetings for candidates running for the National Assembly and People's Council at the local level, and the voters' opinions on each candidate running for the National Assembly, and sends it to the National Election Council and the Standing Committee of the Central Committee of the Vietnam Fatherland Front.
The Standing Committee of the Vietnam Fatherland Front at the commune level shall prepare a report on the organization of meetings with voters by candidates for the People's Council in their locality and send it to the Election Committee at the same level and the Standing Committee of the Vietnam Fatherland Front at the provincial level.
Regarding the work of receiving citizens, handling petitions, and resolving complaints, denunciations, and suggestions related to elections, the Standing Committee of the Vietnam Fatherland Front at all levels is responsible for organizing citizen reception (assigning personnel to receive citizens and handle complaints, denunciations, and suggestions); inspecting the work of receiving citizens and handling complaints, denunciations, and suggestions of lower-level Vietnam Fatherland Front Committees; supervising the work of receiving citizens and handling complaints, denunciations, and suggestions by individuals and organizations responsible for receiving citizens and handling complaints, denunciations, and suggestions; and implementing the reporting regime as prescribed.

Regarding election supervision, the Vietnam Fatherland Front Committee is responsible for monitoring the implementation of election policies and laws by relevant state agencies, organizations, and individuals, focusing on the following aspects: the establishment and operation of the National Election Council and local election-related organizations; the nomination of candidates for the National Assembly and People's Councils; the submission of candidacy documents by candidates and nominated individuals; the organization of voter consultations in their places of residence regarding candidates; the preparation and posting of voter lists; the preparation and posting of candidate lists; election campaigning and propaganda; the voting and vote counting process; and the receipt, processing, and resolution of complaints, denunciations, petitions, and feedback related to election work.
The implementation of the election process by the Vietnam Fatherland Front requires strict adherence to legal regulations and close coordination to ensure fairness and accuracy, from the nomination of candidates to the supervision of the voting process.
The Fatherland Front Committees at all levels need to thoroughly understand the guiding documents and adhere to them to implement the directives carefully, reliably, and in accordance with regulations.
The Standing Committee of the Vietnam Fatherland Front at all levels should proactively develop implementation plans at their respective levels with detailed schedules and content, outlining daily and weekly tasks to be completed; thoroughly disseminate and implement regulations and procedures; and closely monitor the local situation.
At the same time, the Fatherland Front at all levels will strengthen coordination with local election organizations, agencies, organizations, and units in organizing consultative conferences, candidate nomination conferences, voter conferences, and other tasks under the responsibility of the Vietnam Fatherland Front Committee to ensure smooth and unified implementation, in accordance with regulations and election schedules.
The Standing Committee of the Vietnam Fatherland Front at the provincial level shall send the minutes of the consultative meetings, paying attention to the situation of self-nominated candidates, one day after each consultative meeting.
A report on the progress of nominating candidates for National Assembly and People's Council representatives must be submitted no later than February 3, 2026.
A report on the organization of conferences to gather opinions from voters in their places of residence and work (if any) regarding candidates for National Assembly representatives and People's Council representatives at all levels must be submitted no later than February 9, 2026.
A report on the situation and results of organizing meetings between candidates and voters to conduct election campaigns, along with a summary of voters' recommendations to the Party, the State, and the Central Committee of the Vietnam Fatherland Front, must be submitted no later than 5 PM on March 14, 2026.
A quick report on the situation and results of the local election day: by March 15, 2026. A report on the monitoring activities of the Vietnam Fatherland Front Committee no later than March 20, 2026.
A summary report on the work of the Fatherland Front in participating in the election of deputies to the 16th National Assembly and deputies to the People's Councils at all levels for the 2026-2031 term, along with a summary list of elected National Assembly deputies who are cadres of the Fatherland Front, mass organizations, ethnic minorities, and religious groups in their respective localities, must be submitted no later than March 30, 2026.
