
During his visit and inspection of key items such as the runway, aircraft parking area, main passenger terminal, baggage conveyor area, air traffic control tower, etc., the Prime Minister was pleased to see that the progress of these items had been accelerated, especially since General Secretary To Lam visited, inspected, and directed the construction work.
The Prime Minister requested that investors and relevant units concentrate maximum human resources, machinery, and equipment to ensure the simultaneous groundbreaking and inauguration ceremonies of key projects nationwide on December 19th. Visiting and presenting gifts to engineers and workers at the construction sites, the Prime Minister urged a "three shifts, four teams" work ethic, emphasizing "eating quickly, sleeping urgently," and "overcoming the sun and rain, not giving up in the face of storms," especially striving to complete all items on schedule, ensuring quality, labor safety, environmental hygiene, and maintaining a green, clean, and beautiful landscape.
The Prime Minister also directed the Ministry of National Defence to deploy additional forces from Military Region 7 to support the investor in completing the project.

The Ministry of Construction announced that, based on a resolution of the National Assembly, the Prime Minister approved the Long Thanh International Airport construction project, phase 1, with a total investment of VND 109,111.742 billion, equivalent to USD 4,664.89 million. The project is scheduled for implementation from 2020 to 2026 and comprises four component projects:
Component Project (DATP) 1: State administrative office buildings: Assigning relevant state administrative agencies (Customs, Public Security, Border Police, Port Authority, Health Quarantine) as the investor, using state budget funds or mobilizing investment capital through public-private partnerships (BTL or BLT form) in cases where the managing agency cannot allocate funds. The total investment for the project is VND 293.26 billion;
DATP 2: Air traffic control facilities are invested in by the Vietnam Air Traffic Management Corporation (VATM). The total investment is VND 3,435.25 billion.
Project 3: Essential infrastructure projects at airports, with Vietnam Airports Corporation - JSC (ACV) as the investor. The total investment is VND 99,019.26 billion.

DATP 4: Other works (Cargo terminal No. 2, express cargo terminal, cargo handling warehouse, aircraft cleaning area, ground equipment maintenance area, in-flight catering area, aircraft maintenance area, engine test bench, aviation industrial park, aviation logistics area... investors were selected by the former Ministry of Transport; Airport City, fuel pipeline system from the source port to the port boundary, airline operations center assigned to the People's Committee of Dong Nai province for implementation). Total investment is VND 6,363.67 billion.
Implementation status
DATP1 (headquarters of the management agencies) is currently under construction, with completion guaranteed before December 19, 2025.

DATP2 (air traffic management facility): The air traffic control tower is currently undergoing final work and equipment installation to ensure technical flight services are operational by December 19, 2025, and will be completed synchronously according to the overall project schedule.
DATP3 (Construction of Essential Works): The project has 15 bidding packages, of which 3 have been completed and 12 are under construction. Besides items such as the runway and 2 connecting roads, other items (passenger terminal, taxiways, runway 2, etc.) are being implemented simultaneously to ensure basic construction completion before December 19, 2025, guaranteeing conditions for technical flight operations on December 19, 2025; and simultaneously putting into commercial operation in the first half of 2026.
DATP4 (construction of other service facilities): For priority projects to serve phase 1 exploitation, which are being actively implemented by investors, the goal is to basically complete the construction before December 19, 2025; ensuring synchronous exploitation according to the overall project schedule.

Regarding some transportation routes connecting to Long Thanh International Airport:
Component Projects 1, 2, and 3 of the Bien Hoa-Vung Tau Expressway: The project has a total length of approximately 53.7 km (approximately 34.2 km in Dong Nai province and 19.5 km in Ho Chi Minh City). It is being developed as an expressway with a design speed of 100 km/h, and a cross-section of 4-6 lanes in each section of Phase 1, with expansion to 6-8 lanes in the completion phase. The adjusted total investment is 21,551 billion VND.
The project is divided into 3 sub-projects. Of these, DATP3 has been completed.
The project implementation progress is as follows: DATP 1 has a length of 16km, passing through Dong Nai province; Total investment: 6,693 billion VND; Governing body: People's Committee of Dong Nai province; Investor: Dong Nai Provincial Investment and Construction Project Management Board; comprising 2 construction packages (Package No. XL18 and No. XL21).
Construction work: There are 2 construction packages, the output to date is about 1,524/2,498 billion VND, reaching 61%, 17% behind the plan, including: (1) Package No. 18 construction of the section from Km0+000-Km6+200, about 710/1,261 billion VND reaching 56%, 24% behind the plan; (2) Package No. 21 construction of the section Km6+200-Km16+000, about 814/1,237 billion VND reaching 66%, 10% behind the plan.
Difficulties and obstacles: There are still 5 households located on the service road from Km12+450 to Km12+950 in Binh An commune (DATP1) and within the scope of the overpass on DT.770B road (DATP2) that have not yet been cleared. The progress of DATP1 is slow (only about 61% completed, 17% behind schedule), due to delays in land clearance, difficulties with embankment materials, and heavy rainfall.
DATP 2: Length 18.2km, passing through Dong Nai province; Total investment: 7,642 billion VND; Governing body: Ministry of Construction; Investor: Project Management Board 85; The project consists of 2 construction packages (Package No. 9-XL and No. 10-XL).

Land clearance work: the area for the overpass on Provincial Road 770B at Km25+800 has not yet been handed over.
Construction work: There are 2 construction packages, the output to date is about 2,995/4,279 billion VND reaching 72.00%, 1.43% behind the plan, including: (1) Package No. 9-XL construction of the section Km 16+000 - Km 23+000, about 1,659/2,162 billion VND reaching 79.4%, 1.1% behind the plan; Package No. 10-XL construction of the section Km 23+000 - Km 34+200, about 1,336/2,116.7 billion VND reaching 65.36%, 1.77% behind the plan.
Difficulties and obstacles: Production reached 72%, 1.43% behind schedule, due to initial difficulties in sourcing materials and land clearance. Currently, the units are striving to open the main route for technical traffic on December 19, 2025, and put the project into operation in 2025.
DATP 3 (completed): To date, output has reached VND 1,656/VND 1,706.36 billion, achieving 97.07%. Technical traffic was opened on April 19, 2025, ensuring synchronized operation of the entire project along with component projects 1 and 2 in December 2025. Regarding the addition of the My Xuan-Ngai Giao-Hoa Binh DT991 interchange: Survey and project adjustment/supplementation have been completed; procedures are being finalized, and construction is expected to commence in Q1/2026.
Capital allocation and disbursement: Project 1 has disbursed VND 709.58 billion for 2025, reaching 77%. Project 2: Has disbursed VND 999.61 billion for 2025, reaching 56.31%. Project 3: Has disbursed VND 1,023 billion for 2025, reaching 57.53%.
After inspecting the construction site, Prime Minister Pham Minh Chinh chaired a meeting with relevant ministries, departments, and units regarding the progress of the Long Thanh International Airport construction.
Concluding the meeting, Prime Minister Pham Minh Chinh highly appreciated the progress of the project, noting that several key items such as the air traffic control tower, runway, 80MW power plant, water supply, fuel tanks; communication system; and access roads to the airport… have been basically completed. Items such as passenger jet bridges and the planting of grass and flowers in various areas of the airport are being urgently completed.
The Prime Minister stated that contractors are currently mobilizing maximum resources on the construction site; he said he has directed the Ministry of National Defense to deploy forces from Military Region 7 to support the completion of the airport. Specifically in the air traffic control tower area, approximately one additional army regiment is needed to expedite the completion of the remaining work. Tasks that can be done by machine should be done, and tasks that can be done manually should utilize the maximum available military personnel. The police force needs to ensure security and order, especially to guarantee the safety of the inauguration and groundbreaking ceremonies for key projects, with the main focus being Long Thanh International Airport on December 19th.

The Prime Minister requested the implementation of tasks as directed by General Secretary To Lam during his working visit to Long Thanh International Airport; the implementation of the conclusions of the Prime Minister; Deputy Prime Minister Tran Hong Ha; and the announcement of the Minister of Construction.
The Prime Minister emphasized the development of the aviation economy and aviation ecosystem at Long Thanh Airport with a medium-term and long-term vision, not just focusing on the airport itself; and simultaneously developing an aviation city.
The Prime Minister commended several ministries and agencies for their active participation and significant contributions to the completion of the airport. The People's Committee of Dong Nai province directed relevant agencies and units to expedite the handover of land for airport connection projects. Ho Chi Minh City directed investors and contractors to complete the remaining items of Component Project 3. The Ministry of Construction directed Project Management Board 85 to complete the projects according to the 2025 plan.
Regarding Long Thanh International Airport, the Ministry of Construction directed ACV and relevant agencies to finalize flight scenarios; and directed the Vietnam Air Traffic Management Corporation to continue completing Component Project 2. The Ministry of Public Security directed the Fire Prevention and Fighting Police Department to coordinate with relevant units to review and ensure safety and fire prevention conditions for the airport.
The People's Committee of Dong Nai province has directed relevant agencies to coordinate with the Ministry of Construction, the Ministry of Public Security, ACV, and the Vietnam Air Traffic Management Corporation to ensure the safe execution of technical flights on December 15, 2025, the inaugural flight, and the ceremony on December 19. It has also directed investors constructing the aircraft fuel pipeline to expedite the completion of investment procedures to ensure early commencement of construction, guaranteeing its completion in conjunction with the project's commercial operation plan.
ACV continues to coordinate with airlines to operate the airport; the Ministries of Finance, Public Security, Agriculture and Environment, and the People's Committee of Dong Nai province are requested to consider directing the investors of projects under DATP1 to urgently complete construction, industrial cleaning, and register the inauguration of the projects, and send the information to the Ministry of Construction for compilation and reporting to the Prime Minister.

The Prime Minister requested that the functional facilities of ministries and agencies at the airport be actively completed; paying particular attention to avoiding any mistakes; commending the spirit of the investor, contractors, and supervisory consulting units; and requesting awards for collectives and individuals with outstanding achievements in the project construction. Vietnam Airlines and Vietjet are striving to complete the aircraft hangar construction projects.
The Prime Minister stated that there is not much time left until December 19th, and the workload is enormous; therefore, all relevant parties must make a great effort. The project management board must develop a specific plan to effectively request support from the military.
The Prime Minister expressed confidence that with a very high level of determination, with the close leadership and guidance of the Party, State, and Government, along with the spirit of unity, high determination, great effort, and aspiration to contribute of all cadres, engineers, and workers on the construction site, the Long Thanh International Airport Project and its connecting projects will be completed on schedule, ensuring quality and reaching international airport standards.
