The Tenth Session of the 15th National Assembly concluded with a profound impression on voters and the people regarding its spirit of urgency, frankness, and responsibility. This was not only the final session of the term but also a particularly important political and legal event, opening up many new opportunities and expectations for the 2026-2030 development period. The National Assembly fulfilled its roles: legislation, supervision, and decision-making on major issues.

An unprecedented volume of legislation – creating a new framework for development.

The fact that the National Assembly passed 51 laws and 39 resolutions, including 8 normative legal resolutions, is particularly impressive. This volume accounts for nearly 30% of the total normative documents of the entire term, demonstrating a strong determination to improve institutions and create a legal framework for areas ranging from economy , society, environment, digital transformation to national defense and security.

From a local perspective, voter Le Van from Quy Nhon ward, Gia Lai province, highly appreciates the way the National Assembly has "hit the mark" in addressing pressing issues in practice: administrative reform, decentralization and delegation of power, social welfare, educational reform, improving the investment environment, digital transformation, and ensuring national defense and security amidst many uncertainties. In particular, many new laws have been amended to be more streamlined, modern, and to increase the autonomy of local authorities. This shows that legislative thinking has shifted strongly from "management" to "facilitation," keeping pace with the "pulse of life" and promptly grasping and respecting the opinions of voters and the people. Examples include: the Personal Income Tax Law (amended), the Population Law, the Law amending and supplementing certain articles of the Law on Citizen Reception, the Law on Complaints, the Law on Denunciations... voters emphasized.

Following each session, it's easy to see that National Assembly deputies have maximized their representative role, daring to speak out, debate, and take responsibility. National Assembly Chairman Tran Thanh Man acknowledged the "dedication, effort, and utilization of every minute" spirit of the deputies – something that local voters clearly felt as issues of people's lives and practical problems were brought to the parliamentary floor. Delegates from disaster-stricken areas and remote regions frankly reflected the concerns of the people; delegates from specialized fields presented insightful arguments and recommendations based on in-depth research. "This is a very necessary combination to ensure that national policies permeate the breath of life. The voices of the voters have been received, absorbed, and cherished by elected representatives and brought to the forum of the session," affirmed voter Nguyen Trong Dong from K'rong Nang commune, Dak Lak province.

The statement emphasized by the Speaker of the National Assembly at the closing session: "Urgently and comprehensively implement the laws and resolutions that have just been passed" - is not only a reminder of responsibility, but also a political imperative to resolve long-standing bottlenecks in law enforcement.

With the official implementation of the two-tiered local government model, the need to "ensure law enforcement remains a weak point" has become more urgent than ever. Local governments – those closest to the people – are facing pressure to make significant changes; the situation of "everyone interpreting and acting independently" cannot be allowed to continue. Voter Ngo Duc Mai from Hung Nguyen commune, Nghe An province, frankly stated: Laws and resolutions are issued quickly, but their implementation at the grassroots level remains hesitant, slow, and inconsistent… A short statement, but enough to highlight the gap between the legislative chamber and real life that needs to be narrowed soon. These "bottlenecks" are not new, but are "combining" in the context of increasingly large management tasks and ever-higher demands from the people.

According to voter Nguyen Tien Dung from Hiep Luc commune, Thai Nguyen province, the central government should continue to organize national conferences and forums on the implementation of laws, which have been held in recent years and have proven effective. Afterward, localities should connect the network and utilize digital technology to disseminate the information down to the commune level, ensuring that at least officials from the commune to the central level understand the regulations and then disseminate them to the entire population. In addition, specific hands-on guidance is needed for those implementing the laws, especially at the commune level. “Many obstacles in implementation don’t lie in the law itself, but in the people implementing it. Commune and ward officials need to be updated quickly, accurately, and clearly. Training must be linked to real-life situations,” the voter suggested.

“The dissemination and education of law is currently very convenient; people can easily access the law in an understandable way: videos, infographics, online seminars, and digital platforms. However, this is a step that has long been neglected. Local newspapers must do a good job of ‘policy translation,’ helping the law reach the people in a more accessible way,” suggested Ms. Thuy Duong from Truong Vinh ward, Nghe An province.

The Tenth Session not only summarized the term of the 15th National Assembly but also laid the legal foundation for the 2026-2031 term. The National Assembly fulfilled its roles: legislation, supervision, and decision-making on major issues. The remaining task – the most challenging part – lies in establishing the basis for the serious implementation of laws and the transformation of resolutions into concrete actions. This is also the true measure of a National Assembly that serves the people and of a constructive, honest, and proactive governance system.
