In fostering development, the law must lead the way.

The 10th session of the 15th National Assembly has completed 40 working days, passing laws and resolutions to promote development and institutionalize the Party's policies.

The 10th session, the final session of the 15th National Assembly term, concluded after 40 working days; completing all the planned agenda items and focusing on successfully fulfilling tasks in the areas of legislation, supervision, and decision-making on important national issues.

The tasks and demands of the country in the new development stage require the entire Party, the entire people, and the entire army to highly promote the spirit of patriotism, the aspiration for development, the strength of the people, and the great national unity; to strongly innovate thinking; and to implement strategic decisions synchronously and effectively.

In this series of three articles looking back at the session, VNA reporters review the particularly important milestones in the 15th National Assembly's term.

These were timely policy decisions made to meet practical requirements, contributing to creating an important foundation for our country to enter a new era of development.

Lesson 1: Building and developing, the law must be one step ahead.

Legislative work at the 10th Session of the 15th National Assembly achieved outstanding results with a record volume, breakthrough quality, and a constructive spirit. The National Assembly considered, discussed, and voted to pass 51 laws and 39 resolutions, including 8 normative legal resolutions. This is a very large volume of legislation, accounting for nearly 30% of the total number of laws and normative resolutions issued during the entire term of the 15th National Assembly.

These documents focus on institution building, removing bottlenecks, and promoting new growth drivers for the country.

On the afternoon of November 4th, at the 10th session of the National Assembly, General Secretary To Lam exchanged information and discussed several new points and important orientations in the draft documents to be submitted to the 14th National Congress of the Party. In particular, the General Secretary emphasized the need to more clearly define the national governance model for the coming period: governance based on transparent laws, reliable data, modern digital infrastructure, a streamlined apparatus, honest and disciplined officials, and a commitment to public service.

Such governance is constructive and developmental governance, not a system of granting favors and privileges.

Throughout the 15th National Assembly's term, legislative work has been strongly institutionalizing the spirit of constructive and development-oriented legislation.

In particular, the 15th National Assembly amended and supplemented several articles of the Constitution; the National Assembly proactively reformed its thinking in lawmaking, actively and promptly institutionalized the Party's policies into law, affirming its pioneering role in institutional reform; promoted the application of digital technology, digital transformation, and artificial intelligence; and for the first time, successfully organized two forums on law and supervision.

The National Assembly has enacted many important laws on perfecting the socialist rule of law; streamlining the organizational structure and reorganizing administrative units; combating corruption, waste, and negative practices, especially in the fields of finance and budget, culture and society, health and education, ensuring social security; resources and environment; science and technology; innovation and digital transformation; national defense and security, foreign affairs, and international integration..., creating an important foundation for our country to enter a new era of development.

For example, in the context of judicial reform and enhanced international cooperation, at its 10th session, the National Assembly passed four important laws based on the separation and detailed provisions of the 2007 Law on Mutual Legal Assistance, aiming to ensure a separate legal basis for each specific field and promote international integration. The adoption of the Law on Specialized Courts in International Financial Centers will create a complete legal basis for quickly and effectively resolving complex disputes in international investment and business activities using modern procedures consistent with international practices.

The National Assembly has laid the legal foundation for the digital era and high-tech development, making science and technology the main driving force for growth. This includes the enactment of important laws on technological foundations such as: the Law on Digital Transformation; the Law on Artificial Intelligence (AI); the Law on High Technology; and the Law amending and supplementing a number of articles of the Law on Technology Transfer.

With the passage of the Artificial Intelligence Law, Vietnam has become one of the first countries in the world to have a dedicated law on artificial intelligence (AI).

Laws such as the Cybersecurity Law, the Law on Protection of State Secrets, and the E-commerce Law were passed to complete a comprehensive legal system to guide and manage the development of technology and digital transformation safely and effectively.

In addition, the National Assembly has issued important resolutions to create a flexible and superior legal framework for large cities, thereby contributing to strengthening decentralization and empowering localities to take initiative.

These include Resolutions amending and supplementing certain articles of Resolution No. 98/2023/QH15 on piloting some specific mechanisms and policies for the development of Ho Chi Minh City; Resolution amending and supplementing certain articles of Resolution No. 136/2024/QH15 on the organization of urban government and piloting some specific mechanisms and policies for the development of Da Nang City; and Resolution piloting some specific mechanisms and policies to implement large and important projects in Hanoi.

These specific mechanisms and policies help promote urban development, while simultaneously improving the quality of urban governance and effectively mobilizing social resources.

The National Assembly focused on laws regulating the macroeconomy and investing in high-quality human resources. Recognizing high-quality human resources as a key factor, the National Assembly passed three new laws related to education and training on December 10th: the Law amending and supplementing certain articles of the Education Law; the Law on Vocational Education (amended); and the Law on Higher Education (amended).

The National Assembly's resolutions on specific and outstanding mechanisms and policies to achieve breakthroughs in education and training development, and the resolution on the investment policy for the National Target Program on modernization and improvement of the quality of education and training for the period 2026-2035 were also adopted at this session.

Speaking on the sidelines of the National Assembly, Representative Nguyen Thi Viet Nga (Hai Phong) said that the aforementioned laws and resolutions, with their many amendments, have been received with enthusiasm by voters nationwide.

New education policies are all important, directly related to the development of the education sector and the rights of citizens and learners. Along with that are policies related to the teaching staff...

The adoption of the amended Planning Law and the Resolution stipulating certain mechanisms and policies to remove difficulties and obstacles in the implementation of the Land Law will contribute to promptly resolving "bottlenecks," aligning with new management requirements and promoting socio-economic development goals.

According to Minister of Agriculture and Environment Tran Duc Thang, the handling of difficulties and obstacles in BT (build-transfer) contracts signed before the Resolution takes effect will be addressed in the Resolution on resolving difficulties and obstacles in outstanding projects, in order to ensure consistency and uniformity in the approach to handling them, similar to other projects...

The National Assembly has demonstrated the State's responsibility in protecting, caring for, and improving the health of the people through the Population Law and the Law on Disease Prevention; and issued a Resolution on some breakthrough mechanisms and policies for the work of protecting, caring for, and improving the health of the people. This is considered a major step forward in perfecting the legal framework, meeting the urgent requirements for transforming population policies and enhancing disease prevention capacity in the new context...

The laws passed covered most key areas, addressing many new and constantly changing issues; they promptly institutionalized the Party's new policies and resolutions, focusing on removing institutional bottlenecks, especially in the fields of land, investment, planning, construction, environment, and energy; and they helped to create a healthy corporate bond and real estate market.

The achievements have created a new legal framework, providing a solid foundation for implementing development goals in the final years of the five-year plan (2021-2025) and preparing for the next development phase.

Delegate Tran Hoang Ngan (Ho Chi Minh City Delegation) noted that the legal system, oriented towards development, has clearly taken shape, especially in promoting decentralization and delegation of power in the spirit of "local authorities decide - local authorities act - local authorities are responsible."

With the largest volume of legislative work in the history of the National Assembly sessions, this is vivid evidence of the spirit of the law leading the way, paving the path for innovation, and using the lives and interests of the people as the yardstick for policy.

Lesson 2: Enhancing the effectiveness and efficiency of state management.
