The application of digital technology to innovate the content and methods of Party branch activities has become an urgent requirement to enhance the leadership capacity and fighting strength of grassroots Party organizations.

The application of digital technology to innovate the content and methods of Party branch activities has become an urgent requirement to enhance the leadership capacity and fighting strength of grassroots Party organizations. When implemented systematically and synchronously, digital transformation helps grassroots Party organizations operate more efficiently and transparently, contributing to creating new momentum to bring the Party's resolutions into life.

Bring about a qualitative transformation.

Directive No. 50-CT/TW dated July 23, 2025, of the Party Central Committee affirms the paramount importance of improving the quality of Party branch activities in the new period, while also outlining eight groups of tasks and solutions. The directive emphasizes the implementation of digital transformation in Party branch activities, promoting the application of information technology, effectively deploying the "Electronic Party Member Handbook" in Party branch activities; ensuring information security and safety, and strictly managing the content of Party branch activities in the digital environment.

According to Comrade Tran Thu Ha, Head of the Party Organization and Member Affairs Department of the Central Organization Committee, in the face of rapid changes in social life, the requirement for serious and substantive branch meetings is becoming increasingly important, as it is a key factor in enhancing the leadership capacity and fighting strength of grassroots party organizations. The strong changes in working methods, communication, and information access in the digital environment require branch meetings to significantly innovate the content and form of their activities. The digital environment also facilitates the improvement of branch meeting quality through easier meeting schedule announcements, faster access to documents, increased interaction, effective application of the "Electronic Party Member Handbook," and public evaluation, inspection, and supervision. Practical experience shows that branch meetings using party member management software, online meetings, and thematic discussions with graphic illustrations and engaging videos have contributed to substantial improvements in the quality of branch meetings.

Digital transformation also facilitates the maintenance of regular meetings, ensuring sufficient attendance in special cases, such as when party members are working, traveling far away, or attending combined meetings. The Giang Dong village Party branch in Quang Binh commune, Thanh Hoa province, currently has 36 party members, including 5 who are exempt from attending meetings and 4 who work far away. Party branch meetings are maintained in an orderly and high-quality manner; however, some difficulties remain due to a portion of party members working far away, students studying outside the locality, and self-employed individuals with unstable employment. Party branch secretary Vo Duy Dung stated: "Innovating the content and methods of meetings to suit the actual conditions of the party branch is an urgent issue. Therefore, in addition to traditional methods, the party branch organizes online meetings or a combination of in-person and online meetings, especially for thematic meetings, preliminary reviews, and final summaries, creating conditions for maximum party member participation."

At the same time, effectively utilizing technological applications such as the "Electronic Party Member Handbook," Zalo groups, etc., helps to transmit information, disseminate resolutions and meeting materials quickly and promptly, and understand the thoughts and aspirations of Party members. We need to promote the development of a "digital Party branch" model so that meetings, management, storage, and information exchange are seamless. When Party branches are fully equipped with devices and internet connections, and Party members possess digital skills, Party branch meetings will become more flexible and efficient, while also contributing to increased transparency and discipline in the branch's operations.

Flexible implementation, ensuring discipline and democracy.

The application of digital technology in Party branch activities is an important step in the comprehensive modernization of Party building work. However, from the practical implementation, it can be seen that the digital transformation of Party branch activities is also posing many challenges. These include the lack of synchronized technological infrastructure in some areas, especially in remote and rural regions; many older Party members still face difficulties in using the technology; and, in particular, some Party committees are still hesitant in managing meetings, lacking the skills and proficiency to apply information technology in organizing discussions and summarizing opinions, leading to low quality of thematic meetings.

Furthermore, there are challenges regarding security and information management because in the digital environment, the risk of leakage of internal information, confidential documents, or unauthorized access and exploitation is ever-present. According to Associate Professor, Dr. Lam Quoc Tuan, Director of the Institute of Party Building, Ho Chi Minh National Political Academy, in the coming time, to make the innovation of Party branch activities associated with the application of digital technology truly effective and sustainable, it is necessary to continue to improve the regulatory system; build a suitable and secure digital platform; enhance the digital capacity of Party members; diversify the content of activities; and strengthen inspection and supervision using digital data. More importantly, it is necessary to create a new cultural environment within the Party branch: democratic, open, transparent, and disciplined; in which the leader plays a core role in leading and spreading the spirit of innovation.

Implementing digital transformation in Party branch activities is an essential requirement in the new situation. However, digital technology cannot replace the human element; its value is only realized when the Party committee, branch secretary, and individual Party members possess high political determination and appropriate digital skills. Comrade Nguyen Thi Thu Hoai, Deputy Head of the Party Building Department of the Communist Magazine, shared that the effectiveness of applying technology in Party branch activities is demonstrated through the synchronization of awareness, perseverance in training, and flexibility in implementation. Digital transformation contributes to ensuring the main spirit of the meeting—direct discussion and dialogue—when distance and space are limited, and ensures the leadership role of the Party branch in carrying out political tasks.

During the period when the entire Party is intensifying efforts to build and strengthen the Party and the political system, improving the quality of Party branch activities in conjunction with digital transformation must be based on the Party's principles, ensuring discipline, democracy, and close ties with the people. Each Party branch should proactively apply technology, maintain discipline, and leverage collective intelligence; Party activities will become increasingly substantive and effective.
