
1. In the context of many projects facing land acquisition issues, some localities have shown flexibility by staying close to the people, understanding their aspirations and concerns, and promoting the benefits of the projects to the people being compensated and relocated, as well as to the community and society. From this, some communes and wards in the southeastern part of the province, such as Phan Son, Luong Son, Suoi Kiet, Tan Hai, Phuoc Hoi, La Gi, etc., have successfully persuaded residents to hand over their land first, with compensation to be paid later. This has facilitated construction and contributed to the disbursement of public investment funds.
In Phan Son commune, where the project to renovate and upgrade National Highway 28B is located, the section passing through the commune is a case in point. Started in April 2024, the project was expected to be completed in December 2025, but recently, the construction unit has been sluggish, failing to meet the schedule, and blaming the delay on a lack of available land. In reality, before the district of Bac Binh, the communes with land within the project area had already encouraged residents to hand over their land to the construction unit. Only the areas with existing structures have not been handed over by the residents, including the 6.3 km currently in Luong Son commune that remains problematic. During the transition period between the two levels of local government, compensation and land clearance work was interrupted. After the merger, Phan Son commune established a Compensation and Land Clearance Team for National Highway 28B. Besides the commune's People's Committee chairman, the team also includes representatives from various organizations to understand the people's aspirations, including unresolved grievances.
Mr. Mai Hong Dang, Chairman of the People's Committee of Phan Son commune, said: "The team has approached the people, thoroughly discussed issues they were unclear about, and listened to their concerns. Through this, we have both encouraged and shared with the people, while simultaneously persuading them to understand the true meaning and importance of the benefits of the project to renovate and upgrade National Highway 28B, the section passing through the commune. This has led to the people's agreement and close cooperation with the local government in carrying out all stages of land clearance. Thanks to this high level of consensus, households and individuals whose land is being acquired have continued to hand over the land for the investment project according to the overall schedule..." According to Mr. Dang, on October 20, 2025, the People's Committee of the commune issued a decision approving the detailed compensation plan for the remaining 10 cases. It is expected that compensation and resettlement support will be disbursed to these 10 cases before October 31, 2025. Therefore, by the end of October, Phan Son commune will complete the compensation process to hand over 100% of the land to the construction unit.
2. Mr. Tran Thanh Que, Vice Chairman of the Tan Hai Commune People's Committee, said that a resident in the commune recently voluntarily dismantled his structure to hand over the land to the commune and the construction unit of the DT719B coastal road project, the Hon Lan - Tan Hai section, but unfortunately suffered a leg injury. This was Mr. Tran Thanh Ton, from Ba Dang village, one of the households that handed over the land to build a resettlement house in Ba Dang in the first phase. On October 2nd, he was dismantling his old house when he was injured. Upon hearing the news, the Commune People's Committee, along with the Provincial Transportation Project Management Board and the construction unit, visited him and presented gifts. Notably, upon learning of the incident, the Standing Committee Member of the Provincial Party Committee and Vice Chairman of the Provincial People's Committee, Nguyen Hong Hai, sent gifts to Mr. Ton to encourage him and acknowledge his family's contribution in setting an example by handing over the land early to ensure the project's progress.

The DT719B coastal arterial road, the Hon Lan - Tan Hai section, has a total length of approximately 10.4 km with a total investment of VND 663.883 billion. This road is crucial for transporting goods, especially for connecting the area to develop the Dinh Thay Thim tourist area and linking the coastal region from La Gi to Tien Thanh and Mui Ne. Currently, about 94% of the land has been handed over, meeting the construction schedule.
To achieve this, the Tan Hai Commune People's Committee has decisively implemented a comprehensive set of solutions, both in terms of legal procedures and by actively engaging with residents to disseminate information and persuade them to hand over the land in advance. Mr. Tran Thanh Que, Vice Chairman of the Tan Hai Commune People's Committee, stated: After the establishment of Tan Hai Commune, the construction project for the coastal road axis of DT719B, the Hon Lan - Tan Hai section, still had 19 households. Previously, the La Gi Town People's Committee had approved the compensation, support, and resettlement plan and decided to reclaim the land. However, during implementation, these households did not agree to accept compensation and hand over the land for construction. After the Tan Hai Commune People's Committee took over, they successfully persuaded all households to hand over 100% of the land.
3. In Suoi Kiet commune, the Ba Ta - Tra Tan road upgrade and expansion project has a length of 15.1 km and a total investment of VND 102.165 billion. Construction began on January 11, 2024, and is expected to be completed by the end of 2025. To date, the project has reached approximately 98% completion.

The road is located in the province's largest rubber-growing area, so previously, many households along the route set up makeshift stalls selling food and essential supplies to rubber tappers. In addition, there were also auxiliary structures built by residents encroaching on the roadside to collect rubber latex... To ensure the construction could proceed on schedule, the commune organized numerous campaigns to encourage residents to dismantle these structures and simultaneously promoted early handover of land so that the road could be constructed seamlessly without interruption.
According to the People's Committee of Suoi Kiet commune, the road passing through the commune has a total land acquisition area of 19.86 hectares/140 files, including 136 households and 4 organizations. Land acquisition notices have been issued to all 140 households, individuals, and organizations for the project. Regarding the two households requiring compensation for the expansion of the Ba Ta - Tra Tan road, an area of approximately 23.8 m2 in the Ba Ta bridge area has been surveyed and the files handed over to the Tanh Linh Land Fund Development Board, which is continuing to carry out the compensation and support procedures.
These are some communes that have done well in land clearance work, thanks to their flexible approach of being close to the people. Hopefully, these exemplary cases will be replicated in many other localities.
