Hanoi Party Secretary: The experience of land clearance for Ring Road 1 should be replicated to ensure the progress of other projects.

On the afternoon of December 11th, a conference was held at the headquarters of O Cho Dua ward, Hanoi City, to evaluate and draw lessons from the land clearance work for Ring Road 1 (Hoang Cau - Voi Phuc section).

The conference was held in person at the O Cho Dua ward location and connected online to 126 communes and wards throughout the city.

Attending the conference at the O Cho Dua ward's remote location were Politburo member and City Party Secretary Nguyen Duy Ngoc; Central Committee member, Deputy City Party Secretary and Chairman of the City People's Committee Vu Dai Thang; Standing Deputy City Party Secretary Nguyen Van Phong; Deputy City Party Secretary and Chairwoman of the City People's Council Phung Thi Hong Ha; and Deputy City Party Secretary Nguyen Trong Dong.

Attending the conference were members of the Standing Committee of the City Party Committee, leaders of the City People's Council and People's Committee, and city departments and agencies; the Standing Committee of the Party Committees of O Cho Dua, Lang, and Giang Vo wards; and collectives and representatives of households in O Cho Dua, Lang, and Giang Vo wards.

Land clearance work has been largely completed.

Reporting at the conference, Vice Chairman of the Hanoi People's Committee Truong Viet Dung stated that for many years, the area designated for the construction of Ring Road 1 (Hoang Cau - Voi Phuc section) has been one of the hotspots for infrastructure and traffic congestion. With narrow road widths, high population density, and dilapidated infrastructure, residents are restricted from repairing and constructing, leading to prolonged social unrest and directly impacting the quality of life and urban aesthetics. Therefore, resolving this bottleneck is of particular importance, creating a foundation for the comprehensive upgrading of technical infrastructure, improving the conditions for travel, living, and business activities of the people; and enhancing the value of land exploitation and the efficiency of urban space utilization in the city.

Under the close guidance of the City Party Committee and the decisive involvement of the entire political system, the land clearance work for the project has been basically completed. The total area recovered reached 153,341 m², affecting 1,983 households and organizations. Of these, O Cho Dua Ward and Giang Vo Ward have completed the clearance for all 591/591 and 795/795 households respectively. Lang Ward has completed the clearance for 596/597 households, with one organization still finalizing the land handover procedures.

According to the Vice Chairman of the People's Committee of Ho Chi Minh City, this is a very significant result, because the entire area was considered one of the most complex bottlenecks of the project. A milestone showing a strong transformation in implementation effectiveness is the deployment of the two-tiered local government model from July 1, 2025.

This breakthrough clearly reflects the political determination, unified leadership methods, and organizational capacity of the local government after implementing the two-tiered local government model. It also affirms the correctness of the decentralization and delegation strategy that the city has implemented.

The completion of basic land clearance in an area that was once a hotspot for traffic congestion, high population density, dilapidated infrastructure, and long-standing social grievances has created favorable conditions for the comprehensive upgrading of the technical infrastructure system, improving the transportation and living conditions of the people, and enhancing the value of land exploitation and urban space in the area.

The Vice Chairman of the City People's Committee stated that, from the outset, identifying land clearance as the biggest bottleneck determining the project's progress, the Standing Committee of the City Party Committee, headed by the City Party Secretary, regularly listened to reports, resolved each obstacle, and closely monitored developments on-site weekly, creating a unified direction for the entire political system. Based on this, on December 4, 2025, the City People's Committee issued a Decision setting the completion date for land clearance before December 15, 2025, and the entire project within 2026. This established a clear framework, timeline, discipline, and close coordination among all levels and sectors.

In parallel with directing the progress, the City People's Committee promptly approved 16 support policies before July 1, 2025, and supplemented policies on social housing and housing support for disadvantaged cases. These policies were issued publicly, transparently, and in accordance with regulations, ensuring the legitimate interests of those whose land was expropriated, contributing to resolving long-standing issues and strengthening public consensus.

From an implementation perspective, the project's results demonstrate the crucial role of local Party committees and authorities. The Party Secretaries and Chairmen of the wards directly supervised each working group and each area. Cadres and Party members stayed close to the grassroots, persistently engaging in persuasion and dialogue. The Fatherland Front and other political and social organizations participated. The police and urban order forces ensured discipline and security throughout the land acquisition process. This coordinated effort created a solid foundation for the successful implementation of land clearance.

7 lessons learned

According to Vice Chairman of the Ho Chi Minh City People's Committee Truong Viet Dung, some general lessons can be drawn from the implementation experience for large-scale projects in the future.

Firstly, the responsibility of the leader is crucial. Wherever the Party Secretary or Chairman directly supervises, inspects, and engages in dialogue, progress is significantly improved, and administrative discipline and order are enhanced.

Secondly, the synchronized involvement of the entire political system, from the city level to the grassroots, is a prerequisite. Unified understanding and smooth coordination have helped maintain progress while ensuring political and social stability.

Thirdly, timely removal of obstacles related to mechanisms and policies is a key factor. Specific support policies, if issued at the right time, to the right target group, and by the right authority, will create direct changes in land clearance.

Fourth, decentralization and delegation of power associated with the two-tiered local government model significantly shortens the work process and increases the proactiveness and responsibility of the ward People's Committee.

Fifth, ensuring adequate housing and land for resettlement from the outset creates peace of mind and stability for the people, thereby shortening the negotiation time and limiting prolonged disputes.

Sixth, strengthening inspection and supervision throughout the implementation process helps ensure that policies are implemented correctly, promptly corrects shortcomings, and reinforces the people's trust.

Seventh, promoting flexible and creative approaches from the grassroots level, from meeting with officials and directly meeting with each household, listening and persuading, to applying digital platforms to update progress daily, receiving and processing suggestions promptly, has yielded practical results.

Vice Chairman of the People's Committee of Ho Chi Minh City, Truong Viet Dung, also stated that, based on the results achieved, the Party Committee and the People's Committee of the city are committed to completing the remaining procedures to hand over the entire cleared land area on schedule, before December 15, 2025. They will also direct the immediate commencement of construction after receiving the land, ensuring strict management and protection of the cleared land area to prevent new violations. The People's Committee of the city will also continue to review and systematize the approved specific policies so that the People's Committees of communes and wards have a basis for application.

At the conference, Tran Dinh Cuong, Director of the Hanoi City Civil Construction Investment Project Management Board, pledged that immediately after receiving cleared land from the wards, the Board would work with the contractor and be determined to complete the technical route before January 15, 2026, as directed by the City Party Secretary Nguyen Duy Ngoc.

In his concluding remarks at the conference, City Party Secretary Nguyen Duy Ngoc expressed his gratitude and commendation to the officials, civil servants, neighborhood committee members, and people of the three wards of O Cho Dua, Lang, and Giang Vo for their cooperation in completing the land clearance work for the Ring Road 1 construction project (Hoang Cau - Voi Phuc section).

According to the City Party Secretary, the construction of a ring road system in the capital city is very urgent, aiming to serve the transportation needs of the people as well as the socio-economic development of the city and localities in the Hanoi Capital Region. Therefore, completing land clearance for these projects is of great importance, creating a crucial foundation for their completion.

Emphasizing the importance of national and capital city development, and the completion of planning and project implementation, the City Party Secretary stated that land clearance is particularly crucial in these tasks, contributing to creating space and complete infrastructure for economic development. Therefore, in the coming period, leaders and officials of communes and wards need to clearly define their tasks and responsibilities and must adhere to the implementation roadmap.

“Experience from the land clearance work for the Ring Road 1 project shows that, in the past, we have acted decisively, made breakthroughs, and received the consensus of the people and organizations. The city has specifically assigned city leaders and departments to coordinate the implementation of the task; this is an approach that needs to be further promoted. The responsibilities of the locality must be clearly defined, and the responsibilities of the departments must also be clearly separated, aiming to create synergy throughout the city,” the City Party Secretary emphasized.

According to the City Party Secretary, at today's conference, all leaders of communes and wards listened to the experiences of three wards in the land clearance work for the Ring Road 1 project. This helped them understand their responsibilities and authority in resolving issues related to each project at the local level.

Party Secretary Nguyen Duy Ngoc stated that the city is focusing on addressing five pressing issues (flooding, environmental pollution, traffic congestion, urban order, and food safety). In the process of resolving these issues, departments, agencies, and localities must clearly assign responsibilities, tasks, levels of authority, and timelines for implementation. Furthermore, the city will continue to decentralize power and authority, allowing localities to make decisions, take action, and be held accountable, with the goal of better serving citizens and businesses and fostering local development.

Regarding the Ring Road 1 project (Hoang Cau - Voi Phuc section), City Party Secretary Nguyen Duy Ngoc requested that localities through which the project passes continue to coordinate with the City's Civil Construction Investment Project Management Board to clean and tidy up the areas that have been cleared for construction. At the same time, he urged the public to beautify the streets, ensuring urban aesthetics.

Party Secretary Nguyen Duy Ngoc instructed the City's Civil Construction Investment Project Management Board to immediately calculate the earliest possible construction plan and to minimize disruption to people's travel during construction. Construction units should erect barriers as they proceed and focus on traffic management to ensure the most convenient travel for the public.

Party Secretary Nguyen Duy Ngoc also suggested replicating the methods and experiences in land clearance for the Ring Road 1 project, with the aim of clearing land to facilitate project construction, ensuring progress, minimizing the impact on people's lives, and protecting the environment in the construction area.
