The government has just issued Resolution 405/NQ-CP, agreeing to extend the time for resolving policies and regulations for those working outside the allocated staff quota at associations assigned tasks by the Party and State at the provincial and district levels - a group directly affected by the organizational restructuring process.

According to the resolution, the implementation of policies under Resolution 07/2025/NQ-CP (issued on September 17, 2025) will be extended until December 31. This extension applies to cases where individuals worked at associations before July 1 but were affected by the reorganization of administrative structures and units at all levels according to Conclusion 183-KL/TW of the Politburo .

Previously, the implementation of administrative unit restructuring in the 2023-2025 period led many localities to adjust the functions and tasks of specialized associations, resulting in changes to the number of non-permanent employees. Some provinces and cities requested more time to review and finalize plans for placement or support for affected individuals, avoiding omissions or improper payments.

The government believes that extending the deadline to the end of the year gives localities sufficient time to issue specific guidelines, allocate funds, and accurately identify beneficiaries; while also ensuring the legitimate rights of workers, especially those with long years of service but not included in the staffing quota.

The extension also helps to reduce pressure on local internal affairs agencies, which are simultaneously implementing many major tasks such as streamlining the apparatus, revising job positions, building a civil servant structure based on new job positions, and preparing for the next phase of administrative unit reorganization.

The government has requested that localities promptly implement the directives, ensuring timely and complete payments, preventing complaints, and thereby maintaining the stability of personnel and operations of associations during the transition period.
