Two options for the Red River waterfront boulevard.
Deo Ca Group, representing the consortium of investors, has just submitted two detailed plans for the Red River Scenic Boulevard project to the Hanoi People's Committee. The two plans differ significantly in terms of route alignment, land acquisition costs, and total investment, with a difference of up to 60,000 billion VND.
This project is an important part of the Hanoi Capital City Planning for the period 2021-2030, with a vision to 2050, which identifies the Red River as the central green and landscape axis of the city.
Option 1: Minimize land acquisition.
This option has an estimated total investment of approximately 288,000 billion VND . The main route runs outside the dike, avoiding existing residential areas and following areas with high natural elevation.
- Land acquisition costs: Estimated at approximately 40,000 billion VND, accounting for 15% of the total investment.
- Structure: Approximately 60% of the route will be elevated (at an elevation not exceeding 15m), 30% will be on the riverbank, and 10% will be underground to cross existing bridges such as Long Bien and Chuong Duong.
- Scale: Total length of 86 km for both banks. The right bank of the Red River is 43 km long (6 lanes, 80 km/h) and includes a 27 km scenic road (4 lanes, 60 km/h). The left bank of the Red River is 42 km long (6 lanes, 80 km/h) and includes an 18 km parallel road (4 lanes, 60 km/h).
- Amenities include a monorail line approximately 80 km long running along both banks of the river.
The biggest advantage of this option is that it minimizes the impact on people's lives and ensures completion by 2030.

Option 2: Expanding the development space
Option 2 has a significantly higher total investment, approximately 348,000 billion VND . This option combines expanding the existing dike road with constructing a new route, similar to Option 1.
- Land acquisition costs: Up to 139,000 billion VND, accounting for 41% of the total investment and 3.5 times higher than Option 1.
- Route alignment: On the right bank of the Red River (narrow riverbank), the existing dike will be widened outwards. On the left bank of the Red River (wider riverbank), the route will extend beyond the dike, creating space for the development of new functional areas.
- Scale: The right bank of the Red River is 43 km long (with the dike expanded to add 6 lanes) and 27 km of scenic road. The left bank of the Red River is 36 km long (4 lanes, 80 km/h) and 33 km of scenic road.
- Amenities: Also includes an 80 km monorail line and a series of landscaped parks spanning approximately 2,100 hectares.
This plan creates new development space but faces significant challenges regarding land clearance, especially on the right bank of the Red River.
Comparison and the deciding factor
The choice of option largely depends on the city's ability to balance its resources, especially reciprocal land funds, state budget, and land clearance progress.

According to Dr. Dao Ngoc Nghiem, Vice President of the Vietnam Urban Planning and Development Association, minimizing land acquisition is a priority for large-scale projects. He emphasized that Hanoi needs to prioritize the quality of life and safety of its citizens.
The Red River zoning plan was approved by the Hanoi People's Committee in March 2022, covering an area of 11,000 hectares. The implementation of the scenic boulevard will be a concrete step in realizing this plan, transforming the Red River into a central scenic axis, connecting heritage sites, tourism , and services for the entire Capital region.
