Bright spots

In the first 9 months of 2025, the socio -economic situation in the province achieved comprehensive results in all fields. The economy grew quite well compared to the same period, notably: Gross Regional Domestic Product (GRDP) increased by 7.0%; Industrial Production Index (IIP) increased by 6.42%; Total retail sales of goods and consumer service revenue increased by 15.6%; Total export turnover of goods increased by 8.7%...

In particular, by October, the total state budget revenue in the province reached VND 30,813 billion, exceeding the Prime Minister's estimate by 10.1%; exceeding the Provincial People's Council's estimate by 4.1% and increasing by 48.6% over the same period last year. Of which, domestic revenue was more than VND 29,273 billion, exceeding the Prime Minister's estimate by 15.8%; exceeding the Provincial People's Council's estimate by 8.9% and increasing by 60.1% over the same period last year. In the tourism sector , the total number of visitors is estimated at more than 14.8 million, up 16.1% over the same period in 2024, reaching 94.3% of the annual plan. Total revenue from tourists is estimated at nearly VND 60,319 billion, up 20.1% over the same period, reaching 90.8% of the annual plan. This shows that Khanh Hoa tourism is on track to complete the 2025 target early.

Along with solutions to improve the investment environment and enhance the provincial competitiveness index, Khanh Hoa continues to affirm itself as an attractive destination for domestic and foreign investors, especially large corporations in the world . Since the beginning of the year, the province has successfully organized many investment promotion delegations and cooperation connections in countries such as the Russian Federation, South Korea, Australia, Poland, Czech Republic, Switzerland, Singapore, etc., welcoming and working with many investors interested in the investment environment and project development in the province. Thereby, attracting strategic investors with capacity, prestige and experience to invest in the province. At the same time, continuing to maintain dialogue conferences with enterprises and organizing delegations to visit and encourage enterprises to promptly remove difficulties and obstacles arising in the context of operating a two-level local government, as well as affirming the viewpoint of always accompanying enterprises, the development of enterprises is also the development of the province. To date, the province has attracted 66 non-budget investment projects with a total registered investment capital of about 458.6 trillion VND. Some large-scale projects in the industrial and urban sectors have created momentum for growth, such as: Ca Na Industrial Park (3,875 trillion VND); Ca Na LNG Thermal Power Plant (56 trillion VND); Cam Lam New Urban Area (283.3 trillion VND); Mui Co - Bai Ran Complex (4.2 trillion VND); Dam Mon New Urban Area (25.6 trillion VND); Tu Bong New Urban Area (43 trillion VND)...

The work of ensuring social security has been focused on, implemented fully, promptly, publicly and transparently. The program of eliminating temporary and dilapidated houses has achieved good results and has been completed so far. The work of preventing and fighting epidemics, caring for and protecting people's health has been strengthened. The fields of culture - society, national defense, security and the operation of the two-level local apparatus in the province have also achieved positive results. This is an optimistic signal, demonstrating the high determination and consensus of the whole province, creating an important foundation for a breakthrough in the fourth quarter and the whole year of 2025.

Continue to strengthen solutions

To achieve the target of GRDP growth of 8.1% in 2025, the GRDP growth requirement for the fourth quarter of 2025 must reach 11%. Therefore, the Provincial People's Committee directs departments, branches, agencies, units and localities to seriously grasp, synchronously, resolutely and effectively implement tasks and solutions for socio-economic development according to the Conclusions of the Central Committee, the Politburo, resolutions of the National Assembly, the Government, the direction of the Prime Minister and resolutions and conclusions of the Provincial Party Committee; urgently develop and promulgate the Plan to implement the Action Program of the Provincial Party Committee to implement the Resolution of the 1st Provincial Party Congress, term 2025 - 2030; continue to give maximum priority to promoting economic growth, focusing on promoting 4 economic growth drivers including: Industry - energy; tourism - services; urban - construction; Organize working sessions and meetings with businesses to promptly grasp and remove difficulties, promote production and business activities.

At the same time, departments, branches and investors need to prioritize focusing on accelerating the disbursement progress of public investment capital; strive to achieve 100% of the public investment plan by the end of 2025 in accordance with the Government's direction; investors with slow disbursement must review their responsibilities. In the state budget collection work, strive to collect 25% more than the Government's assigned estimate in 2025, associated with practicing thrift and combating waste in regular expenditure; speed up the implementation of important national infrastructure projects, inter-regional and key projects of the province; carry out well the work of site clearance, support and resettlement in accordance with the schedule set by the Central Government to implement the North-South High-Speed ​​Railway Project, Ninh Thuan Nuclear Power Plant Project 1 and 2; Speed ​​up the progress of investment in Bac Ai Pumped Storage Hydropower Project (1,200 MW) and Phuoc Hoa (1,200 MW), LNG Ca Na (1,500 MW)...

In addition, from the province to the grassroots level, it is necessary to continue to operate smoothly and effectively the two-level local government, avoiding congestion and interruptions that affect public service activities, handling administrative procedures, and providing online public services to people and businesses. In addition, the Provincial People's Committee requires departments and branches to strengthen the inspection and supervision of projects, especially projects with large investment capital; strengthen solutions to improve the investment environment, promote investment, create an open and transparent investment environment to attract domestic enterprises and FDI enterprises; strengthen the attraction, filling and putting into operation of secondary investors in industrial parks and clusters: Ninh Thuy, Du Long, Phuoc Nam, Trang E 2, Song Cau...

The economic picture of the province in the first 9 months of 2025 has shown that the management of the Provincial People's Committee is very drastic, flexible and effective. The strong rebound from budget revenue, pillar industries such as industry, energy, tourism... have grown strongly, not only affirming the province's internal strength, but also creating a solid foundation for the province to complete and exceed the targets for 2025 and the following stages.
