Tay Nha Trang Ward: Efforts to develop social insurance participants

Recently, Khanh Hoa Provincial Social Insurance (BHXH) coordinated with Tay Nha Trang Ward People's Committee and collection service organizations to work with secretaries and heads of hamlets and residential groups in the ward to implement the task of developing participants in social insurance and health insurance (BHYT). Many solutions have been set by the locality to complete the social insurance and health insurance targets in 2025.

Regular and extensive propaganda

In recent times, the Party Committee and the People's Committee of Tay Nha Trang Ward have strengthened the direction, administration, and serious implementation of directives, resolutions, and guiding documents of the Central Government and the Province on the implementation of social insurance and health insurance to cadres, civil servants, public employees, workers, and the People. In particular, the members of the Steering Committee for the implementation of social insurance and health insurance policies in Tay Nha Trang Ward have closely coordinated, assigned specific and clear tasks in performing tasks; the work of propagating and disseminating social insurance and health insurance regimes and policies has been regularly and extensively implemented in the ward.

Thanks to the synchronous implementation of many solutions, the implementation of social insurance and health insurance policies in the ward has achieved positive results. By the end of September, the whole ward had 17,282 people participating in compulsory social insurance, reaching 57.63% of the assigned target; 1,460 people participating in voluntary social insurance, reaching 62.49% of the target; 90,103 people participating in health insurance, the target of universal health insurance reached 94.73%.

At the meeting, the leaders of Tay Nha Trang Ward People's Committee reported a number of difficulties and problems in the implementation of social insurance and health insurance policies in the ward. Accordingly, the situation of people registering for permanent residence but not living in the locality makes it difficult to propagate and mobilize participation in social insurance. In addition, some people over 55 years old are afraid of their old age, so they do not want to participate in voluntary social insurance; many people have unstable incomes, so they have not participated in voluntary social insurance. Before July 1, 2025, some social insurance and health insurance collection agents were located at the People's Committees of communes and wards, so it was very convenient for people to come and buy health insurance and social insurance cards. Currently, social insurance and health insurance collection agents are located at the private homes of collection staff, so many people do not know how to contact to buy health insurance and social insurance cards.

Strive to achieve assigned targets

Mr. Nguyen Chi Danh - Vice Chairman of Tay Nha Trang Ward People's Committee said that the locality strives to achieve the assigned targets on social insurance and health insurance. Therefore, in the coming time, the Party Committee and People's Committee of the ward will strengthen the direction of cadres, party members, civil servants, and workers to mobilize their relatives to participate and maintain participation in voluntary social insurance; regularly review subjects with difficult circumstances but no longer receive support for health insurance premiums from the State to have support plans; mobilize benefactors and philanthropists to support the purchase of health insurance for people with especially difficult circumstances who do not have health insurance cards... The Ward People's Committee also requested the Provincial Social Insurance to preside over and coordinate with the locality to strengthen propaganda and mobilization work in many appropriate forms so that people can clearly see the benefits when participating in voluntary social insurance and health insurance.

According to Mr. Pham Xuan Hai - Deputy Director of the Provincial Social Insurance, in order to strive to complete the targets on developing voluntary social insurance and self-paid health insurance participants and promptly resolve difficulties and problems in the process of implementing and organizing the implementation of social insurance and health insurance in the locality, the Provincial Social Insurance has issued a plan to coordinate work with the People's Committees of wards and service organizations on the development of social insurance and health insurance participants in the wards: Nha Trang, Tay Nha Trang, Bac Nha Trang and Nam Nha Trang. Through the working session with Tay Nha Trang ward, the Provincial Social Insurance realized that the Party Committee and People's Committee of the ward have promoted the role and responsibility of the local government in propagating and implementing social insurance and health insurance policies and proposed effective implementation solutions. To complete the targets on social insurance and health insurance, from now until the end of the year, the locality needs to synchronously implement solutions to develop voluntary social insurance and self-paid health insurance participants in the area; assign tasks and assign targets to each department, each village and residential group. In particular, pay attention to developing participants in self-paying health insurance (households, students), voluntary social insurance (people with stable income, members of associations; relatives of officials and civil servants; security and order forces at the grassroots level...).
