According to statistics, as of October 16th, the total amount of public investment capital disbursed was 455 trillion VND, reaching 50.7% of the plan assigned by the Prime Minister and increasing by 14.5 trillion VND compared to the disbursement amount as of September 30th.

According to Prime Minister Pham Minh Chinh, the most important reason for the shortcomings and limitations in the disbursement of public investment capital is the organization and implementation process, which is ultimately due to human factors. Specifically, project preparation is often inadequate, investment policy approvals and decisions are inappropriate, and capital plans are not realistic, leading to numerous adjustments. There is also a tendency to avoid responsibility and fear of making mistakes, and a lack of close coordination between agencies.

During the recent group discussion on the socio-economic development plan for 2025 and the five-year plan for 2021-2025, and the projected socio-economic development plan for 2026, some opinions suggested reviewing, compiling, and clarifying the reasons for the slow disbursement of public investment, linking them to specific responsibilities. A general assessment would make it difficult to find effective solutions to improve the progress and quality of disbursement.

Specifically, according to the Chairman of the Committee on Culture and Social Affairs, Nguyen Dac Vinh, the slow disbursement of public investment is partly due to poor preparation and budgeting. For example, working in many localities has revealed situations where land areas have not been included in planning or where land clearance is predicted to be very difficult, yet are still included in project planning. These are issues related to the process and procedures for implementing public investment projects, not due to institutions or policies. Deputy Speaker of the National Assembly Nguyen Duc Hai also stated that the slow disbursement of public investment in recent times is due to inadequate investment preparation. Typically, public investment capital is allocated first, and only then does project preparation and implementation begin. The Law on Public Investment stipulates the separation of investment preparation from project implementation, but current capital allocation often focuses on paying for unfinished work and debt repayment, neglecting adequate allocation for investment preparation, including land clearance. Therefore, to improve the progress and efficiency of public investment disbursement, Deputy Speaker Nguyen Duc Hai suggested focusing on improving the quality of investment preparation. At this point, the time available to disburse over 49% of the 2025 public investment capital is just over two months. Therefore, as affirmed by Prime Minister Pham Minh Chinh, disbursing public investment must be considered a crucial political task for Party committees and governments. This requires focused leadership and guidance, exemplary conduct by officials, assignment of responsibilities, supervision, inspection, public awareness campaigns, and rigorous review, criticism, discipline, and rewards. Decentralization, delegation of authority, and individualization of responsibility are essential; projects must be meticulously prepared in accordance with legal regulations. Furthermore, timely, feasible, and effective solutions are needed to ensure the progress and objectives are met.
