The project to invest in building a road from Thai Binh city to Hung Ha district connecting with Hung Yen province (now the road from Thai Binh ward through Hung Ha commune connecting with Pho Hien ward, Hung Yen province) was approved by the Provincial People's Committee in Decision No. 305/QD-UBND dated July 16, 2025 with a total investment of VND 4,927 billion, supported by the provincial budget and the central budget. The project is invested by the Provincial Construction Investment Project Management Board No. 2, a joint venture of Xuan Quang Construction Joint Stock Company and Truong Son Construction Corporation with a total length of 24.8km, passing through Thai Binh ward and the communes of Nam Tien Hung, Tien Hung, Hong Minh, Hung Ha, Tien La and Ngu Thien, with the starting point at the intersection with National Highway 10, in Thai Binh ward, the end point at the beginning of the Luoc River overpass, in Ngu Thien commune. According to the design, the route meets the standards of a grade III plain road, with many modern and synchronous items. The section passing through TBS Song Tra Industrial Park is built according to urban road standards, with a cross-section of 63m; the area of Tra Ly bridge and approach road has a cross-section of 34m; the remaining sections are designed according to the model of parallel roads on both sides. The entire route has 8 bridges and 9 intersections at the same level, ensuring safety, smoothness and seamless connection with existing infrastructure. The expected implementation time is from 2025 to 2028.

Speaking at the groundbreaking ceremony, comrade Nguyen Huu Nghia, member of the Party Central Committee, Secretary of the Provincial Party Committee, emphasized that in recent years, the Party Committee, government and people of the two provinces of Hung Yen and Thai Binh (old) have always paid attention to directing and investing in the development of socio -economic infrastructure, especially transport infrastructure, a field that plays a key role in promoting socio-economic development, ensuring security and national defense in the area. The project of the road from Thai Binh ward to Hung Ha commune connecting with Pho Hien ward was started as a concrete step to realize the policy of Prime Minister Pham Minh Chinh at the working session on May 12, 2025 with the Standing Committee of Thai Binh Provincial Party Committee (old) in the orientation of maximizing potential and opportunities, focusing on promoting growth, investing in strategic infrastructure, especially connecting traffic infrastructure, in which priority is given to investing in the road connecting the old Thai Binh city area (now Thai Binh ward) with Hung Yen city (now Pho Hien ward) with a scale of 10 lanes, the most optimal and straightest route to effectively exploit the potentials and advantages of the new Hung Yen province after the merger and conveniently connect the economic and financial centers of the province with neighboring provinces and cities in the region.
"The project not only contributes to completing the essential traffic infrastructure of the province and the region, meeting the travel and freight transport needs of the people, but also opens up new development space, creating conditions for the formation of urban, service and industrial areas along the route, strongly attracting investment resources. At the same time, this is also a breakthrough in traffic infrastructure in the spirit of the Resolution of the 1st Hung Yen Provincial Party Congress, term 2025 - 2030" - Secretary of the Provincial Party Committee Nguyen Huu Nghia.
In order for the project to be deployed, implemented and completed ahead of schedule, ensuring quality and technical requirements, promoting investment efficiency, the Provincial Party Secretary requested the Construction Investment Project Management Board No. 2 to be resolute in directing and operating; strictly managing the quality, progress and investment capital throughout the implementation process; ensuring the project is deployed and completed ahead of schedule, complying with current regulations of law, safety and efficiency of the project. For construction units, supervision consultants, design consultants, it is necessary to mobilize modern equipment, select a team of capable and experienced human resources, organize construction scientifically and synchronously; strive to construct on schedule, ensure quality, complete and put the project into use soon, meeting the expectations of the people. The People's Committees of communes and wards in the project area continue to focus more strongly on site clearance work. The implementation of compensation, support and resettlement policies for households must comply with legal regulations, be suitable to reality, ensure the legitimate rights and interests of the people, and promptly hand over clean land to the contractor to ensure the progress of the project. The departments, branches and sectors of the province, especially the Department of Construction, the Department of Agriculture and Environment and relevant agencies and functional units must strengthen close coordination during the project implementation process; regularly inspect, supervise, promptly remove difficulties and obstacles; strictly handle violations, if any, to ensure the project is constructed safely, with quality and on schedule. Localities and media agencies must step up propaganda and mobilization work on the meaning and importance of the project so that people can understand, agree and support it.
