Prime Minister Pham Minh Chinh chairs meeting on data platform development in Vietnam

Emphasizing the requirement that "data must be listed", the Prime Minister proposed developing a data exchange with a pioneering institution, infrastructure as the foundation, technology as a breakthrough, human resources as the key, efficiency as the driving force; identifying data security as a consistent requirement and a prerequisite for developing the data market.

On the afternoon of November 1, at the Government Headquarters, Prime Minister Pham Minh Chinh chaired a working session with the Ministry of Public Security and other ministries and branches to discuss the construction of a legal corridor, mechanisms and policies for data floors in Vietnam.

Reporting on the strategic orientation for developing the national data platform and data economy with a vision to 2045, Deputy Minister of Public Security Nguyen Van Long emphasized that building a national digital infrastructure is an important stage, determining the foundation. Accordingly, building a unified national digital infrastructure plays a core role in integrating, connecting, and sharing data on a national scale, ensuring synchronization and interconnectivity of databases.

The data platform plays the role of an advanced, modern digital infrastructure with super-large capacity and broadband on par with advanced countries; mastering core technology; gradually reducing dependence on foreign technology, especially in key areas related to national security and national finance. In addition, focusing on building a modern digital government; fundamentally transforming the way the country is run, shifting from paper-based and periodic reporting to data-based and real-time management... from which government leaders and local ministries can grasp the situation in a timely manner and make timely decisions close to the actual situation.

"Long-term data economic development will form a complete national data ecosystem - where data becomes the driving force for economic growth. Thousands of businesses in the field of data and artificial intelligence will be born and develop strongly, creating hundreds of thousands of high-quality jobs, contributing to the national GDP. In the future, Vietnam will become the data center of ASEAN countries" - Deputy Minister of Public Security Nguyen Van Long said.

Director of the National Data Center Nguyen Ngoc Cuong said that the Vietnam data floor is operated by the Center for Innovation and Data Exploitation of the Ministry of Public Security. The Vietnam data floor is responsible for providing data resources and services, centralized data, data from many sources for research and development; assessing participation conditions, appraising the legality of transactions and monitoring activities. However, this time is still challenging when the institution has not provided specific instructions on classifying and managing public data, especially the pricing mechanism for putting data on the floor; challenges regarding intellectual property rights for synthetic data products; challenges regarding security and data sovereignty...

To overcome these situations, Mr. Nguyen Ngoc Cuong stated: "The National Data Center has connected the system to the national network monitoring center of the Ministry of Public Security and developed a controlled transaction mechanism to automatically monitor important and regular data transactions; review security to coordinate with relevant units; especially closely coordinate data access and use. The Center has built a detailed authorization system and a multi-layered authentication process, later the data floor plays the role of a reliable intermediary, fully recording transaction activities and ensuring that data is only used for the agreed purposes".

At the meeting, Prime Minister Pham Minh Chinh stated: Databases play a very important role; they are a great resource, a basis for promoting production, science and technology, digital transformation... Databases are the driving force for the country's growth; helping to connect people with people, with nature and society. Besides traditional growth drivers, the Prime Minister emphasized focusing on new growth drivers, growth based on the digital economy, activating data resources, creating resources for national development.

"The construction and development of a data exchange in the current period is an inevitable and objective task to awaken and supplement resources for socio-economic development. The successful construction of a data exchange in Vietnam will bring strategic and comprehensive benefits for economic development - forming a new market, a data exchange market with high added value. Promoting a professional, modern, international and regional data market. Providing high-quality, diverse, standardized raw materials and data for the development and application of artificial intelligence" - Prime Minister Pham Minh Chinh said.

The Prime Minister emphasized that the construction of a Vietnamese data floor requires innovation in thinking, awareness, and strategic vision... It must be carried out according to a scientific and systematic roadmap, but must implement the "3 no's": not being perfectionist, not being hasty, but not missing opportunities and having done it must be successful. He emphasized that the data floor is not a normal "data warehouse" or "data market" but a platform that provides resources and enhances data value to serve research, startups, innovation, national governance...

The Prime Minister suggested: "Develop a data exchange with a pioneering institution, infrastructure as the foundation, technology as a breakthrough, human resources as the key, efficiency as the driving force. Identify data security as a consistent requirement, a prerequisite for developing the data market. Consider data security, safety, and confidentiality as core principles that cannot be changed to promote the development of a fast but sustainable and safe data market. The data exchange must operate smoothly, effectively, continuously... and must have a mechanism for effective monitoring, supervision, and compliance with Vietnamese law and harmonization of international law."

Emphasizing the motto "data must be listed, the state creates, enterprises pioneer, public and private sectors go together, the market leads, the country is rich and strong, the people are happy", the Prime Minister requested the Ministry of Public Security and other ministries and branches to build databases and connections in the spirit of "correct, sufficient, clean, alive"; perfect institutions, effectively exploit databases; build synchronous, connected infrastructure, smart governance; have human resources to effectively exploit... On the basis of determining a national database connecting industries, fields, and localities, creating connectivity, synchronization, and efficiency for national development.
