Project 0525L: Investigation and verification of a criminal organization that swindles and appropriates property operating in Kampot province, Kingdom of Cambodia

After a long time of applying professional measures, collecting documents and evidence to fight Project 0525L, on October 28, 2025, Lai Chau Provincial Police coordinated with the Criminal Police Department ( Ministry of Public Security ); Representative Office of the Ministry of Public Security of Vietnam in Cambodia and Cambodian functional forces to successfully destroy the Project, arresting 59 subjects, all of whom were Vietnamese, in Tuek Chhou ward, Bokor city, Kampot province, Kingdom of Cambodia. Expanding the project, a number of related subjects were summoned to Lai Chau Provincial Police to serve the investigation and verification.

According to the initial investigation results, the leader of the transnational fraud ring is Sung Thi Mai (commonly known as Vi), born in 1999, residing in Mon Dao village, Thai Nien commune, Bao Thang district, Lao Cai province (now Bao Thang commune, Lao Cai province). The Investigation Police Agency arrested Sung Thi Mai and all the key subjects, who played the leading role of important members of the above-mentioned criminal ring, and seized many pieces of evidence to serve the investigation.

This case was discovered thanks to a case that Lai Chau Provincial Police had discovered since June 2025, arresting 4 subjects who were the henchmen of the above criminal organization. According to the Police Agency, the above criminal group operated under the trick of using Apps impersonating shippers, police, and military to defraud the feelings of more than 8,000 victims nationwide, with an estimated amount of money stolen of over 300 billion VND.

To investigate and verify the criminal organization that swindled and appropriated assets operating in Kampot province, Kingdom of Cambodia, Lai Chau Provincial Police mobilized more than 100 comrades who are experienced investigators and officers of the Provincial Police Investigation Agency and prosecutors (Provincial People's Procuracy) to fight and clarify the criminal acts of the subjects.

Speaking at the investigation session, Major General Nguyen Viet Giang - Director of the Provincial Police praised the fighting spirit of officers and soldiers of Lai Chau Provincial Police in the fight against crime to ensure national security. At the same time, he requested press agencies to continue to do a good job of propaganda to raise vigilance in preventing and combating crime in general, including cyber fraud in particular.
