Training by "order"
To develop young human resources, aiming for high-quality labor, Hai Phong city focuses on training from the root. Streamlining students and orienting careers right from high school is considered a fundamental solution to help students approach the right industry, profession and social needs.
Universities: Sao Do, Vietnam Maritime have built training strategies that meet practical needs, focusing on the city's key areas such as seaport services, logistics, mechanical engineering, information technology, and automation. The schools build training programs based on labor demand data and place training orders from businesses.

The three-way linkage between schools, the state and enterprises is considered a strategic step of Hai Phong. Many schools have implemented cooperation with FDI and domestic enterprises such as LG Innotek, Pegatron, VIMC , Vinalines..., from program design, internship organization, practice to student recruitment.
Associate Professor, Dr. Pham Van Thuan, Vice Rector of Vietnam Maritime University, said that balancing the structure of training occupations is an urgent task, in which it is necessary to strengthen communication about human resource needs, especially in the fields of engineering and technology that are "thirsty" for human resources. Based on the annual recruitment demand survey of businesses and localities, the school adjusts the enrollment scale according to labor market signals and develops new occupations to meet practical needs.
Need policies to support workers over 35 years old

In recent times, the city has had many policies to encourage and motivate people to participate in vocational training such as Resolution No. 35 of the People's Council of Hai Duong province (old) on policies to support workers who have completed vocational training at elementary, under 3-month, intermediate and college levels at vocational training institutions in the province; Resolution No. 03 of the People's Council of Hai Phong city on policies to support training in a number of occupations in Hai Phong city in the period 2024 - 2030...
In the city, there are more than 80 vocational training establishments, establishments with vocational training activities licensed to enroll students in 351 diverse majors and occupations such as electricity - electronics, mechanics, garment, shipbuilding, maritime, logistics, tourism, services... This is a favorable condition contributing to supporting vocational training for the group of workers over 35 years old to catch up with the current labor trend in industrial parks.
Ms. Nguyen Thi Thanh, Head of the Department of Consulting, Job Introduction and Vocational Training, City Employment Service Center, said that all workers who applied for unemployment benefits at the center were advised on vocational training support policies and free vocational training from the Central and the city. In the first 10 months of 2025, the center provided vocational training policy advice to 15,000 workers receiving unemployment benefits, opened 44 vocational training classes for 800 students, an increase of 137% compared to the same period in 2024.
To exploit the labor resources from this group, in addition to vocational training policies, there should be more specific recruitment and employment incentive mechanisms. Lawyer Tran Ngoc Vinh, member of the Law Committee of the 12th and 13th National Assembly, said that there should be specific concepts of "older workers" and "middle-aged workers" when amending the Law on Employment, and at the same time, supplementing specific support policies for this group of workers.
"I propose that we should develop a policy to support training and retraining of older workers according to market needs," said Lawyer Tran Ngoc Vinh.
Training support can be provided through the enterprise where the employee works, or through training units ordered by the State. In addition, adding a policy to support enterprises in extending the working age for older workers through tax tools will be a solution to prevent older workers from being laid off or to have more suitable job opportunities.
To let workers "settle down"

To retain and attract workers from other localities, many businesses have proactively implemented practical policies. The dormitory for workers outside the city of Dinh Vang Company Limited was built and operated for more than 20 years with about 135 rooms, providing accommodation for 900 workers. The company built classrooms and hired free babysitters for about 65 children of workers from other provinces.
Sao Vang Company Limited has about 500 workers coming from the northern mountainous provinces. Sao Vang Company Limited President Bui Thi Hop said that since last April, the company's dormitory has been put into use, providing accommodation for about 200 people. For workers renting accommodation outside, the company supports 1 million VND in housing/person/month.
Brother Vietnam Industrial Co., Ltd. in Phuc Dien Industrial Park also built a dormitory in 2011, providing accommodation for 2,000 people.
Not only the efforts from businesses, Hai Phong is also one of the bright spots in building social housing for low-income people. Over the past two years, Hai Phong has put into use nearly 1,100 social housing units and is implementing 9 other projects to reach the target of 15,400 units by 2025, aiming for 18,100 units by 2030.
Need for special mechanism

For provinces such as Bac Ninh and Vinh Long, the trade union social housing project is an effective solution to meet the housing needs of workers from other provinces. The Ha Nam trade union institutional area model with its master plan for housing, sports facilities, and schools has correctly and accurately solved the social security needs of workers from other provinces, always attracting many workers to settle down and work.
Therefore, along with stable wage and employment policies, the synchronous development of social security infrastructure around industrial parks and economic zones, including social housing, kindergartens, schools, medical facilities, cultural and sports areas, is an urgent requirement.
During the supervision of the National Assembly Standing Committee in mid-April 2025 in Hai Phong on the implementation of policies and laws on the development and use of human resources to meet the requirements of socio-economic development, the leaders of the Hai Phong Economic Zone Management Board proposed that the city should have many outstanding policies to invest in the healthcare network, public transport infrastructure, and high-quality education to attract labor resources, especially high-quality human resources, to feel secure in working and living in Hai Phong.
Mr. Nguyen Van Quyet, Permanent Vice President of the Hai Phong City Labor Federation, said that the City Labor Federation will continue to promote its representative role, advise and coordinate with all levels, sectors and enterprises to perfect policies on wages, welfare, labor safety and working conditions, ensuring stable income.
In addition to the city's efforts, businesses also need to make efforts to improve wages and effectively implement existing city policies.
When workers are guaranteed social security, they will stay "settled, secure, and secure in work", becoming a pioneering force contributing to the construction and development of Hai Phong city.
