Hai Phong implements regulations on inventory and mitigation of greenhouse gas emissions

More than 200 production facilities and enterprises in Hai Phong city have been informed of regulations on inventory and mitigation of greenhouse gas emissions.

Comrade Pham Van Thuan, Deputy Director of the Department of Agriculture and Environment, delivered the opening speech at the conference.

On the morning of October 31, the Department of Agriculture and Environment of Hai Phong city held a conference to deploy regulations on inventory and mitigation of greenhouse gas emissions and instructions on preparing greenhouse gas inventory reports in the city.

Attending the conference were representatives of a number of city departments, branches and sectors, along with more than 200 businesses and production facilities subject to greenhouse gas inventory in the city.

At the conference, delegates were informed and implemented regulations on inventory and mitigation of greenhouse gas emissions, emission reduction planning and appraisal by state management agencies, carbon credit exchange and offset mechanisms; and implemented Decision No. 188 dated October 15, 2025 of the Hai Phong City People's Committee promulgating regulations on coordination of state management on inventory and mitigation of greenhouse gas emissions in the city.

Delegates also exchanged and shared experiences on inventorying and mitigating greenhouse gas emissions in Vietnam and internationally; provided guidance on reporting greenhouse gas inventories according to national regulations and international standards at enterprises; discussed coordination and implementation mechanisms in Hai Phong. Experts answered and clarified some difficulties and obstacles in implementing regulations on mitigating greenhouse gas emissions.

Hai Phong City is one of the country’s major industrial and seaport centers. Along with its dynamic economic development, greenhouse gas emissions in the city are also a matter of concern, especially in the fields of energy, industry, agriculture and waste treatment.

Therefore, the implementation of regulations on inventory and mitigation of greenhouse gas emissions and guidance for businesses to prepare greenhouse gas inventory reports in the city is very important, contributing to the implementation of the goals of the National Strategy on Climate Change and the Commitment to achieve net zero emissions by 2050 as declared by the Vietnamese Government at COP26.

In recent times, Hai Phong city has actively developed and implemented plans and projects on climate change response and greenhouse gas emission reduction such as: Action plan to respond to climate change of Hai Phong city for the period 2021 - 2030, vision to 2050; Green growth action plan of Hai Phong city for the period 2021 - 2030, vision to 2050; Greenhouse gas inventory project and proposed solutions to manage and reduce greenhouse gas emissions in the city...

Implementing Resolution No. 226 /2025/QH15 of 2025 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Hai Phong city, including the content of allowing Hai Phong to pilot a financial mechanism in implementing measures to reduce greenhouse gas emissions according to the carbon credit offset exchange mechanism.

Accordingly, Hai Phong has issued regulations and implementation mechanisms in the area: Decision 188/2025/QD-UBND dated October 15, 2025 on promulgating regulations on state coordination on inventory and mitigation of greenhouse gas emissions in Hai Phong city. The city is developing a decision on regulations on procedures for selecting investors to participate in projects implementing carbon credit exchange and offset mechanisms and carbon credit trading floors.
